Standing Order 7.7 provides for Public Input. Applications to speak must be made to the
Governance Advisor, in writing, no later than one (1) clear working day prior to the
meeting and must include the subject matter. The meeting Chairperson has the discretion
to decline any application that does not meet the requirements of Standing Orders. A
maximum of thirty (30) minutes is allocated to the period for public input with five (5)
minutes speaking time for each speaker.

6 Ngā Kōrero a te Poari ā-Rohe Pātata | Local Board Input
Standing Order 6.2 provides for Local Board Input. The Chairperson (or nominee of that
Chairperson) is entitled to speak for up to five (5) minutes during this time. The
Chairperson of the Local Board (or nominee of that Chairperson) shall wherever practical,
give one (1) day’s notice of their wish to speak. The meeting Chairperson has the
discretion to decline any application that does not meet the requirements of Standing
Orders.
This right is in addition to the right under Standing Order 6.1 to speak to matters on the
agenda.

7 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as
amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a
subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as
amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local
authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the meeting;
but
(b) no resolution, decision or recommendation may be made in respect of that item
except to refer that item to a subsequent meeting of the local authority for further discussion.”

Appointment of Chairperson and Deputy Chairperson

Purpose of the report
1. To appoint a Chairperson and Deputy Chairperson of the committee and to acknowledge the committee members for this electoral term of Auckland Council.

2. The Pukekiwiriki Paa Joint Management Committee should consider and appoint a Chairperson and Deputy Chairperson of the committee at the first hui after the start of the new electoral term of Auckland Council.
3. As a committee of the Papakura Local Board, the Pukekiwiriki Paa Joint Management Committee should acknowledge all of its members from both the Papakura Local Board and from mana whenua.
4. The Pukekiwiriki Paa Joint Management Committee Terms of Reference 2019 specifies appointment of a Chairperson and Deputy Chairperson as follows (PUK/2019/9):
“A Chair and Deputy Chair are to be elected by the committee and hold office for a term of three years. They may also be re-elected for one or more further terms. The Chair and Deputy Chair will be elected at the first meeting of the joint committee following the Auckland Council elections. The Chair and Deputy Chair will continue in their role or until that meeting, unless the members have resigned or vacated their office.
The election of a Chair and Deputy Chair will occur as follows:
• A Chair will be nominated by a majority of mana whenua representatives
• A Deputy Chair will be nominated by a majority of local board representatives
• A staff member of Auckland Council will put the nominees for Chair and Deputy Chair to the joint committee and the committee as a whole will elect these positions”

Context
5. The Pukekiwiriki Paa Joint Management Committee was established by the Papakura Local Board as a committee of the Papakura Local Board pursuant to agreement with mana whenua.
6. The Papakura Local Board also agreed that the committee would not be dissolved at the end of each electoral term.
7. The resolution at the Papakura Local Board meeting of 29 January 2014 was as follows:
“That the Papakura Local Board:
a) Establishes a committee, to be known as the Pukekiwiriki Paa Joint Management Committee, to administer and manage the Pukekiwiriki Paa Historic Reserve pursuant to the Reserves Act 1977
b) Agrees that the committee will comprise six Papakura Local Board members and six Mana Whenua representatives
c) Agrees the draft Terms of Reference set out in Attachment B to the agenda report
d) Agrees that the committee will not be dissolved at the end of the 2013-2016 electoral term” (PPK/2014/9)
8. The Pukekiwiriki Paa Joint Management Committee Terms of Reference provides for the committee to appoint the chairperson and the deputy chairperson at the first hui after the start of the new electoral term of Auckland Council.
9. On 11 December 2019 the committee’s Terms of Reference was amended to appoint a Chairperson and Deputy Chairperson as follows (PUK/2019/9):
“A Chair and Deputy Chair are to be elected by the committee and hold office for a term of three years. They may also be re-elected for one or more further terms. The Chair and Deputy Chair will be elected at the first meeting of the joint committee following the Auckland Council elections. The Chair and Deputy Chair will continue in their role or until that meeting, unless the members have resigned or vacated their office.

10. The Terms of Reference, the Pukekiwiriki Paa Joint Management Agreement of 28 September 2010, and the resolution set out in clause 7 above also provide for the appointment of six persons from mana whenua and six persons of the Papakura Local Board to the committee.
11. The Papakura Local Board members note that the mana whenua appointees bring special skills, attributes and knowledge that is necessary for the work and decision-making of Pukekiwiriki Paa Joint Management Committee.

1. To review the existing Standing Orders and Terms of Reference for Pukekiwiriki Paa Joint Management Committee.

2. The Terms of Reference and Standing Orders of the Pukekiwiriki Paa Joint Management Committee were adopted in 2014, with the Terms of Reference amended in 2019.
3. Staff recommend that it is time for a review of both of those documents.
Recommendation/s
That the Pukekiwiriki Paa Joint Management Committee:
a) acknowledge the committee’s existing Terms of Reference and Standing Orders were adopted in 2014, with the Terms of Reference last amended in 2019
b) continue to operate within the general intent of the Terms of Reference and Standing Orders
c) request staff to consider input from the committee and propose updated Terms of Reference and Standing Orders at the next meeting.

4. When the Pukekiwiriki Paa Joint Management Committee was established as a committee of the Papakura Local Board in 2014, a Terms of Reference document was also then adopted: PPK/2014/1.
5. At its hui of 30 April 2014, the Pukekiwiriki Paa Joint Management Committee in turn adopted those Terms of Reference.
6. On 11 December 2019 the committee amended the Terms of Reference: PUK/2019/9 (Attachment A).
7. On 18 November 2014 the Pukekiwiriki Paa Joint Management Committee adopted its Standing Orders: PUK2012/11 (Attachment B).

Pukekiwiriki Paa Operational Update

Purpose of the report
1. To provide the Pukekiwiriki Paa Joint Management Committee with an operational update report from October 2022 to February 2023.

Executive summary
Floods and Cyclone Update
2. During the two civil emergency events in Auckland in late January (floods) and mid-February (cyclone Gabrielle), Pukekiwiriki Paa faired reasonably well with minor damage on and around the Puke.
3. Kaimahi and contractors went on site within two days of each event to do the post-event assessments to check for any vegetation, asset, track, or potential slip damage. They were checking for the overall health and safety of the public. No significant visible damage was noted.
4. During the cyclone event in mid-February, a large Macrocarpa tree sitting on a bank edge dropped limbs and sustained minor damage. This tree sits above the track leading up to the tihi (summit). A job was logged with arborist contractors to remove a hanging limb that posed a risk to public safety. (See Image 1).

Operational Maintenance
5. In a previous hui held on 24 August 2022, committee members requested vegetation be removed from the summit and at the kumete (trenches) on the lower level. Kaimahi, alongside Parks and Community Facilities staff and contractors, are working on a maintenance schedule to improve how pest plants are removed from the tihi (summit) and defensive trenches, without using harmful sprays.
6. After a meeting held at Pukekiwiriki Paa in September 2022 with council kaimahi and City Care maintenance contractors, an extensive clean-up of the plants and hedges occurred in November 2022. Despite disruption due to the reallocation of resources attending to storm damage, site maintenance has resumed as usual since the end of February 2023. (See Image 2)
7. Kaimahi intend to engage the services of our council archaeology team to oversee City Care contract clearing of the defensive trench weeds. This project was delayed due to storm-related issues, but we are looking into scheduling this work soon.

8. The Paa site track leading to the summit has leaf fall that occurs, and our maintenance contractors are scheduled to remove and tidy the stairs every three weeks. (See Image 3)
Capital Works – Waharoa Project
9. The waharoa (gateway to the paa) project is underway, and the material for the carvings is in the workshop of Matua Ted Ngataki at the Ngāti Tamaoho head office.
10. Frame Group will be leading the project management aspect of this initiative alongside kaimahi of Pukekiwiriki.
11. Kaimahi have progressed the building consent application in February for the construction, which was lodged in early March 2023. Kaimahi will respond to any requests for information required by the building consent team of council.
12. The next steps will be to progress with procurement of the tender for the construction of the waharoa.
13. In addition, procurement for Matua Ted Ngataki and the team of carvers is underway. The project will likely progress in this 2022/2023 financial year and be completed within financial year 2023/2024.
Cultural Induction Framework Update
14. A final draft of the digital guides for kaimahi and contractors has been completed. (See Attachments A and B). The full te reo Māori translation (Waikato-Tainui) and English have been completed for review. Note that there is photo on page 10 to be sourced after review of the documents.
15. The final digital versions will be converted into printable versions once digital is approved, and thereafter distribution will take place.
16. In coming months (the forthcoming quarter), final drafts – digital and printable - of the guides for manuhiri will be shared with the committee for review and approval before proceeding to the video guide version.
17. The guides will be converted into video instructional guides once digital versions are approved. Videography company, Vino Media Limited (chosen business partner) is ready to start the work. They will be engaged to begin work in the coming months (in the forthcoming quarter).
Website update
18. In the latter part of 2023 a workshop will be scheduled with the committee, so the management team can better understand the committee’s vision and aspirations for the website. Fate Limited (recommended business partner) will be engaged to deliver the website.
19. Outcomes from the workshop will be a draft project plan to outline the delivery of the website and a creative presentation on the look, feel, and architecture of the website.
20. An update on website progress will be given at the next business meeting.
Issues Arising
21. No issues noted.
Health and Safety
22. As mentioned above, the main health and safety issues noted for the site was the hanging Macrocarpa tree limb, and post-cyclone assessments, which were reported and have been resolved.
Recommendation/s
That the Pukekiwiriki Paa Joint Management Committee:
a) receive the operational update report to end of February 2023.
