b)      request that the Chair write to the Chairperson of Auckland Transport highlighting the issues faced by the community at Māngere Bridge and invite senior governors and staff for a site visit to discuss the solutions further

Local Board feedback on Auckland Unitary Plan changes 78-83

 

Resolution number MO/2022/166

MOVED by Chairperson N Bakulich, seconded by Member P Peo:  

That the Māngere-Ōtāhuhu Local Board:

a)      acknowledge and thank those that made submissions to the Māngere-Ōtāhuhu local board area relating to the relevant plan changes

b)      tautoko / support, in general, intensification to improve housing choice and affordability, but note its concern that intensification is occurring in communities that are under-provided for in terms of public open spaces, facilities and amenities and further investment is needed to address this situation so access to quality public services is enhanced rather than reduced as a result of intensification

c)      tono / request that this feedback is read in conjunction with the local board’s written feedback and presentation response to the Planning Committee on the NPS UD in June 2022 that directly relates to Plan change 78

d)      reiterates the board’s position adopted in June 2022 (resolution number MO/2022/92) on Auckland Council's preliminary response to the National Policy Statement on Urban Development 2020 and RMA amendments 2021 as follows:

i.     in summary, the following proposals were supported:

A)        1200 metres walkable catchment from the edge of the city centre

B)        800 metres walkable catchment from the edge of the metropolitan centres

C)        walkable catchment of 800 metres around rapid transit stops

D)        apply Terrace Housing and Apartment Buildings Zone to residential areas up to around 400 metres from large town centres with high accessibility

E)        apply the Terrace Housing and Apartment Buildings zone to residential areas up to around 200 metres from small town centres or large local centres with high accessibility

F)        include special character areas of high quality as a qualifying matter including our region’s maunga belt

G)        proposed residential and business special character areas of high quality that have been identified in NPS-UD map viewer (located on akhaveyoursay.nz/housing)

H)        to include areas in urban Auckland with long-term significant infrastructure constraints as a qualifying matter

e)      tautoko / support the following Qualifying Matters:

i.     need to ensure that the Volcanic View shafts of Māngere Mountain (from South-Western Motorway and Onehunga) and height-sensitive areas including Mount Richmond and Ōtāhuhu  are protected and maintained as a Qualifying Matter

ii.    protection and further clarity around how will the volcanic height-sensitive areas affect zoning and development around Māngere Bridge

iii.   outstanding Natural Features (volcanic) at Kuranui Place and Māngere Road, Ōtāhuhu and Ihumatao Quarry Road, Māngere are currently shown with a Mixed Housing Zoning   – we request clarity on how these outstanding natural features are protected when we intensified development with the new Medium Density Residential Standards (MDRS) rules

iv.   the aircraft noise path retains the Single House zoning for Jaylo Place and Shah Place and the surrounding streets and:

A)        request clarity if the MDRS can be applied in these areas. How will this work in practice, and will the current low density of the area be maintained? This area is under the High Aircraft Noise Area and the Aircraft Noise Notification Area and section D24.1 the Aircraft Noise Overlay of the Unitary Plan manages the subdivision of land and location of activities sensitive to aircraft noise areas of high cumulative noise around the region’s airports and airfields

v.    Ōtāhuhu train station - currently the Auckland Council Preliminary response view for NPSUD and MDRS shows Lippiatt Road, Nikau Road and Awa Street as retaining their special character and historic heritage, but the surrounding Single House zoning being changed to Terrace Housing and Apartment Buildings zoning because they are within the Ōtāhuhu station walkable catchment. Can Council ensure these special character areas or heritage areas are retained

vi.   Māngere heritage areas: Rosella Road, Tioro Lane, Teo Lane, Māngere and the Middlemore special character areas or heritage areas are retained under the new rules

f)       tono / request more clarity around Light Rail Corridor which is understood to be still ‘under Investigation’. This is a large area where it is not clear what is happening within it such as the locations of train stops. Will it lead to more Terrace Housing and Apartment Buildings zoning and how will this potentially affect Māngere

g)      note: paragraph 7 should read “Submissions have now been coded and summarised, and further submissions may be lodged from 5 December to 13 January” instead of “24 November to 8 December 2022”

h)      kopou / appoint Tauanu’u Nanai Nick Bakulich, Chair, Māngere-Ōtāhuhu Local Board to speak to the local board views at a hearing in 2023

i)       tautapa / delegate authority to the chairperson of the local board to make a replacement appointment in the event the local board member appointed in resolution h) is unable to attend the hearing.
