Jenny Clark

Jenny Clark has given the Ōtara-Papatoetoe Community and the Papatoetoe Historical Society a legacy due to her enthusiasm and dedication to the task of recording the history of the local area. Jenny is the last foundation member of the Papatoetoe Historical Society formed on the 10th September 1988. Since then, Jenny has done all she can to make the local history known around this part of South Auckland. Jenny has produced lots of interesting booklets for the many heritage walks and trails.

Following a successful display in 1993 Woman’s Suffrage Year, marking a centenary since New Zealand woman won the right vote, Jenny was encouraged to write a book. In 1996 the book “Cameos of Papatoetoe Women Past and Present” was published. Followed in 2002 by a second book “East Tamaki - including the Adjoining Areas of Flat Bush and Otara”. Since then, Jenny has gathered information from Wiri residents’ information that would now be lost had she not been so dedicated to recording the history for future generations.

Jenny retired from full time work and has given thousands of voluntary hours to the local community giving talks, taking walks, organising displays and exhibitions as well as taking tours through the Papatoetoe Historical Society’s Museum. Jenny has always been happy to take a back seat and not be acknowledged.  The Ōtara-Papatoetoe Local Board acknowledge and thank her now.

 

Swanie Nelson

The Otara-Papatoetoe Local Board would like acknowledge former member, Swanie Nelson’s contribution to the Ōtara-Papatoetoe Local Board and the wonderful works she has helped deliver. Swanie is a strong mana wahine and anyone who puts the well-being of their family first should be commended. Swanie has always ensured the Local Board and Council considered Māori, Mātawaka and Mana Whenua, at a treaty relationship level; as well as equity - when making decisions.

We have valued her ability to be a strong advocate to put more power, decision making and resources back into our communities as locals know locals best. She has also pushed for better engagement by council with our communities, finding more accessible and simpler ways to disseminate council jargon and overly complicated processes. This is on top of all the awesome community work she was already doing

Local Board views on Private Plan Change 90 for 8 Sparky
Road, Ōtara

That the Ōtara-Papatoetoe Local Board:

a)      tuhi ā-taipitopito/ note the following points of preliminary feedback on private plan change 90 by Highbrook Living Limited for 8 Sparky Road, Ōtara

            i)               acknowledge that there is a challenge for many people in local communities of Ōtara-Papatoetoe to find warm, affordable accommodation

          ii)               the board is however opposed to Private Plan Change 90 for 8 Sparky Road, Ōtara, also noting that it will not result in providing affordable accommodation to communities of greatest need of Ōtara-Papatoetoe Local Board area

        iii)               has serious concerns about the significant infrastructure challenges that will come about as a direct consequence if Private Plan Change 90 to re-zone rezone 4.4 hectares of land on the north-western side of Highbrook Drive from Business- Light Industry to Residential–Terrace Housing and Apartment Building (THAB) zone; and introduce the Highbrook Precinct to the rezoned land which includes provisions that relate to transport and noise is approved to go ahead

        iv)               has serious concerns about overall traffic, road safety and congestion if residential growth and development is allowed for 8 Sparky Road, Ōtara under Private Plan Change 90. Creating timely public transport infrastructure and planning for safe pedestrian movements will need to happen at the same time if not earlier. A private shuttle service cannot compensate for essential public transport services for moving people. Residential growth resulting in more cars on the road will not result in the public transport modal shift that the city aspires for

          v)               is keen to understand the assessment by subject matter experts about effects on the local environment, water quality and bird-life that are very likely to be impacted from changes to land zoned for industrial purposes proposed by Private Plan Change 90

        vi)               any residential development is likely to reduce vegetation and increase risks of coastal erosion, particularly affecting coastal forest and local biodiversity and natural habitat within the Tāmaki Estuary environment

       vii)               take note that the public concerns in submissions received on Private Plan Change 90 are of a critical nature and include concerns raised by infrastructure providers and environmental agencies. These range from matters of public transport and wastewater infrastructure, need for a heritage impact assessment and it’s adverse impacts on the coastal environment

     viii)         note that the board received a public petition from Kathryn leGrove at its business meeting on 18 March 2023 expressing concerns about Private Plan Change 90 and tabled a petition with ten signatures, opposing the proposed plan change (Resolution number OP/2023/41). The board notes that she has also put in a direct submission to the plan change

        ix)               has serious concerns about stormwater infrastructure and management of flood risks arising from the residential zoning sought by Private Plan Change 90, especially in light of property damage and need for preparedness given the recent severe weather conditions

          x)               the board expects that consultation with mana whenua and a thorough cultural impact assessment on the land is considered prior to progressing with Private Plan Change 90

        xi)         thank officers for information to the board through an early memo and the report at this business meeting indicating the key themes from submissions

b)      kopou / appoint Chair Apulu Reece Autagavaia to speak to the local board views at a hearing on private plan change 90

c)      tautapa / delegate authority to the chairperson of Ōtara-Papatoetoe Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the private plan change hearing

d)          tono / request that these resolutions be circulated to the neighbouring local boards of Māngere-Ōtāhuhu and Howick, and the respective ward councilors .

Auckland Transport Local Board Transport Capital Fund Report for Ōtara-Papatoetoe Local Board - March 2023

That the Ōtara-Papatoetoe Local Board:

a)      whakaae / approve the allocation of $200,000 from its Local Board Transport Capital Fund for the construction of the Hill Street/Wylie Road project

b)      whakaae / approve the allocation of $110,000 from its Local Board Transport Capital Fund for a Pedestrian crossing for Bairds Mainfreight Primary (old LBTCF project) on 12 Edward Avenue, Otara.

Seeking views on the proposed approach for Katoa, Ka Ora -  Speed Management Plan for Tāmaki Makaurau Auckland 2024-2027

That the Ōtara-Papatoetoe Local Board:

a)      whakarite / provide the following views on the proposed approaches for development of Katoa, Ka Ora a Speed Management Plan for Auckland:

            i)               tuhi ā-taipitopito/ note that the Ōtara-Papatoetoe local board area has a high rate of deaths and serious injury in Auckland, at 2.33 per 1000 people. Even if the accident data does not necessarily mean that people injured are those living in the area, safety is of utmost importance for all. The board note that for every injury recorded, it is estimated that there are three more that are not on official records

          ii)               that there is a need to manage communication and understanding in communities on the need for and importance of reducing speed. This then will result in bringing the community along the journey on the issues and increase acceptance and support towards reducing speed on roads. If we do not address this side, there will be frustration and resistance in the community as they will not support speed reduction

        iii)               the board has proactively worked with the community for making residential streets safer for all; the board, for example, partnered with Auckland Transport for the Papatoetoe West Residential Speed Management Programme

        iv)               tautoko/ support reducing speed around schools; the board support use of a hybrid model of speed management around schools rather than a blanket, single speed limit around all schools. This means that speed controls need to be based on monitoring traffic patterns, easing movement for trucks, heavy vehicles, transportation of goods and services on main roads based on managing ebbs and flow of traffic during opening and closing hours of schools

          v)               tuhi ā-taipitopito/ note and acknowledge receiving the summary information from Auckland Transport on school survey results.  These results indicate that eight schools in the local area provided responses, that they are in support (37 %) or strongly in support (37%) in favour of permanent 30km/h speed limits on urban residential roads. The survey results also shows that 37 per cent support permanent  speed limit changes for arterial (main) roads near their school, that is permanent 40km/h speed limits on arterial (main) roads near schools. Further, that 25 per cent of respondents state that they do not have arterial (main) roads near their school. The board note that a small percentage (13 %) do not support speed reductions for arterial (main) roads near schools

        vi)               tautoko /support more consistency within the Ōtara-Papatoetoe Local Board area on the speed limits on arterial roads

       vii)               tautoko /support the idea of 30 km/h speed limits around schools and arterials during school drop off times

     viii)               tuhi ā-taipitopito /note that local board area level data for monitoring and arriving at options for speed limits also be considered

About 150 students walk to and from school each day” or “ majority of our students walk to school along busy arterial routes”

a)          tuhi ā-taipitopito / note that local boards are better placed to understand the needs of their communities and have connections with effective local organisations that can deliver safety initiatives in their communities  

b)          ohia / endorse option 1 – local board allocation, as the preferred option for distributing the $2m Local Crime Fund

c)          ensure that the distribution of the fund to local boards does not simply follow a Local Board Funding policy formula for allocation but consider additional criteria such as crime and victimisation statistics, deprivation and perceptions of safety.
