Approval for a change of purpose to a local grant for LG2102-213

 

Member Peter Allen declared an interest in Item 11 due to financial conflict, leaving the room at 10:34am and took no part in discussion or voting on this matter.

 

 

Resolution number DT/2022/158

MOVED by Chairperson T van Tonder, seconded by Member G Busch:   

That the Devonport-Takapuna Local Board:

a)       Declines the proposal by Seven Events Ltd to repurpose the funds from Local Grant application LG2102-213, towards stage, sound, lighting, production, and equipment for the Milford Christmas Festival

b)Notes that the original grant allocation from May 2021 was for the delivery of Christmas by the Lake, an iconic Christmas event for the community and the quantum of funding reflected the size, scale and cost of that event.

c)       Notes that the grant funding cannot be deferred for an additional year to deliver Christmas by the Lake and that a new application will need to be made.

d)       Notes that the Milford Business Association is already funded by the Devonport-Takapuna Local Board to deliver an event in Milford Town Centre on the 26th November 2022, as per their funding agreement with the board.

Adoption of a meeting schedule

 

Resolution number DT/2022/159

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)      adopt the meeting schedule outlined in Attachment A of the agenda report, for the 2022-2025 electoral term, subject to;

i.  amending the 19 December 2023 meeting to be held on 12 December 2023

b)      note the dates and times for business meetings to make decisions on local board plans and local board agreements are yet to be scheduled.

c)      agree to two workshops per month to be held on the first and second Tuesday of each month, commencing at 10.00am.

d)      agree to two recess weeks a year on the following dates to accommodate for school holidays, noting all impacted workshops will be rescheduled to the 4th week of the month:

i.    11 April 2023 and 3 October 2023; and

ii.   9 July 2024 and 1 October 2024.

e)      note that the fourth week of the month has been left free of business, and additional workshops can be scheduled on these days should they be required.

Local board appointments and delegations for the 2022-2025 electoral term

That the Devonport-Takapuna Local Board:

a)      kopou / appoint Member Peter Allen and Members Gavin Busch for staff consultations over landowner approval applications (excluding applications for filming and events)

b)      kopou / appoint Member Terence Harpur and Member George Wood, for staff consultation on applications for filming activities on local parks and local facilities that require regulatory approval;

c)      kopou / appoint Member Gavin Busch and Member Toni van Tonder, for staff consultation on applications for events and other activities on local parks and local facilities that also require regulatory approval;

d)      kopou / appoint Member Melissa Powell and Member George Wood, for liquor licence matters and delegate authority to that member, including any alternate, to prepare and provide objections, if any, and speak to any local board views at any hearings on applications for liquor licences

e)      kopou / appoint Member Toni van Tonder and Member Melissa Powell on resource consent matters and delegate authority to that member, including any alternate, to:

i)    provide the local board views, if any, on whether a resource consent should proceed as a non-notified, limited notified or fully notified application

ii)   prepare and provide local board’s views, if any, on notified resource consents and speak to those views at any hearings if required

iii)  provide the local board’s views on matters relating to or generated by the COVID-19 (Fast-track Consenting) Act 2020 while this legislation remains in force

f)       kopou / appoint Member George Wood as representative, and Member Melissa Powell as an alternate, to meetings of the LGNZ Auckland Zone and to take the lead on matters relating to this forum

g)      tautapa / delegate authority to the chairperson to work with other local board chairpersons to select shared representatives to council working groups, working parties and other internal bodies, where there is a limited number of local board representatives to be selected from amongst all 21 or clusters of local boards

Arrangements for making urgent decisions

That the Devonport-Takapuna Local Board:

a)      delegate authority to the chairperson and deputy chairperson, or any person acting in these roles, to make urgent decisions on behalf of the local board, if the local board is unable to meet

b)      confirm that the Local Area Manager, chairperson, and deputy chairperson (or any person/s acting in these roles) will authorise the use of the local board’s urgent decision mechanism by approving the request for an urgent decision in writing

c)      note that all urgent decisions made, including written advice which supported these decisions, will be included on the agenda of the next ordinary meeting of the local board.
