a)     thank the Waiuku Mudlarks representatives Tony Ogilvie and Paul Stewart for their attendance and presentation on the removal consent for mangroves in the Rangiwhea and golf club inlets.

b)     receive the petition tabled by Waiuku Mudlarks and refer it to the Resource Consents and Infrastructure and Environment Services departments for advice and reporting back as early as possible.

That the Franklin Local Board:

a)          thank representatives of NZ Census, Nikila Lockerbie, Fiona Young and Pancham Lakhapal for attending the meeting.

b)          note that NZ Census are seeking assistance from the local board to get the best results from the upcoming census next year, as health funding to areas is directly affected by census data results.

c)          request that Census NZ responses to board questions are provided by email.

That the Franklin Local Board:

a)      delegate authority to the Chair Angela Fulljames and Deputy Chair Alan Cole, or any person acting in these roles, to make urgent decisions on behalf of the local board, if the local board is unable to meet

b)      confirm that the Local Area Manager, Chair, and Deputy Chair (or any person/s acting in these roles) will authorise the use of the local board’s urgent decision mechanism by approving the request for an urgent decision in writing

c)      note that all urgent decisions made, including written advice which supported these decisions, will be included on the agenda of the next ordinary meeting of the local board.

a)      note the decision made under delegation by Chair Baker and Deputy Chair Fulljames to approve a report under urgency on 7 October 2022 during the 2022 election period, as follows:

That the Franklin Local Board:

a)   rescind resolution FR/2022/146 (a) as follows:

grant landowner approval to Surf Life Saving Kariaotahi Incorporated occupying 2,134 square metres (more or less) of Karioitahi Gap Domain Recreation Reserve, 701 and 685 Karioitahi Road, Karioitahi as indicated on the lease site plan (Attachment A) for:

i)          the construction of a new clubhouse

ii)         development of wastewater disposal fields

iii)        establishing access and sharing arrangement with the council for use of the existing bore water supply

iv)     easements over existing and proposed underground services.

 

b)   approve a replacement to resolution FR/2022/146 (a) by granting landowner approval to Surf Life Saving Kariaotahi Incorporated occupying 2,134 square metres (more or less) of Karioitahi Gap Domain Recreation Reserve, 701 and 685 Karioitahi Road, Karioitahi with an additional area as indicated in (8) Figure 1 Amended land use scope for:

i)          the construction of a new clubhouse
