Chairperson's report

That the Waiheke Local Board:

a)         receive Chairperson, Cath Handley’s report.

 

b)         confirm the following major projects that relate to stormwater improvements or stormwater-related infrastructure that need implementing, as requested by the Mayor, noting first the need for completion of two local board advocacy issues to inform future stormwater and infrastructure planning, both of which are Opex items;

 

               i.           urgent completion of Waiheke Shoreline Adaptation Plan and Catchment/Watershed Management Plans for Waiheke Local Board.

 

              ii.           ensure there is a rigorous and transparent process to deliver systematic preventative maintenance of our complete island-wide council roadside stormwater infrastructure – specifically to include View Road, Crescent Road, Victoria Road South, and Mātiatia as matters raised by residents and businesses.

 

c)          Identify five outstanding capital projects, noting the lack of progress on most Waiheke capital works since the 2017 major flood events:

 

i.            Mātiatia Gateway Masterplan including an integrated stormwater/transport hub, noting major flood in recent events (see RLTP).

 

ii.           Moa Avenue Stormwater Works (consented but deferred).

 

iii.         Stage Two of the Third Avenue and Waiheke Road flooding project.

 

iv.         Trig Hill Road catchment works.

 

v.          replacement of Rakino Hall following storm damage.

 

d)         delegate to the chair for final wording of the submission to the mayor.

Council-controlled organisation forward work programme and engagement approach for Quarter Four (April-June 2023)

a)         receive the council-controlled organisations forward work programme and engagement approach for Quarter Four (April-June 2023).

b)         Expects engagement on a regular schedule and an update from Eke Panuku of current projects on Waiheke

Helicopter Activity - Compliance and Monitoring: findings and options

That the Waiheke Local Board:

a)      note the findings of the Compliance and Monitoring report.

b)      acknowledge and thanks council for the options paper from Plans and Places and the Helicopter Compliance Project Update (HCPU) from the Proactive Compliance Unit dated March 2023, and the effort that went into the Helicopter Compliance Project.

c)          make the point that the matter before the board is not a compliance issue but is a planning issue, itself an outcome of years of advocacy to review the unsatisfactory helipad provisions within the HGIDP.

 

d)         attach the submission of Quiet Sky Waiheke (QSW) to the Waiheke Local Board minutes, acknowledging its completeness, and the timeframes of the release of the agenda papers that did not allow for QSW to pursue a formal delegation, and notes that Quiet Sky Waiheke has been formally endorsed as a community advocacy body by the Waiheke Local Board.

 

e)         note the significant limitations of the HCPU outlined in the Quiet Sky Waiheke submission to the local board which includes the omission of one helipad that has been the source of multiple recurring complaints and compliance charges.

 

f)           propose that the Planning Environment and Parks Committee approves the following with respect to the HGIDP and the Unitary Plan:

 

               i.           option 2 should be implemented with urgency.

 

              ii.           option 3 to be implemented including among other matters to give long-overdue effect to the NZCPS and the inappropriateness of a notional boundary.

 

             iii.           option 2 should not be delayed by the implementation timeframes of Option 3.

 

g)         express its absolute frustration at the processes that have delayed the implementation of the National Planning Standard 15 (Noise and Vibration Metrics Standard) and the New Zealand Coastal Policy Statement (NZCPS), both of which might have prevented the approvals of a significant number of helipads on Waiheke Island since their inception despite the local board’s explicit efforts to draw attention to those matters on an individual application feedback basis and formally for more than a year on multiple occasions.

 

h)         express its concern for the protected and vulnerable wildlife of our coastal environment and for the Waiheke communities which may have been significantly detrimentally affected by council’s failure to take the considerations of the NPS15 (Noise and Vibration Metrics Standard) and the NZCPS into account in considerations of a number of helipad consents since the inception of those national standards.

 

i)           express concern about the lens with which the covering Plans and Places Options Paper Report has used the data and findings of the Compliance and Monitoring Report to potentially distort the findings of the latter. For example, but not limited to:

 

               i.               the reported CAA view of the helicopter movements over Waiheke

 

                   ii.         the failure to record that:

 

1)         during the peak season there were more helicopter flights to and over Waiheke than there were over the rest of Auckland

 

2)         during Labour Weekend 36% of all Auckland flights landed on Waiheke, or flew over Waiheke

 

3)         during Winter, 28% of all flights landed on Waiheke, or flew over Waiheke, and

 

4)         that there was a 38% increase in helicopter activity over the study period,

 

                  iii.         and conversely the gross understatement of the movements over Waiheke by selecting a single data set that diminishes the effects of helicopter movements over/to Waiheke indicating only 2% of helicopter activity is associated with Waiheke (item 46 of the compliance report).

 

j)            note that the CAA is apparently seeking records regarding unrecorded Heliports of which Waiheke appears to have at least ten (10) which are council-consented helipads, and asks council to fully support CAA in their aims.

 

k)          note the lack of rigor in analysing complaints which are much higher per capita from Waiheke than elsewhere and are not a reliable indicator of dissatisfaction. We draw council’s attention to the petition presented to the prior Council Planning Committee on behalf or residents of Waiheke Island.

 

l)            note that the chair sought advice from Plans and Places on the opportunity of implementing NPS15 (Noise and Vibration Metrics Standard) for several months and a response was only forthcoming when she prevailed through the Chair of the Planning Committee.

 

m)        reserve its rights to provide additional formal feedback on the reports provided.
