Resolution number PKTPP/2023/3 MOVED by Chairperson E Kumar, seconded by Deputy Chairperson F Lai: That the Puketāpapa Local Board: a) whakaae/approve the tabled local consultation document content and local supporting information content for inclusion in the Annual Budget 2023/2024 consultation material. b) tautapa/delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Puketāpapa Local Board for the Annual Budget 2023/2024. c) whakaae/approve the following Have Your Say event in the local board area during the Annual Budget 2023/2024 consultation period: i) Drop in event, Thursday, 16 March 2023 at 6.00pm at the Puketāpapa Local Board, 560 Mt Albert Road, Three Kings. d) tautapa/delegate authority to the local board Chair to approve any changes required to the Have Your Say event. e) tautapa/delegate to the following elected members and staff the power and responsibility to receive feedback and hear from the public through “spoken (or New Zealand sign language) interaction” at the council’s public engagement events during the consultation period for the Annual Budget 2023/2024: i) local board members and Chair ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer f) thank Mary Hay, Vanessa Phillips and David Rose for their attendance. |

Resolution number PKTPP/2023/4 MOVED by Member J Turner, seconded by Member B Shen: That the Puketāpapa Local Board: a) ohia/endorse in principle the 2022 Review into the Future for Local Government Draft Report. b) tautoko / support increased deliberative democracy but request central government funding to enable this. c) tono / request central government to investigate similar use of deliberative democracy, noting the increase in centralised decision making. d) tautoko / support a review of the provisions around consultation. e) tono / request further investigation be done into the expression of tikanga in council protocols, noting the differences between mana whenua groups within local board areas. f) tautoko / support civics education and request further consideration be given to doing this outside of schools – including running courses for adult learners. g) tautoko / support the proposals in achieving a Te Tiriti based partnership between Māori and local government. h) tautoko / support the implementation of a process of assessing how roles and functions are allocated either locally or centralised. i) tautoko / support the proposals on replenishing and building on representative democracy, with a focus on prioritising having the electoral commission oversee the administration of Local body elections. j) tautoko / support further investigation towards the goal of achieving a genuine partnership between central and local government, especially co-investment between central and local government. k) tautoko / support creation of a pot of funding focused only on local government that comes from GST on rates. l) tono / request assurance that when central government passes responsibility onto local councils through legislation that councils are funded accordingly to take on the responsibility. m) tautoko / support empowering local government to put in place product stewardship schemes within their boundaries. n) thank Vanessa Phillips for her attendance. |
