Resolution number OR/2023/2 MOVED by Chairperson S Milne, seconded by Member M Voyce: That the Ōrākei Local Board: a) approve the tabled local consultation document content and tabled local supporting information content for inclusion in the Annual Budget 2023/2024 consultation material. b) delegate authority to the local board Chairperson to approve any changes required to finalise the local consultation document and supporting information content for the Ōrākei Local Board for the Annual Budget 2023/2024. c) approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period: i) Thursday 9 March 4.30pm – 6.30pm at the Eastern Bays Football Club, Melanesia Road and Sage Road, St Heliers, Auckland 1071. d) delegate authority to the local board Chairperson to approve any changes required to the Have Your Say event. e) delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024: i) local board members and Chairperson ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor and the Local Board Engagement Advisor iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer. f) do not agree that it is desirable or appropriate to make such substantial cut recommendations to local boards’ operational expenditure, as this will have a disproportionate impact on local ratepayers, residents and community organisations whilst also conflicting with local boards’ newly increased decision making powers. g) disagree on the $16 million of proposed cuts for local boards, as this is an relatively small amount of the overall council group budget but makes a large impact on local board budgets, and that this level of savings should be found using other levers. h) recommend that the public consultation on the Annual Budget should give people a clear opportunity to say whether they agree with reducing local board funding |
