Chairperson Greg Presland opened the meeting with a Karakia and welcomed those present.

Acknowledgements: The passing of Graham Matthew Davis

That the Waitākere Ranges Local Board:

a)          whakaae / acknowledge the passing of Community Chaplain Graham Matthew Davies. He worked for many years in the Ranui community in a variety of voluntary roles, including emergency housing co-ordinator for Care Ranui, School trustee, community volunteer with Ranui action project and notably for the Housing Call to Action being a lead participant for the last fifteen years where he was one of the first to set up the Western Park caravan park hub.

Graham will be remembered for his dedication to the community, his kindness, gentle humour and tireless work ethic. He will be missed by the many who knew him and for his contribution to the betterment of West Aucklanders.

Acknowledgements: The passing of Robert Woolf

That the Waitākere Ranges Local Board:

a)          whakaae / acknowledge the passing of Robert Woolf. He was a stalwart of West Auckland environmental groups and a member of Forest and Bird, Friends of Whātipu and the Pest Free Waitākere Ranges Alliance. He was always full of ideas and keen to contribute to discussions about environmental issues.

Acknowledgements: The passing of Titewhai Harawira

That the Waitākere Ranges Local Board:

a)          whakaae / acknowledge the passing of Titewhai Harawira. She was a renowned activist and a Ngāpuhi stalwart. She dedicated her life to advancing Māori and championing the Treaty of Waitangi as well as educating Prime Ministers on the importance of the Treaty and guiding them through Waitangi Day.

Acknowledgements: The passing of Baljit Kaur

That the Waitākere Ranges Local Board:

a)          whakaae / acknowledge the passing of Baljit Kaur, the long-time manager of the Waitākere Ethnic Board, who died recently after a long illness. She was a positive jovial figure and helped to transform the board into an important part of the West Auckland community.

Acknowledgements: The passing of Dave Van Zwanenberg and Craig Stevens

That the Waitākere Ranges Local Board:

a)          whakaae / acknowledge the two Muriwai firefighters who lost their lives in the line of duty during Cyclone Gabrielle. Dave Van Zwanenberg and Craig Stevens were checking on a flooded property on Motutara Road in Muriwai, Auckland, last Monday when a slip engulfed them. We extend our condolences to the families and colleagues and acknowledge their service.

Notice of Motion on Extreme Weather Events and Proposed Plan Change 78

 

Resolution number WTK/2023/13

MOVED by Member S Coney, seconded by Member L Potauaine:  

That the Waitākere Ranges Local Board:

a)          tautoko / support the call for an independent audit of the infrastructure of Auckland which would assess its ability to cope with extreme weather events in the context of climate change.

b)         karanga / call for such an audit to assess the impact of intensification on Auckland’s ability to cope with extreme weather events and how this can be mitigated, for example, by strengthening the ability of the natural environment to cope with weather events.

c)          tono / request that Local Boards are able to take part in such an audit.

d)         karanga / call for a Section 32 analysis of the financial cost of the infrastructure needed to cope with further intensification and its impact on Council budgets for the next ten years. 

e)          karanga / call for a pause on the Proposed Plan Change 78 while this is carried out.

f)           tono / request that the Auckland Council urges the Government to delay and defer the implementation of the National Policy Statement on Urban Development (NPS-UP), the Medium Density Residential Standards and the Resource Management (Enabling Housing and Other Matters) Amendment Act while Auckland Council carries out the audit, and that discussions are then held between Council and the Government on how to proceed with intensification in a way that keeps Aucklanders and their homes safe.

g)         tono / request that the Auckland Council strongly take up with the Government the need to include general tree rules in the Natural and Built Environments Bill currently before Parliament.

h)         tono / request that these resolutions be circulated to the Mayor, members of the Governing Body and other Local Boards.

Quarterly Performance Report 2022/2023 Quarter Two

MOVED by Member S Coney, seconded by Deputy Chairperson M Clayton:  

That the Waitākere Ranges Local Board:

a)          whiwhi / receive the performance report for quarter two ending 31 December 2022.

b)         tuhi ā-taipitopito / note the financial performance report in Attachment B of the agenda report will remain confidential until after the Auckland Council Group half-year results for 2022/2023 are released to the New Zealand Exchange (NZX), which are expected to be made public on or about 28 February 2023.

c)          tohatoha / allocate $11,600 to support community resilience planning and response (comprising unallocated funding from film revenue of $3,800, and legacy rates grants of $2,800; and $5,000 from Te Kete Rukuruku (phase 3) which is unable to be delivered in the current year).

d)         tautapa / delegate authority to the Waitākere Ranges Community Broker to manage delivery of the $11,600 to support community resilience planning and response in consultation with the Local Board Chairperson.

e)          tono / request staff to pay out the operational grant for Shadbolt House as soon as possible.

Local board feedback on the draft Future for Local Government report

That the Waitākere Ranges Local Board:

a)          whakarite / provide feedback on the Draft Report to inform the council’s draft submission.

b)         tautoko / support the draft Auckland Council submission on the Review of the Future of Local Government, with the following qualifications and comments:

i)           delegating decisions to the part of Auckland Council that is closest to communities has not yet worked in practice in the Auckland model. Under the Increased Decision Making referred to in the council submission, the first decision the local board has been directed to make is to significantly reduce its budget

ii)         support a range of engagement tools being made available to local government in future. Some of the issues in Auckland Council are a centralised engagement process, timeline-driven engagement, consultation fatigue, lack of autonomy for local boards to make decisions about activity in their area, and not talking to communities at a local level about the things that matter to them.

c)          tuhi ā-taipitopito / note that the current budget crisis facing Auckland Council together with the state of emergency that has hit so many of our communities show the need for change across many of the themes identified in the review.

d)         tuhi ā-taipitopito / note that due to the ongoing emergency affecting many of our communities we have not been able to give our full attention to the important subject of the Future of Local Government.

Annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022

MOVED by Chairperson G Presland, seconded by Member M Allen:  

That the Waitākere Ranges Local Board:

a)          whiwhi / receive the annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022.

b)         whakaae / acknowledge the reported outcomes in the Waitākere Ranges area with Te Kawerau ā Maki and Hoani Waititi Marae, including a significant council investment in Hoani Waititi Marae through the Marae Infrastructure Programme.

c)          tono / ask that attention be given to increasing the visibility of the Te Reo Māori names and narratives for our parks and places developed under the Te Kete Rukuruku programme through council communications channels (for example, the council website and mapping system, GeoMaps), as well as in place.

d)         tono / request a report to the local board and Governing Body to outline the steps and resources needed to develop Deeds of Acknowledgement with Te Kawerau ā Maki and Ngāti Whātua under Sections 29 -32 of the Waitākere Ranges Heritage Area Act 2008.

e)          whakatu / establishes a steering group and seeks representation from the Governing Body, council staff and mana whenua to initiate the process to develop Deeds of Acknowledgement with Te Kawerau ā Maki and Ngāti Whātua under Sections 29-32 of the Waitākere Ranges Heritage Area Act 2008.
