Resolution number MR/2023/5 MOVED by Member R McLean, seconded by Member A Lesa: That the Manurewa Local Board: a) acknowledge Teagan Ngataki who was named the James Cook High School 2022 Dux Ludorum, receiving a University of Waikato scholarship for her sporting and academic achievements. Our great friend and Ngāti Tamaoho kaumatua Ted Ngataki will be proud of his moko, who is also a world class waka ama competitor, as is her brother Kacey. Congratulations to Teagan and family on all their success and accomplishments. |

Resolution number MR/2023/6 MOVED by Chairperson G Murphy, seconded by Member R McLean: That the Manurewa Local Board: a) approve local consultation document content (Attachment A tabled at the meeting) and local supporting information content (Attachment B tabled at the meeting) for inclusion in the Annual Budget 2023/2024 consultation material b) delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Manurewa Local Board for the Annual Budget 2023/2024 c) approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period: d) delegate authority to the local board Chair to approve any changes required to the Have Your Say event e) delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024: i) local board members and Chair ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer f) note that the proposed reduction of $16 million is to come from local board operational funding not capital funding, and is expected to be identified from both the local board’s Locally Driven Initiatives and Asset Based Services budgets. Both these budgets directly support our local services such as arts and culture, environment and climate response, facility services and opening hours, community projects, grants, events and youth initiatives g) note that only a small portion of Asset Based Services budget is available to be considered for savings due to existing contractual commitments and the inability to realise savings for financial year 2023/2024, meaning a potentially larger impact on the board’s local discretionary budgets h) recognise that Manurewa has a high population of vulnerable groups, and many of the community organisations that support them are reliant on funding from the board. It has been acknowledged through the Governance Framework Review that Manurewa has been historically underfunded by Auckland Council. In fact, the degree of underfunding of this board is twice that of the next most underfunded board. This, is in spite of the fact that our community experiences some of the highest levels of deprivation in Tāmaki Makaurau i) believe that any good achieved through these savings would be disproportionate to the harm caused by the reduction in funding. Expecting our communities to suffer from a further reduction in funding is unjust and inequitable. |
