a)          whakaae / approve the request for electronic attendance from Member Will Flavell to accommodate the member being at a place that makes his physical presence at the meeting impossible or impracticable.

Annual Budget 2023/2024 local board consultation content

 

Resolution number HM/2023/2

MOVED by Member I Papau, seconded by Chairperson C Carter:  

That the Henderson-Massey Local Board:

a)          tuhi ā-taipitopito / note its concern that the wording in the consultation documents tacitly implies that the adoption of the budget is a foregone conclusion which could lead the public to question whether consultation is genuine.

b)         tuhi ā-taipitopito / note the consultation material is not clear about the real reduction in local board discretionary initiatives funding and the impact of that reduction on communities.

c)          tuhi ā-taipitopito / note that in light of the recent flooding emergency Council should be prioritising funding for climate action.

d)         tuhi ā-taipitopito / note the essential role that community organisations play in emergency response which will be impacted by a reduction in funding.

e)          tuhi ā-taipitopito / note that community support, the arts and environmental projects will bear the brunt of the proposed cuts.

f)           tuhi ā-taipitopito / note that the Governing Body has proposed an additional $7 million reduction in open space and stormwater maintenance across the 21 local board areas which will have implications for our local board area.

g)         reiterate its concern around losing valuable staff that support and deliver for the Henderson-Massey Local Board as a result of the budget reductions.

h)         Whakaae / approve local consultation document content (Attachment A as tabled) and local supporting information content (Attachment B as tabled) for inclusion in the Annual Budget 2023/2024 consultation material.

i)           tautapa / delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Henderson-Massey Local Board for the Annual Budget 2023/2024.

j)           whakaae / approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period:

i)           Community consultation to be held on 21 March 2023 at 6.00pm at the Council Chambers, 1 Smythe Road, Henderson.

k)          tautapa / delegate authority to the local board Chair to approve any changes required to the Have Your Say event.

l)           tautapa / delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024:

i)           local board members and Chair

ii)         General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)        any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.
