Minutes of the inaugural meeting of the Māngere-Ōtāhuhu Local Board held in the Māngere Arts Centre, Corner Bader Drive & Orly Avenue, Māngere on Wednesday, 26 October 2022 at 5.00pm.

The members were welcomed into the venue with a powhiri from mana whenua before the official part of the meeting.  Mana whenua welcomed the members into the space with karakia, whaikōrero and waiata: the call, prayer, speeches of welcome and song. Member W Togiamua and his whanau led the members response with whaikōrero and waiata.

At the conclusion of these formal proceedings, there was hongi and harirū (handshakes) between the local board members and mana whenua. Following this, the inaugural proceeded as outlined in these minutes.

The Local Area Manager Manoj Ragupathy advised the locations of the emergency exits.

The Local Area Manager chaired the meeting for items 1, 2, 3, 4, 5, 6 and 7. From item 7 onwards, the newly elected Chairperson chaired the meeting.

Herewini Te Koha, Tumuaki Huanga Māori/General Manager Māori Outcomes witnessed the members signatures.

Declaration by Local Board Members

 

A copy of the declarations is publicly available on the Auckland Council website as a minutes attachment.

 

The following Māngere-Ōtāhuhu Local Board members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002, which was attested by Herewini Te Koha, Tumuaki Huanga Māori:

Election of Chairperson

 

Tthe Local Area Manager gave an overview of the voting systems and requested a mover and seconder.

 

 

 

Resolution number MO/2022/144

MOVED by Member JG Glassie-Rasmussen, seconded by Member H Toleafoa:  

That the Māngere-Ōtāhuhu Local Board:

a)      agree to use System B of Clause 25, Schedule 7 of the Local Government Act 2002 to elect its chairperson.

The Local Area Manager put the motion to a vote and was declared CARRIED by 7 votes to 0.

CARRIED

 

 

 

The Local Area Manager called for nominations for the position of chairperson.

Member C O’Brien nominated Member N Bakulich for the position of chairperson. Member N Bakulich accepted the nomination.

Member P Peo seconded the motion.

There were no further nominations.

That the Māngere-Ōtāhuhu Local Board:

b)         elect Member Tauanu’u Nanai Nick Bakulich as chairperson for the 2022 – 2025 electoral term.

The Local Area Manager put the motion to a vote and was declared CARRIED by 7 votes to 0.

Declaration of Chairperson

 

A copy of the chairperson’s declaration is publicly available on the Auckland Council website as a minutes attachment.

Tauanu’u Nanai Nick Bakulich, the chairperson for the 2022 – 2025 electoral term, made his declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002 and assumed the chair.

Address by Chairperson

 

Tauanu’u Nanai Nick Bakulich, the chairperson for the 2022 – 2025 electoral term, addressed the meeting.

Election of Deputy Chairperson

 

The chairperson explained to the meeting that the board intended to split the 2022-2025 triennium for the deputy chairperson’s role.

The chairperson requested a mover and seconder for the vote on the fixed term periods.

 

 

 

Resolution number MO/2022/146

MOVED by Member C O'Brien, seconded by Member H Toleafoa:   

That the Māngere-Ōtāhuhu Local Board:

a)      agree to split the 2022-2025 triennium for the deputy chairperson’s role into the following fixed term periods:

           i)           period one Wednesday 26 October 2022 to Sunday 28 April 2024

         ii)           period two Monday 29 April 2024 to end of the 2022-2025 political term.

The chairperson put the motion to a vote and was declared CARRIED by 7 votes to 0.

The chairperson requested a mover and seconder of the voting system.

 

 

 

Resolution number MO/2022/147

MOVED by Member P Peo, seconded by Member J Glassie-Rasmussen:   

That the Māngere-Ōtāhuhu Local Board:

b)     agree to utilise System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

The chairperson put the motion to a vote and was declared CARRIED by 7 votes to 0.

The chairperson called for nominations for each of the fixed term periods for the position of deputy chairperson.

Member P Peo nominated Member H Toleafoa as deputy chairperson for the period of Wednesday 26 October 2022 to Sunday 28 April 2024. Member H Toleafoa accepted the nomination.

Member M Kolo seconded the nomination.

No other nominations were received.

 

Member M Kolo nominated Member W Togiamua as deputy chairperson for the period of Monday 29 April 2024 to the end of the 2022 – 2025 political term. Member W Togiamua accepted the nomination.

Member J Glassie-Rasmussen seconded the nomination.

No other nominations were received.

That the Māngere-Ōtāhuhu Local Board:

c)         elect member Harry Fatu Toleafoa as deputy chairperson for the period of Wednesday 26 October 2022 to Sunday 28 April 2024.

The chairperson put the motion to a vote and was declared CARRIED by 7 votes to 0.

d)         elect member Togiatolu Walter Togiamua as deputy chairperson for the period of Monday 29 April 2024 to the end of the 2022-2025 political term.

The chairperson put the motion to a vote and was declared CARRIED by 7 votes to 0.

The Local Area Manager gave a brief explanation of the Local Government Legislation.

First Business Meetings of the Māngere-Ōtāhuhu Local Board

 

Resolution number MO/2022/151

MOVED by Chairperson N Bakulich, seconded by Member P Peo:   

That the Māngere-Ōtāhuhu Local Board:

a)      confirm Wednesday 7 December 2022 at 5pm in the Māngere-Ōtāhuhu Local Board Office Shop 17B 93 Bader Drive Māngere as the date and time for its first business meeting.

The chairperson put the motion to a vote and was declared CARRIED by 7 votes to 0.
