The senior advisor opened the meeting with a karakia, and the chairperson opened the meeting and welcomed those in attendance.

Resolution number HB/2023/1 MOVED by Chairperson G Brown, seconded by Deputy Chairperson J Parfitt: That the Hibiscus and Bays Local Board: a) approve the request for electronic attendance from Member S Mills under Standing Order 3.3.3 clause b) to accommodate the members illness or infirmity. |

Resolution number HB/2023/3 MOVED by Member V Short, seconded by Deputy Chairperson J Parfitt: That the Hibiscus and Bays Local Board: a) acknowledge all emergency services, council-controlled organisations, particularly Watercare and Auckland Transport who took the initiative to put an emergency person on each of the days over Auckland Anniversary weekend, and acknowledge the resilence shown by our community groups and business associations.

The final drafts of the local consultation document and local supporting information document were provided. Copies have been placed in the official minutes and are available on the Auckland Council website as minutes attachments. |

Resolution number HB/2023/5 MOVED by Chairperson G Brown, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) approve local consultation document content (Attachment A of the minutes attachments document) and local supporting information content (Attachment B of the minutes attachments document) for inclusion in the Annual Budget 2023/2024 consultation material. b) delegate authority to the local board chairperson to approve any changes required to finalise the local consultation document and supporting information content for the Hibiscus and Bays Local Board for the Annual Budget 2023/2024. c) approve the following Have Your Say events in the local board area during the Annual Budget 2023/2024 consultation period: i) Library session ‘meet your elected members’, Monday 6 March 2023, 1:00pm – 3:30pm, Whangaparāoa Library ii) Library session ‘meet your elected members’, Friday 17 March 2023, 11:00am – 1:00pm, East Coast Bays Library d) delegate authority to the local board chairperson to approve any changes required to the Have Your Say events. e) delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024: i) local board members and chairperson ii) general manager local board services, local area manager, local board senior advisor, local board advisor, local board engagement advisor Iii) any additional staff approved by the general manager local board services or the group chief financial officer f) request that additional advice, including financial information, of the implications of all the range of proposals in the Annual Budget 2023/2024 from both Auckland Council and Council Controlled Organisations, be provided to elected members as soon as possible g) request staff to investigate opportunities to engage with local stakeholders to provide feedback as part of the annual budget 2023/2024 consultation.
