Helicopter Activity - Compliance and Monitoring Report - Options Assessment |

MOVED by Chairperson G Sage, seconded by Deputy Chairperson G Moyle: That the Waitematā Local Board: a) note the findings of the Compliance and Monitoring report. b) provide the following feedback after considering the contents of this report i. that the board supports option 2 as presented. Option 2: Early implementation of National Planning Standard 15 (NPS15) for helicopter noise measurement. This would manage noise effects in line with the national standards and align the HGI Plan and AUP. ii. recommend council make it clearer on the Auckland Council website how to give feedback about helicopter noise. iii. that any new or variations of resource consents for helicopter movements in residential areas are publicly notified. iv. recommend consents no longer be granted in perpetuity but for five years with right of renewal based on compliance. v. note the board’s support of Waiheke Local Board and Aotea Local Board, noting that the Hauraki Gulf Islands are places of high value as places of sanctuary, retreat and environmental restoration to many of the residents of Waitemata and Aucklanders in general and that the proliferation of helicopters pads is a concern. vi. the total number of helicopter movements flights per day, per week and per year are capped within a geographical area to prevent negative cumulative effects. vii. recommend council develop a pro-active compliance plan for existing and new consent noting that consent holders do contribute towards compliance, at the consent holder expense. This might include local monitoring equipment onsite, on neighboring properties or an appropriate public space. viii. recommend that a further review of rules take place within the next AUP. ix. recommend a location is sought for a commercial heliport serving the West of the City that will have less impact on residents, the environment and those enjoying public spaces. x. believe any overall increase in private or commercial helicopter activity from Auckland’s residential areas is overall harmful to the environment and residents’ quality of life, health and wellbeing because of the negative impact of noise and vibrations on the calm enjoyment of private and public places. xi. recommend that the transponders to be turned on for take-off and landing |

Member A Bonham moved an amendment by way of addition, seconded by Member R Northey.
a) accept with qualifications the council’s report due to significant gaps in the consultation b) reiterates the previous resolution of 15 December 2021, WTM 2021/298 regarding this matter c) recommend instigating an early and specific plan change to the AUP introducing Prohibited Activity status for helicopter activity in residential areas (HGI Plan and AUP), noting that existing use rights rules within the RMA protects existing consents d) recommend – because a plan changes takes time – the guidance notes are updated immediately to guide planners to ensure: i. decisions are in line with the provisions of the Coastal Policy Statement. ii. the impact of helicopter movements on people in public spaces is fully considered.

Resolution number WTM/2023/40 MOVED by Chairperson G Sage, seconded by Deputy Chairperson G Moyle: That the Waitematā Local Board: a) receive the council-controlled organisations forward work programme and engagement approach for Quarter Four (April-June 2023). b) note Auckland Transport’s completion of Ponsonby footpath maintenance, improvements to Domain pathways and their delaying of the Karanga-a-hape Road Neighbourhood project. c) note Eke Panuku’s completion of Tiramarama Way Stage 2. d) note Watercare’s completion of asset renewals in Newmarket. |

Resolution number WTM/2023/41 MOVED by Member R Northey, seconded by Member A Bonham: That the Waitematā Local Board: a) note the tabled Waitemata Local Board’s feedback provided under the authorised Urgent Decision Making delegation for the Governing Body’s consideration of the Auckland Council’s ongoing membership of Local Government New Zealand. b) request that the Waitemata Local Board be given the opportunity to present its feedback to the Governing Body meeting at which this matter is considered and appoints Member Richard Northey to make this presentation on its behalf. |

Resolution number WTM/2023/42 MOVED by Chairperson G Sage, seconded by Member R Northey: That the Waitematā Local Board: a) provide the following i. support the proposal of moving to a combination of postal and polling booth voting whereby booths are staffed on election day and do not close until 7pm. ii. urge having some polling booths open during the three-week voting period. iii. urge that appropriate measures be developed so that voting and special voting booths cannot run out of voting documents, such as the ability to print out a copy of every alternative voting paper. iv. urge the greater and more frequent establishment of one-stop enrolment and voting places particularly in the City Centre. v. support greater Council involvement in both community-organised and Council organised meet the candidates meetings. vi. support Council’s Youth Voting initiatives and urges its expansion into more widespread civics education. vii. note that the issue of Māori Wards is likely to arise in Auckland Council’s next representation review. |
