Annual Budget 2023/2024 local board consultation content

 

Resolution number WHK/2023/1

MOVED by Chairperson C Handley, seconded by Member R Tucker:  

That the Waiheke Local Board:

a)    express grave concern that the formula used to allocate cuts to Local Board spending has a disproportionate impact on Waiheke and the Hauraki Gulf Islands and should be reconsidered.

 

b)    note that when considered on a per capita basis based on the 2018 census that the proposed budget cuts represent spending cuts of $42.20 per head for Waiheke compared to between an estimated $7.50 to $15.75 in the other local board areas.

 

c)     would entirely accept its responsibility for budget savings using an equitable formula per head across council’s twenty-one local boards, and if those also included savings in centrally allocated local budget spending.

 

d)    note that the Chair will be requesting the Governing Body review the consultation material wording which describes what the board is able to influence, as the ability for the board to influence the majority of the local operating budget is negligible.

 

e)    approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the Annual Budget 2023/2024 consultation material.

 

f)      delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Waiheke Local Board for the Annual Budget 2023/2024. 

 

g)    approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period:

 

i)     Community forum, 4-6pm, Wednesday, 1 March 2023, Waiheke Local Board office, 10 Belgium Street, Ostend

 

h)    delegate authority to the local board Chair to approve any changes required to the Have Your Say event.

 

i)      delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024:

 

i)      local board members and Chair

 

ii)     General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor, Local Board Democracy Advisor

 

iii)    any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer

Request for Waiheke Local Board Comment on Vector Blanket Tree Trimming Consent Application

 

 

 

Resolution number WHK/2023/2

MOVED by Member P Walden, seconded by Member K Matthews:  

That the Waiheke Local Board

a)    defers this item until the 22nd of February Board Meeting

 

b)    supports broad dissemination of this application to raise public awareness.

 

c)     requests the planners allow for a second extension to enable the board to seek community views to inform the board’s feedback to the planners.

Te Whakaaro ki ngā Take Pūtea e Autaia ana | Consideration of Extraordinary Items

MOVED by Chairperson C Handley, seconded by Member R Tucker:  

That the Waiheke Local Board:

 

a)         note under Standing Order 2.4.5 an item of extraordinary business has been received from Chairperson Cath Handley for consideration at Item 6 – Consideration of Extraordinary Item of this agenda, noting:

 

i)               the reason the matter was not on the agenda is the matter has arisen after the board’s business meeting agenda had closed.

 

ii)              the reason why this matter cannot be delayed until a subsequent meeting is that there are currently no board members appointed on the Emergency Response Network and there is another weather event evolving.

 

b)         appoint Deputy Chair Bianca Ranson and Board member Robin Tucker as board representatives on the Emergency Response Network groups.
