Iain Laxon – Chief Executive, Auckland Cricket, Sacha Cawlrich – Deputy Chair - Auckland Cricket, Brendan Gibson – Chair, Auckland Cricket, and Nicholas Albrecht – Auckland Cricket, were in attendance to present to the local board under Public Forum.

That the Ōrākei Local Board:

a)         receive the presentation and thank Iain Laxon – Chief Executive, Auckland Cricket, Sacha Cawlrich – Deputy Chair - Auckland Cricket, Brendan Gibson – Chair, Auckland Cricket, and Nicholas Albrecht – Auckland Cricket their attendance.

b)        request officers work with Auckland Cricket to provide a written report as soon as possible ensuring the voices of Parks, Active Communities, Leasing and Community Facilities are incorporated.

That the Ōrākei Local Board:

a)    approve the consultation material presented (Attachment A and Attachment B) for the purpose of carrying out stage two public consultation on The Landing 2013 plan (Pathways to the Sea) refresh project in 2023.

Note: pursuant to Standing Order 9.4, Member T Churton requested his dissenting vote be recorded.

 

An amendment by way of addition was moved by Member Churton, seconded by Member D Wong.

That the Ōrākei Local Board:

b)         defer any implementation of the consideration of approval of consultation material until the next business meeting of the local board to allow Council Legal Services time to consider draft proceedings received today and any settlement options and report back to the board’s 20 April 2023 business meeting.

Ōrākei Local Board 2022/2023 financial year operational work programme reallocations

MOVED by Member M Voyce, seconded by Deputy Chairperson S Powrie:  

That the Ōrākei Local Board:

a)      approve the reallocation of $20,000 of funding from Local Civic events Ōrākei - Environmental Forum (Project ID 323) towards the following initiatives, which is a transfer of funding within the local board’s local discretionary operational work programme:

i)       Customer and Community Services: Connected Communities: Apply the Empowered Communities Approach: Connecting communities Ōrākei (work programme ID 305) (reallocation of $5,000) to deliver a Youth Expo.

ii)      Customer and Community Services: Parks and Community Facilities: The Landing remediation (a new work programme line) (reallocation of $15,000) to deliver improvements on the newly vacated hardstand site at The Landing.

a)         note the feedback made under delegated authority, approved by Chairperson S Milne, on the Draft Contributions Policy 2022, Variation A.

b)        note a correction in paragraph 7 where an error in the figure ($2470 billion) and that it should read ‘$2.47 billion’, and a second error that reads (‘$83,25) and that it should read ‘$83,250’.

Lease to Eastern Suburbs Association Football Club Incorporated for part of Madills Farm Recreation Reserve, 30 Melanesia Road, Kohimarama

MOVED by Chairperson S Milne, seconded by Member P Tucker:  

That the Ōrākei Local Board:

a)         receive the report and information in relation to the granting of a lease to Eastern Suburbs Association Football Club Incorporated for part of Madills Farm Recreation Reserve at 30 Melanesia Road, Kohimarama.

b)        note that one submitter, from the Friends of Madills Farm, wished to be heard only if a supplementary submission was not able to be accepted.

c)         accept the late submission from the Friends of Madills Farm received via email dated 7 September 2022 at 6.40pm (Attachment D, pp 12-18).

d)        note that while none of the submitters requested to be heard, two submitters, the Eastern Suburbs Association Football Club and the Friends of Madills Farm were invited to attend and speak at the 16 March 2023 business meeting in accordance with the requirements of the Reserves Act.

e)         have reviewed and considered associated submissions and consider any oral submissions or deputations heard from the two submitters in relation to the lease to Eastern Suburbs Association Football Club Incorporated for part of Madill’s Farm Recreation Reserve.

f)          note that public consultation and iwi engagement have been undertaken on the proposed lease to Eastern Suburbs Association Football Club Incorporated.

g)        grant a community lease to Eastern Suburbs Association Football Club Incorporated for an area comprising approximately 1644.5m2 located at Madills Farm Recreation Reserve on the land legally described as Lot 1 DP 204517, subject to the following terms and conditions:

i)           term – five years, commencing on the date of the board resolution (16 March 2023), with one five year right of renewal

ii)         rent – $1.00 plus GST per annum, if demanded

iii)       an early termination clause to terminate the lease pending future development plans for the site

iv)       maintenance fee/operational charge - $1000 plus GST per annum

v)         Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement

vi)       approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012

vii)      noting lease charges shall be reviewed by the local board in circumstances where there are changes to the Community Occupancy Guidelines 2012.
