a)      approve the name ‘Raupeti Lane’ for the new private road created by way of subdivision undertaken by R.R Green Development Limited at 250, 252A and 252B Great North Road Henderson, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60374846, SUB60374848 and RDN90104624).

Annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022.

That the Henderson-Massey Local Board:

a)          receive the annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022.

b)         receive the Annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022.

c)          acknowledge the successes of the Māori outcomes programme including:

           I.              extensive upgrades to Hoani Waititi Marae

          II.              $40,000 of funds allocated under the Manāki Fund to local organisations

        III.              Te Kete Rukuruku programme.

d)         request more information about the funding allocation and impact of the Māori outcomes programme 2021-2022 on mana whenua and matāwaka Māori communities in Henderson-Massey including:

           I.              the number of businesses based in Henderson-Massey and surrounding areas that registered with Amotai

          II.              which Māori identity and culture programmes (including those run by marae) being supported through Māori outcomes funding

        III.              which Māori environmental initiatives in Henderson-Massey are being supported through Māori outcomes funding

        IV.             which Māori economic and business initiatives in Henderson-Massey are being supported through Māori outcomes funding

         V.             which Māori education in Henderson-Massey are being supported through Māori outcomes funding

        VI.             how Māori outcomes funding is or could contribute to the board’s funding of access to Henderson-Massey leisure and community centres, since this initiative has been identified as contributing to Māori outcomes in this report

      VII.             when it is expected that the roll-out of Māori-led initiatives funding for FY 2022/2023 will go ahead and how the criteria for this funding will benefit places across Auckland where there are significant Māori populations

     VIII.             why there was no funding allocated or spent on Kia Ora te Rangatahi in FY 2021/2022.

e)         how the board can be involved in the development of the Māori sport and recreation plan, noting that it would be appropriate for an area with a significant Māori population to be used to pilot the development of any such plan.

f)           request a workshop with Ngā Mātārae and relevant council staff to explore how the Māori Outcomes Fund can be better tilized to build capacity and capability through education, economic development, Marae infrastructure, climate resilience and the environment.

Auckland Council Performance Report:  Henderson-Massey Local Board for quarter two 2022/2023

a)      receive the performance report for quarter two ending 31 December 2022.

b)      note the financial performance report in Attachment B of the agenda report will remain confidential until after the Auckland Council Group half-year results for 2022/2023 are released to the New Zealand Exchange (NZX), which are expected to be made public on 28 February 2023.

c)      reallocate the $2,196 of film revenue to the Henderson-Massey local board contestable grants fund.
