Annual Budget 2023/2024 - feedback on regional topic for consultation |

Resolution number GBI/2022/127 MOVED by Chairperson I Fordham, seconded by Deputy Chairperson P O'Shea: That the Aotea / Great Barrier Local Board: a) acknowledge the dire financial constraints that are impacting council and the nation. Decisions made now will not just be to fix a one-year budget gap. These reductions of services will be ongoing for some time. Therefore, we request staff advice on any decisions made to avoid any short-term wins over long-term losses. General rates lever b) support consideration of a general rates increase higher than the signaled 4.66% so as to keep balance with consumers price index (CPI) increases, noting that council has measures in place to support ratepayers who may struggle with any significant increase. c) do not support reduction by two-thirds of the two targeted rates in consideration of strong support from Aotea community to have these rates to deliver environmental and clean water projects. Debt lever d) acknowledge that large debt funding operational expenditure is not advisable and support maintaining sustainable debt levels over time. Strategic asset lever e) do not support sale of airport shares. We see this as a short-term gain over a long-term loss. f) support ongoing discussions around the Ports of Auckland to maximise benefits to all Aucklanders. Operational expenditure lever g) support working with other local boards in finding five per cent savings across their budgets noting that: i) Aotea Great Barrier Island is 90kms to the east of downtown Auckland and has approximately 1000 permanent residents that multiplies dramatically during the holiday seasons. We have no public transport and are off-grid. ii) Aotea has few council-owned assets on the island and relies on a community-led approach for community services and facilities. iii) Aotea fully embodies council’s community investment approach with a majority of services being delivered by the community. Nearly all of the board’s budget goes towards island groups delivering resilient community services and to maintain their community facilities. iv) If the board stops funding the island’s community-led services, then the impact would be terminal for all services. h) the Local Government Act states that the role of council is to promote the four social, economic, cultural and environmental well-beings of communities. The impact of stoppage of funding for our community groups will mean that the gains cannot be reclaimed over time i.e. biosecurity environmental programmes. i) the local board’s annual performance measures are to provide safe parks and infrastructure; library services; showcase Māori culture; empower community-led services, arts and events; contribute towards local low carbon projects and water improvements. We will not be able meet our performance measures to support community-led community services and climate change mitigation with a large ongoing reduction in local board funding. This will result in the discontinuation of essential service roles. j) ensure that community facilities such as Auckland Zoo and Auckland Art Gallery Toi o Tāmaki, and public transport services are kept equitable at an accessible level for families and lower socio-economic residents. Other ratings policy k) support ratings policy proposals going to public consultation. |
