Ōtara-Papatoetoe Local Board

01 November 2022

 

 

 

The recently elected Ōtara-Papatoetoe Local Board members, their whānau/families, supporters, invited guests and members of the community were welcomed on to Ngā Kete Wānanga Marae with a pōwhiri. Tangata whenua of Ngā Kete Wānanga Marae and mana whenua of Ngāti Tamaoho, welcomed the manuhiri (visitors) onto the marae with karanga, karakia, whaikōrero and waiata; the call onto the marae, prayer, speeches of welcome and song.

 

At the conclusion of these formal proceedings, there was hongi and harirū (handshakes) between the local board members and tangata whenua, followed by hākari (shared kai) for all participants, lifting the tapu (sacredness) of the pōwhiri. Following this, the inaugural meeting proceeded as outlined in these minutes.

 

Notes:  Ngā Kete Wānanga Marae staff advised the locations of the emergency exits and            conveniences.

 

           Manoj Ragupathy, Local Area Manager chaired the meeting for items 1, 2, 3, 4, 5, 6 and 7. From item 7 onwards, the newly elected Chairperson chaired the meeting. Phil Wilson, Director Governance and CCO Partnerships witnessed the members declarations.

 

           Kaumatua Jeff Tukua opened the formal meeting with a karakia at 7.02pm.

Election of Chairperson

 

 

 

The Local Area Manager gave an overview of the voting systems and requested a mover and seconder.

 

 

 

 

Resolution number OP/2022/161

MOVED by Member AR Autagavaia, seconded by Member O Dewes:  

That the Ōtara-Papatoetoe Local Board:

a)          agree to use System B of Clause 25, Schedule 7 of the Local Government Act 2002 to elect its chairperson.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

The Local Area Manager called for nominations for the position of Chairperson.

 

 

 

Member S Nelson nominated Member Reece Autagavaia for the role of Chairperson.

Member O Dewes seconded the nomination.

That the Ōtara-Papatoetoe Local Board:

b)          elect Member Apulu Reece Autagavaia as chairperson for the 2022-2025 electoral term.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

Declaration of Chairperson

The Chairperson for the 2022-2025 political term, Apulu Reece Autagavaia, made his declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002.

Address by Chairperson

 

 

 

The Chairperson addressed the meeting.

Election of Deputy Chairperson

 

 

 

The Chair, Apulu Reece Autagavaia, explained to the meeting that the board intended to split the 2022-2025 triennium for the deputy chairperson’s role.

 

The Chair requested a mover and seconder for the vote on the fixed term periods.

 

 

 

 

Resolution number OP/2022/163

MOVED by Member O Dewes, seconded by Member A Lim:

That the Ōtara-Papatoetoe Local Board:

a)     agree to split the 2022-2025 triennium for the deputy chairperson’s role into the following fixed term periods:

i)      period one 1 November 2022 to Sunday 28 April 2024

ii)      period two Monday 29 April 2024 to end of the 2022-2025 political term.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

The Chairperson requested a mover and seconder of the voting system.

That the Ōtara-Papatoetoe Local Board:

b)      agree to utilise System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

The motion was put to the vote and was declared CARRIED by 7 votes to 0.

The chairperson called for nominations for the first fixed term period for the position of deputy chairperson.

Member Albert Lim nominated himself as deputy chairperson for the period of 1 November 2022 to Sunday 28 April 2024.

Member Topou Folau seconded the nomination.

 

Member S Nelson nominated Member O Dewes as deputy chairperson for the period of Monday 29 April 2024 to end of the 2022-25 political term.

Member V Hausia seconded the nomination.

There were no further nominations.

c)        elect Member A Lim as deputy chairperson for the period of 1 November 2022 to Sunday 28 April 2024 of the 2022-2025 political term.

c)        elect Member O Dewes as deputy chairperson for the period of 1 November 2022 to Sunday 28 April 2024 of the 2022-2025 political term.

The motion was put to the vote was declared CARRIED by 4 votes to 2.

The chairperson called for nominations for the second fixed term period for the position of deputy chairperson.

Member Albert Lim nominated himself as deputy chairperson for the period of 1 November 2022 to Sunday 28 April 2024.

Member S Nelson nominated Member V Hausia as deputy chairperson for the period of Monday 29 April 2024 to end of the 2022-25 political term.

d)        elect Member Vi Hausia as deputy chairperson for the period of Monday 29 April 2024 to the end of the 2022-2025 political term.

The Local Area Manager gave a brief explanation of the Local Government Legislation .

First Business Meeting of the Ōtara-Papatoetoe Local Board

MOVED by Member AR Autagavaia, seconded by Member S Nelson:  

That the Ōtara-Papatoetoe Local Board:

a)      confirm Tuesday, 6 December 2022 at 5pm in the Woodside Room, Level 1, Manukau Civic Building, 31-33 Manukau Station Road, Manukau as the date and time for its first business meeting.

The motion was put to the vote was declared CARRIED by 7 votes to 0.

The Chair invited Te Roopu Kapahaka o Te Puke o Taramainuku to perform.

 

 

Kaumātua Jeff Tukua closed the meeting with a karakia.
