Minutes of the inaugural meeting of the Waitematā Local Board held in the Reception Lounge, Auckland Town Hall, 301-305 Queen Street, Auckland on Wednesday, 2 November 2022 at 4.00pm.

Note:   A pōwhiri was held before the formal proceedings.

 

Before the meeting began the Democracy Advisor advised the locations of the emergency exits and conveniences.

 

The Local Area Manager, Trina Thompson, chaired the meeting for items 1, 2, 3, 8, 9, 10, and 4. For item 5 and 6, the newly elected chair chaired the meeting.

 

1          Welcome

 

Peter Gudsell, Group Chief Financial Officer, on behalf of the Chief Executive, addressed the meeting.

 

2          Apologies

 

Resolution number WTM/2022/175

MOVED by Member R Northey, seconded by Member A Bonham:  

That the Waitematā Local Board:

a)          accept the apology from Anahera Rawiri for absence.

Declaration by Local Board Members

 

Copies of the declarations have been placed on the official minutes and are available on the Auckland Council website as a minutes attachment.

 

The following Waitematā Local Board members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002.

Resolution number WTM/2022/176

MOVED by Member R Northey, seconded by Member G Sage:  

That the Waitematā Local Board:

a)          agree that Item 8 – Mayor’s Address; Item 9 – Explanation of the laws that affect elected members; and Item 10 – First Business Meetings of the Waitematā Local Board be accorded precedence at this time.

Mayor's Address

 

Trina Thompson, Local Area Manager, noted the sincere apologies of the Mayor and invited the Deputy Mayor to address the meeting.

Explanation of the laws that affect elected members

 

The Local Area Manager gave a brief explanation of the Local Government Legislation.

That the Waitematā Local Board:

a)      note the general explanation of the laws affecting elected members.

First Business Meetings of the Waitematā Local Board

 

Resolution number WTM/2022/178

MOVED by Member G Sage, seconded by Member G Moyle:  

That the Waitematā Local Board:

a)      confirm 22 November 2022 commencing at 1.00pm at the Waitematā Local Board Office meeting room as the date and time for its first business meeting.

b)      confirm 6 December 2022 commencing at 1.00pm at the Waitematā Local Board Office meeting room as the date and time for its second business meeting.

Adjournment of Meeting

MOVED by Member R Northey, seconded by Member A Bonham:  

That the Waitematā Local Board:

a)          agree to adjourn the meeting until 16 November at 4pm in the Town Hall Reception Lounge (or such other time and place as can be arranged).

 

The motion was put to the vote by a show of hands and was declared EQUAL at 3 votes to 3.

The motion lapsed for lack of a majority.

Election of Chairperson

 

The Local Area Manager gave an overview of the voting systems.

 

Resolution number WTM/2022/179

MOVED by Member S Trotman, seconded by Member G Moyle:  

That the Waitematā Local Board:

a)          agree to use System A of Clause 25, Schedule 7 of the Local Government Act 2002 to elect its chairperson.

CARRIED

 

The Local Area Manager called for nominations for the position of chairperson.

 

Member S Trotman nominated Member G Moyle as Chairperson. Member A Matson seconded the nomination.

 

Member R Northey nominated Member G Sage as Chairperson. Member A Bonham seconded the nomination.

There were no further nominations.

 

Voting was done via voice and show of hands for the nomination of Member G Moyle.

Members A Matson; G Moyle, and S Trotman voted in favour.

 

Voting was done via voice and show of hands for the nomination of Member G Sage.

Members A Bonham, R Northey, and G Sage voted in favour.

 

Note:   Voting was TIED and a tie breaker in the form of a coin toss was facilitated by the Local Area Manager, who indicated the member listed first on the agenda would be given the choice of HEADS or TAILS.

Member G Moyle selected HEADS.

The result of the coin toss was announced by Peter Gudsell – Group Chief Financial Officer and was TAILS.

Member G Sage was elected chairperson of the Waitematā Local Board for the 2022-2025 electoral term following the results of the coin toss.

Declaration of Chairperson

 

A copy of the Chairperson’s declaration is publicly available on the Auckland Council website as a minutes attachment

 

The Chairperson for the 2022-2025 political term, Genevieve Sage, made her declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002.

Address by Chairperson

 

The Chairperson addressed the meeting.

 

Member S Trotman returned to the meeting at 5.03pm.

Election of Deputy Chairperson

 

Chair G Sage requested a mover and seconder of the voting system.

 

Resolution number WTM/2022/180

MOVED by Member G Moyle, seconded by Member R Northey:  

That the Waitematā Local Board:

a)          agree to utilise System A of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

CARRIED

 

Chair G Sage called for nominations for the position of deputy chairperson.

Member S Trotman nominated Member G Moyle as deputy chairperson for the 2022-2025 electoral term.

Member A Matson seconded the nomination.

Member R Northey nominated Member A Bonham as deputy chairperson for the 2022-2025 electoral term.

Chair G Sage seconded the nomination.

There were no further nominations.

 

Voting was done via voice and show of hands for the nomination of Member G Moyle.

Members A Matson; G Moyle; and S Trotman voted in favour.

 

Voting was done via voice and show of hands for the nomination of Member A Bonham.

Members A Bonham and R Northey and Chair G Sage voted in favour.

Member G Moyle was elected deputy chairperson of the Waitematā Local Board for the 2022-2025 electoral term following the results of the coin toss.

 

Note:   Item 8 - Mayor’s Address; Item 9 – Explanation of the laws that affect elected members; and Item 10 – First Business Meetings of the Waitematā Local Board were considered prior to Item 4 – Election of Chairperson.

 


 

 

The Kaumātua closed the meeting with a karakia and blessed the food.

 

 

5.16 pm                                              The Chair thanked Members for their attendance and attention to business and declared the meeting closed.
