Minutes of a meeting of the Social Impact Fund Allocation Committee Appointments Committee held in the Woodside Room, Level 1, Manukau Civic Building, 31-33 Manukau Station Road, Manukau and via video conference (Microsoft Teams) on Monday, 27 February 2023 at 2.10pm. Carol McKenzie-Rex, Local Area Manager, chaired the meeting for items 1, 2, 3 and 4. From item 5 onwards the newly elected Chairperson chaired the meeting.

Member Pongarauhine Renata led the meeting in a karakia.

Resolution number SO/2023/1

MOVED by Member J Robinson, seconded by Member AR Autagavaia:

That the Social Impact Fund Allocation Committee Appointments Committee:

a) note and accept the requests for electronic attendance from Members Tauanu’u Nanai Nick Bakulich and Matt Winiata to accommodate the members being at a place that makes their physical presence at the meeting impossible or impracticable.

Note:   Councillor Alf Filipaina sent his apologies.

3          Ngā Pakihi Autaia | Extraordinary Business

There was no extraordinary business.

4	Election of Chairperson
	Resolution number SO/2023/2 MOVED by Member AR Autagavaia, seconded by Member J Robinson: That the Social Impact Fund Allocation Committee Appointments Committee: a) adopt the standing orders of the Manurewa Local Board, amended as appropriate to apply to this joint committee as a committee of all participating local boards. CARRIED
	Resolution number SO/2023/3 MOVED by Member AR Autagavaia, seconded by Member N Bakulich: That the Social Impact Fund Allocation Committee Appointments Committee: b)      appoint a Chairperson for the 2022 - 2025 political term, utilising System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002. CARRIED
	Local Area Manager, Carol McKenzie-Rex, called for nominations for the position of Chairperson. Member Autagavaia nominated Member Winiata as chairperson. Member Robinson seconded the nomination.  Member Robinson nominated member Bakulich as chairperson. Member Autagavaia seconded the nomination.
	The meeting adjourned at 2.24pm
	The meeting reconvened at 2.27pm
	Member Winiata accepted the nomination. Member Bakulich supported the nomination of Member Winiata.
	Resolution number SO/2023/4 MOVED by Member AR Autagavaia, seconded by Deputy Chairperson J Robinson: That the Social Impact Fund Allocation Committee Appointments Committee: c) appoint Manurewa Local Board Deputy Chairperson Matt Winiata as Chairperson of this joint committee for the 2022 - 2025 political term. CARRIED

5	Election of Deputy Chairperson
	Member Autagavaia nominated Member Renata for the role of deputy chairperson. Member Robinson seconded the nomination. Member Renata accepted the nomination. No further nominations were received.
	Resolution number SO/2023/5 MOVED by Member AR Autagavaia, seconded by Deputy Chairperson J Robinson: That the Social Impact Fund Allocation Committee Appointments Committee: a)      appoint Member Pongarauhine Renata of the Independent Māori Statutory Board as Deputy Chairperson of this joint committee for the 2022 - 2025 political term, via the same voting system as the appointment of the Chairperson. CARRIED

6	Social Impact Fund Allocation Committee – appointment of two members
	Member Autagavaia nominated Māngere-Ōtāhuhu Local Board Chairperson Tauanu’u Nanai Nick Bakulich. Member Renata seconded the nomination. Member Bakulich accepted the nomination. Member Robinson nominated Papakura Local Board Member Felicity Auva’a. Member Bakulich seconded the nomination. No further nominations were received.
	Resolution number SO/2023/6 MOVED by Member N Bakulich, seconded by Deputy Chairperson J Robinson: That the Social Impact Fund Allocation Committee Appointments Committee: a) agree that nominations close, pursuant to Standing Order 1.7.8, that the motion under debate now be put to a vote. CARRIED
	Resolution number SO/2023/7 MOVED by Member N Bakulich, seconded by Deputy Chairperson J Robinson: That the Social Impact Fund Allocation Committee Appointments Committee: b)      use the same voting system as the appointment of the Chairperson. c)      appoint Māngere-Ōtāhuhu Local Board Chairperson Tauanu’u Nanai Nick Bakulich and Papakura Local Board Member Felicity Auva’a to the Social Impact Fund Allocation Committee on behalf of Auckland Council. CARRIED
