6 Te Mihi | Acknowledgements
Chair Tauanu’u Nanai Nick Bakulich:
· The Board wish to acknowledge the recent passing of Graeme Hansen – head of Auckland Teaching Gardens after prolonged illness. Graeme’s wife Donna will take over the reins of ATG for now. We send our condolences to Graeme’s friends and whanau.
· I acknowledge the passing of long-time Māngere resident Peka Lagi Manase who passed away surrounded by her loving family on 6 April. Peka is an alumnus of Robertson Rd Primary, Mangere Intermediate, Nga Tapuwae College and has always been proud of her Māngere connections. In recent times Peka was a familiar face with the Kainga Ora team who assisted flood affected families both at the Māngere Civil Defence Centre and with residential welfare checks. Peka held many roles in the local community including as treasurer of the Time to Thrive Trust. Her efforts will be long remembered in tackling Pasifika health related issues for Women where she was a founding member of the 'Aunties' program. Peka had a heart for helping others with an incredible resume of public service which saw her make impactful contributions at IRD, Quality Education Services, CLM Community Sport, Kainga Ora just to name a few. A committed family member who was actively involved with her faith community where her final services were held at the PIC, Edinburgh St, Newton. Peka is survived by her mother, five siblings and a large extended aiga.
· Community individuals, groups and businesses who participated in the Pasifika Festival held at Western Springs lakeside.
· Launch of the Ma Te Huruhuru Housing initiative for Rangatahi in Otahuhu
· Mangere East Community Centre for hosting a ‘Have your say’ event in relation to the Annual Budget.
· Molly Pihigia (QSM) and the Falepipi he mafola Niuean Handcraft group for it’s exhibition and book launch held at the Mangere Arts Centre
· Congratulations to the recipients, nominees and supporters for the Mangere-Otahuhu Junior Sports Awards held at the Otahuhu Rugby League Club. Thank you to Angela Moon, Barry George and the team of organisers from Counties-Manukau Sport.
· Opening of the Mangere Mountain playground – Whanau atea, Te Pane o Mataoho
· Congratulations to Director Troy Tu’u, Sau e Siva creatives, cast and crew for an exhilarating opening night performance of ‘ALATINI’.
· Toituu Festival held at Ihumatao which shared collective consciousness for Biodiversity and Conservation, nga mihi to whaea Kowhai Olsen and everyone who was part of this valuable kaupapa

· congratulations to the Māngere Centre Park partnership team and all the council staff who helped prepare the clubrooms and grounds for the FIFA Women’s Football World Cup – Portugal has chosen these grounds as their training ground and base
· congratulations to Amo Leriko and team on a marvellous Siva Afi Festival 2023
· acknowledge and thank the US Embassy for its support bringing world-class performers to Māngere for the Siva Afi Festival

Resolution number MO/2023/34 MOVED by Chairperson N Bakulich, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) kohuki / consider an extraordinary item requesting feedback on options to be considered by the Governing Body for the distribution of the $2m fund from central government for crime prevention at item 21.1 of this agenda: i) the reason the matter was not on the agenda is that the report was not available when the agenda was created, and ii) the reason for urgency is that the boards feedback is required by 28 April 2023.

Seeking views on the proposed approach for Katoa, Ka Ora - Speed Management Plan for Tāmaki Makaurau Auckland 2024-2027 |

Resolution number MO/2023/35 MOVED by Chairperson N Bakulich, seconded by Deputy Chairperson H Toleafoa: That the Māngere-Ōtāhuhu Local Board: b) include all local school zones investigated and considered in the Speed Management Plan c) tono / request further information if speed reductions are warranted on our semi-rural roads like Oruarangi Road, and Ihumatao Quarry Road, as these roads are less used, and to date few to no accidents or fatalities have occurred there d) tuhi ā-taipitopito / note the local board are supportive of preventative measures to avoid accidents and fatalities and requires additional investments in its road network including semi-rural areas; e) tono / request that Auckland Transport and Waka Kotahi Transport Agency extend their major investments in the Auckland International Airport road network to the surrounding semi-rural roads to make it fit for purpose for all users like a recreational cyclists, local residents, freight and service vehicles f) tono / request Auckland Transport engage with the Local Board once the public consultation concludes and before the Speed Management Plan is reported to the Auckland Transport Board for decision as public feedback including from mana whenua will help the local board further shape its feedback to meet local needs and potentially include additional roads, and areas significant to mana whenua g) tono / request the Governing Body, Auckland Transport and Waka Kotahi trial free public transport in Auckland, and especially in the Māngere-Ōtāhuhu area, urgently to reduce car use, reduce household transport costs, reduce carbon emissions, reduce congestion and improve air quality.

Resolution number MO/2023/36 MOVED by Chairperson N Bakulich, seconded by Member W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) tautoko / support the major programmes of infrastructure work planned for catchments within the Māngere-Ōtāhuhu Local Board area over the next ten years, including: i) Archboyd Avenue new wastewater pipeline and pump station ii) Aorere Park and Rehua Rehabilitation iii) Māngere Housing Area reduction of overflows to support growth iv) Black Bridge Pump Station and local network upgrade b) tono / request that Watercare report back on prioritisation and proactive renewal of local network infrastructure in and around Waterfront Road, Māngere Bridge given recent wastewater to stormwater discharge issues c) tono / request Watercare work more closely with Auckland Council’s Healthy Waters to achieve a more consistent, higher impact and well-directed education and communication programme to support behaviour change that will reduce avoidable damage to the wastewater network and in turn our local waterways d) tuhi ā-taipitopito / note that, anecdotally, it appears that many residents in the Māngere-Ōtāhuhu Local Board area are not aware of the damage that their behaviour causes to the wastewater network, for example by contributing to the discharge of fats, rags and wet wipes e) tono / request increased engagement with business owners on waste management and disposal initiatives to enable sustainable business practices f) tono / request that any education programmes are delivered in multiple languages to reflect the makeup of both the Māngere-Ōtāhuhu Local Board area residential and business communities g) tautoko / support the priorities that have been identified by communities in earlier feedback as criteria for establishing sequencing of works, in particular: protecting public health; improving local waterways/enhancing te Mana o te Wai; preparing for climate change; and recreation values - swimmable streams, creeks, rivers and the harbour h) tono / request maps provided by Watercare show the impact of proposed works and whether the infrastructure will support the projected growth in the area. |

Resolution number MO/2023/42 MOVED by Chairperson N Bakulich, seconded by Member W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) tuhi ā-taipitopito / note that local boards are better placed to understand the needs of their communities and have connections with effective local organisations that can deliver safety initiatives in their communities b) ohia / endorse option 1 – local board allocation, as the preferred option for distributing the $2m Local Crime Fund c) ensure that the distribution of the fund to local boards does not simply follow a Local Board Funding policy formula for allocation but consider additional criteria such as crime and victimisation statistics, deprivation, perceptions of safety. |
