8.3       Deputation: Kate Anderson - Citizens Advice Bureau Auckland City Inc.

Te take mō te pūrongo

Purpose of the report

1.       To enable an opportunity for Kate Anderson, (General Manager, Citizens Advice Bureau Auckland City Inc.) to deliver a presentation to the local board on the proposed funding cuts in the community services area, including local board funding and of course funding to the Citizen Advice Bureau (CAB).

Whakarāpopototanga matua

Executive summary

2.       To present on the proposed funding cuts in the community services area, including local board funding and of course funding to the CAB.

3.       The service provided by CABs across Tāmaki Makaurau is in my view absolutely essential – something that is even more apparent in times of crisis.  With the recent floods and ongoing challenges of daily life, Auckland CABs are helping people with information and advice and connecting them with the support they need.  Last year over 900 dedicated volunteers in Auckland CAB’s helped more than 163,000 people.

4.       Mt Roskill CAB is a very busy CAB, and supports many of the most vulnerable people in the Puketāpapa community.  Auckland Council’s proposal to significantly cut or even remove all funding from Auckland CABs in its draft for 2023/2024 will likely result in the complete closure of the CAB service.  While this is presented as a ‘Regional Service’ cut in the budget, the impact will be felt locally in each community that loses its CAB.

Recommendation/s

That the Puketāpapa Local Board:

a)      whakamihi / thank Kate Anderson, (General Manager, Citizens Advice Bureau Auckland City Inc.) for her attendance and deputation.

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

At the close of the agenda no requests for public forum had been received.

10        Ngā Pakihi Autaia | Extraordinary Business

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(a)        The local authority by resolution so decides; and

(i)         The reason why the item is not on the agenda; and

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

File No.: CP2023/01918

Te take mō te pūrongo

Purpose of the report

1.       To present the annual Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022.

Whakarāpopototanga matua

Executive summary

2.       The Auckland Council Group Māori Outcomes Report for 2021-2022 shows how the council group is contributing to the 10 mana outcomes of Kia Ora Tāmaki Makaurau – Māori Outcomes Performance Measurement Framework, and the LTP 10-year budget priorities.

3.       The council group published its first Māori Outcomes Report in 2019. This fourth edition flows on from earlier reports and provides information on performance, including how the council group has been supporting a Māori response and recovery from COVID-19. Each report aims to provide a comprehensive picture of annual progress to decision makers across the council group, Māori partners, elected members, leaders in governance, and whānau Māori.

4.       Highlights for the 2021-2022 year include:

·        Elevation of the council’s most senior Māori leadership role, Director Ngā Mātārae and Māori Outcomes, to the Executive Leadership team.

·        Manaaki Fund 2021 contributed to Māori partners’ Covid-19 initiatives, which supported whanau wellbeing during Auckland’s longest Covid-19 lockdown. A total of $297,570.00 was granted.

·        Continued success of Toi Tū Toi Ora through a year long programme of work in support of the previous year’s hugely successful Toi Tū Toi Ora exhibition.

·        Marae Infrastructure Programme continues to progress major infrastructure upgrades for six marae, and another nine marae formally engaged at various stages.

·        Amotai continues to support Māori businesses into procurement opportunities. In financial year 22, funding from the Māori Outcomes Fund enabled Amotai to work across 126 procurement opportunities worth a total of $150 million.

5.       Delivery challenges faced by some of our partners led to underspend of the Māori Outcomes Fund, with $14.3 million of its $18.7 million budget spent.

6.       Separate to the annual Māori outcomes report are 6-monthly measures reports for Kia Ora Tāmaki Makaurau – Māori Outcomes Performance Measurement Framework. The inaugural measures report for the July 2021 – Dec 2021 period was presented to the Parks, Arts Community and Events committee at the September 2022 meeting.

7.       The Auckland Council Group Māori Outcomes Report: Te Pūrongo a Te Kaunihera o Tāmaki Makaurau Ngā Huanga Māori 2021-2022 will be publicly published with copies distributed to key partners including mana whenua iwi and mataawaka entities.

Urgent Decision to provide Puketāpapa Local Board feedback for the Water Services Entities Bill 2

File No.: CP2023/01906

Te take mō te pūrongo

Purpose of the report

1.       To note that an urgent decision was made to provide Puketāpapa Local Board feedback on the Water Services Entities Bill 2.

Whakarāpopototanga matua

Executive summary

2.       At its meeting on 8 December 2022 the Puketāpapa Local Board resolved (PKTPP/2022/152):

a)   delegate authority to the chairperson and deputy chairperson, or any person acting in these roles, to make urgent decisions on behalf of the local board, if the local board is unable to meet.

b)   confirm that the Local Area Manager, chairperson, and deputy chairperson (or any person/s acting in these roles) will authorise the use of the local board’s urgent decision mechanism by approving the request for an urgent decision in writing.

3.       An urgent decision was required in this instance because the feedback needed to be provided by 21 February 2023 to be incorporated into the council’s submission. The Board’s next scheduled meeting is 16 March 2023. Delaying the feedback would result in the Board’s input not being able to be considered.

4.       On 21 February 2023 the chairperson and deputy chairperson made an urgent decision on behalf of the Board to provide feedback on the Water Services Entities Bill 2. The urgent decision is included in this report as attachments.

Ngā tūtohunga

Recommendation/s

That the Puketāpapa Local Board:

a)      note/tuhi ā-taipitopito the urgent decision made on 21 February 2023 to provide feedback on the Water Services Entities Bill 2.

b)      note/tuhi ā-taipitopito the feedback provided as follows:

i)        Supports with overall objectives of the Three Waters reform being to “improve the safety, quality, and environmental performance of three water services”.

ii)       Supports the need for climate change resilience. The recent large-scale flooding events in Auckland demonstrate the pressing need for our community.

iii)      Concerned with the governance of the new body proposed in that it appears to be overly complicated and lacks clear accountability to the communities it will serve.

iv)      Concerned that the lack of a clear process to allow local communities and individuals to have a say in the way the delivery of the new body’s services will impact on them.

v)      Concerned with the inclusion of stormwater in the reform given that the management of stormwater is inextricably linked with Auckland Council’s and local boards’ role in planning, and provision of parks and roading.

vi)      Concerned that the relationship between Council (Local boards) and the WSE is not clear. It is not apparent how this will work affecting the ongoing role and function of council and local board projects.

vii)     Concerned that currently the legislation treats councils as only stakeholders which will diminish the local needs of the community.

viii)    Concern the community relationships, experience and capabilities of councils will need to be respected and leveraged if the overall system is to operate well at a local level.

ix)      Oppose the term 'partner and engage', as it needs to be clarified under the legislation to ensure that council and ratepayers are not obliged to provide water services delivery on assets they no longer own.

x)      Oppose the geographic averaging of water charges that make cause inequities within our community.

xi)      Concerned about where the liability will lie when WSE assets:

A)      Destroy council owned assets; and/or

B)      Destroy landowners’ property

Will they be able to seek a judicial review? Will our community have a way to seek fair compensation?

xii)     Note the co governance model proposed will need support to allow universal suffrage under the bill of rights act 1990.

xiii)    Oppose the transfer of LB assets attached to stormwater including - parkland such as Keith Hay Park Freeland Park and War Memorial Park.

xiv)    Concerned with the exclusion of stormwater from transport which makes up a large catchment of the board area.

A)      Concerned with the possible increase in price to our community which includes stormwater
