6 Te Mihi | Acknowledgements
Chair Tauanu’u Nanai Nick Bakulich:
· Auckland Floods – I acknowledge the many floods affected families of Māngere Otahuhu, a very difficult and trying time for those who have lost assets, property and memories.
· Māngere Civil Defence Centre - thank you to the wider community of volunteers and agencies who came together and led the flood response at the initial Māngere Memorial Hall location and later at Moana Nui a Kiwa from 10am on Sunday the 29th of January to 5pm Friday the 24th February. During this period, over 8,000 Aucklanders sought assistance.
· Congratulations to Betty-Anne Monga recognised in the New Year’s Honour list for her services to music by being made a Member of the New Zealand Order of Merit. Betty-Anne is an alumni of Māngere College.
· Ma’a Brian Sagala for services to the Pacific community. We acknowledge his services to Pacific Radio.
· Congratulations to Robin Young who was awarded the Queens Service Medal for services to the community. Amongst many things, Robin has been a member of the Māngere Rotary Club since 1979 where he has held the position of President on several occasions.
· Passing of the Rev Emeritus Harry Morgan on 12 January 2023. Rev Morgan served as the Minister of St Andrews Presbyterian Church, Station Road Otahuhu.
· Passing of Auckland Transport South Compliance Auditor Savave Sapolu on 17 January. A respected and valued member of the AT team.
· Celine Lee-Lo, NZ World Championship Qualifier, will represent New Zealand at the IBA Womens World Championships in Delhi, India from 16 – 27 March 2023. McAuley alumni who currently trains at the Pacific Boxing Academy in Otahuhu.
· Inaugural Rangatahi Cricket Festival held on 24-25 January included several Māngere students including from Southern Cross Campus, Māngere College and possibly other schools. The two teams involved were Maori & Pasifika who battled it out in the T20 format.
Member Christine O’Brien:
· Acknowledge 15 March as the anniversary of terrible events in Christchurch and send aroha to all those who continue to be affected by them.
· Acknowledging all those who donated to, worked at, volunteered at or otherwise supported Auckland flood and cyclone relief through the Māngere Community Hub CDC – can present the statistics if Chair’s report does not include them.
· Congratulations to Amo Leriko and crew, Lightbox Productions, Troy Tu’ua and Māngere Arts Centre staff for a wonderful Siva Afi Festival – back in real life after Covid. Thanks to the US Embassy and Consul General for their support including bringing guest artists out from Hawaii and the US; and to Auckland Arts Festival, MSH and CNZ for their support.
· Congratulations to recipients of 2023 Toloa Secondary Scholarships from our local schools and those local students attending schools further afield. These scholarships support Pacific students into STEAM. · Congratulations to Seiuli Terri Leo-Mauu and all organisers of the 2023 ASB Polyfest – the world’s largest high school cultural festival. This was a highly successful event for the 48th anniversary after several years of disruption due to national events beyond their control. And looking forward to the separate Maori Stage at Manukau in early April

Deputy Chair Harry Fatu Toleafoa:
· The flooding and cyclone events that took place during January and February of 2023 brought about damage on an unprecedented scale. I would like to thank the leadership demonstrated by our Councillor Alf Filipaina, Local Board Chair Tauanu’u Nick Bakulich and my fellow colleagues and local board staff members that swiftly answered the call of our community. More importantly I wanted to honour the resilience and character embodied by our community during this time. The generosity, trust and love demonstrated by our organisations and community alike humbles me to pen this report. Therefore, I would like to acknowledge the following ministries, organisations and community who joined our efforts to assist our people in its greatest time of need:

Resolution number MO/2023/19 MOVED by Chairperson N Bakulich, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) acknowledge the opportunity to provide feedback, at a time when we are busy finalising our annual budgets, and determining the level of rates and fees that will apply for the coming year b) does not support withdrawing Auckland Council’s membership of Local Government New Zealand (LGNZ) c) kohuki / considers the LGNZ membership fee as an investment to supporting local democracy through participating as members of a public body charged with providing leadership to local board areas d) tuhi ā-taipitopito / notes that LGNZ membership supports a positive governance culture through networking, policy leadership and elected member development. Councils with good governance behaviours are trusted and respected and are more likely to be able to enlist the support of their communities and other agencies in the goal of improving outcomes and meeting their strategic goals e) tono / request that Auckland Council go back to LGNZ, explain our situation and seek consideration of costs of membership on the basis of scale across all 21 local boards and the governing body i.e. the collective membership f) tono / request that staff provide urgent advice and costs of willing local boards remaining as associate members of LGNZ should Auckland Council governing body choose to withdraw its membership g) tuhi ā-taipitopito / notes that Auckland’s removal from the LGNZ membership would potentially alienate Auckland from the rest of the local government network, weakening both LGNZ’s and Auckland’s status as a leader amongst other councils h) recognise that local government reforms are putting the emphasis on a partnership approach between local government and central government relationships. This partnership is critical, if Auckland Council wants to advance its objectives such as its environmental adaptation and mitigation i) strongly recommends that Auckland Council retain its membership of, and effective engagement with Local Government New Zealand. |
