Minutes of an additional meeting of the Waitematā Local Board held in the Waitematā Local Board Office, Ground Floor, 33 Federal Street, Auckland on Tuesday, 7 February 2023 at 4.00pm.

Chairperson G Sage welcomed those present and opened the meeting with a karakia.

 

 

2          Ngā Tamōtanga | Apologies

5          Te Mihi | Acknowledgements

 

The Waitematā Local Board acknowledges the recent weather events and sends its condolences to all members of the community who have been affected by the flooding.

 

The Waitematā Local Board also acknowledges the Auckland Council staff for their support to Aucklander’s during the flood efforts, and to members of our community who have provided assistance, donations or accommodation to those affected.

 

The Waitematā Local board also acknowledges Mayor Wayne Brown and Deputy Mayor Desley Simpson for providing continued support to our recovering communities.

8          Te Matapaki Tūmatanui  | Public Forum

 

8.1

Public Forum - Luke Niue

 

Luke Niue was in attendence to present to the local board on contiuned issues in the Parnell area, such as low mow areas and signage being damage in the Auckland flooding, to be considered in the Annual Budget 2023/24.

 

A document was tabled in support of this item. A copy of the tabled document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number WTM/2023/1

MOVED by Chairperson G Sage, seconded by Member R Northey:  

That the Waitematā Local Board:

a)    receive the presentation and thank Luke Niue for his attendence.

b)    refer the presentation to officers to provide an update on the damage within the Parnell area following the Auckland flooding.

Public Forum - Gael Baldock

 

Gael Baldock was in attendence to present to the board on priorities for the board to consider regarding the annual budget following the flooding in Auckland, such as the issues to be considered with growing infrastrucure and subdivision, and the possbility of reallocating budgets within council and council-controlled organisations.

That the Waitematā Local Board:

a)          receive the presentation and thank Gael Baldock for her attendence.

Local board appointment for filming and events landowner approval applications

 

Resolution number WTM/2023/3

MOVED by Member A Rawiri, seconded by Member A Matson:  

That the Waitematā Local Board:

a)      kopou / appoint Deputy Chair Greg Moyle, and Chair Genevieve Sage as the alternate, for staff consultations over landowner approval applications for filming and events.

Annual Budget 2023/2024 local board consultation content

 

Nick Palmisano, Local Board Advisor, Linda Smith, Principal Advice Specialist, Hao Chen, Lead Financial Advisor, Glenn Boyd, Local Area Manager, were present to speak to this report.

 

Documents were tabled in support of this item. Copies of the tabled documents have been placed on the official minutes and are available on the Auckland Council website as the minutes attachments.

 

Resolution number WTM/2023/4

MOVED by Chairperson G Sage, seconded by Member R Northey:  

That the Waitematā Local Board:

a)          approve the tabled local consultation document content and local supporting information content for inclusion in the Annual Budget 2023/2024 consultation material.

b)         delegate authority to the local board Chair and Deputy Chair to approve any minor changes required to finalise the local consultation document and supporting information content for the Waitematā Local Board for the Annual Budget 2023/2024. 

c)          approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period:

i)           Tuesday 14 March 2023, 4.00pm - 7.00pm at the Waitematā Local Board office, 33 Federal Street.

d)         delegate authority to the local board Chair and Deputy Chair to approve any changes required to the Have Your Say event.

e)          delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024:

i)           local board members and Chair

ii)      General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

f)           does not believe it is desirable or appropriate to make an overall cut in Local Boards’ operational expenditure, while recognising the need for rigorous reprioritisation where appropriate.

g)         recommend that the public consultation on our budget should give people a clear opportunity to say whether they agree with the viewpoint expressed in point f).

h)         urge the Governing Body to review whether and what to add or restore to projects, maintenance and services to respond to physical and social infrastructure needs revealed by recent weather events.
