Resolution number WTK/2023/39 MOVED by Deputy Chairperson M Clayton, seconded by Member L Manley: That the Waitākere Ranges Local Board: a) karaati / grant a new community lease to Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa for approximately 940m² on land legally described as Lot 36 on Deposited Plan 8736 Record of Title 1091/38 being part of Levy Reserve, 4 Levy Road, Glen Eden (Attachment A to the agenda report) on the following terms and conditions: i) term: 10 years commencing 1 April 2023 with one 10-year right of renewal ii) rent: $1.00 plus GST per annum if requested iii) all other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines July 2012. b) karaati / grant a new community lease to Te Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa for approximately 627m² on land legally described as Lots 40 and 41 on Deposited Plan 19099 being part of Laingholm Hall Reserve, 4 Lookout Drive, Laingholm (Attachment B to the agenda report) on the following terms and conditions: i) term: 10 years commencing 1 April 2023 with one 10-year right of renewal ii) rent: $100.00 plus GST per annum if requested. iii) all other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines July 2012. c) whakaae / approve the Whānau Tupu Ngātahi O Aotearoa – Playcentre Aotearoa Community Outcomes Plans (Attachments C and D to the agenda report) that will be attached to the lease documents. |

Resolution number WTK/2023/40 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whakaae / approve the addition of two extraordinary meeting dates to the 2022-2025 Local Board meeting schedule to accommodate the Annual Budget 2023/2024 and Local Board Plan 2023 timeframes as follows: i) Thursday, 11 May 2023, at 9.30 am ii) Thursday, 14 September 2023, at 10.00 am. |

Local Board feedback on distribution method of the Local Crime Fund |

Resolution number WTK/2023/41 MOVED by Member L Manley, seconded by Member L Potauaine: That the Waitākere Ranges Local Board: a) tautoko / support Option 1, Local board allocation – spend on local safety and youth initiatives, as the preferred option for distribution of the Local Crime Fund. b) tautoko / support the opportunity to include funding for safety programmes, youth activation and town centre / retail safety Crime Prevention Through Environmental Design (CPTED) outcomes in the 2023/2024 local board work programme. c) tautoko / support engaging with the local community to develop local responses and solutions to localised crime and youth offending issues with locally spent funding. |

Seeking views on the proposed approach for Katoa, Ka Ora - Speed Management Plan for Tāmaki Makaurau Auckland 2024-2027 |

Resolution number WTK/2023/43 MOVED by Deputy Chairperson M Clayton, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) whakarite / provide views on the proposed approaches for development of Katoa, Ka Ora a Speed Management Plan for Auckland per the form in Attachment A. i) note Approach One, an easy-to-understand approach, provides some benefits to the community as proposed by providing consistent speed limit changes ii) note that Approach Two, a high benefit cost ratio approach, allows for variable changes at school gates for arterial roads and may allow for a compromise to some permanent 30km/h speed changes iii) note that Approach Three, a tailored approach that is responsive to requests from partners and communities for specific speed limit reductions, including mana whenua, local boards, schools and community groups, should be progressed iv) view that there is limited information regarding Approach Three – Five, the tailored approaches, and that further detail about these should be provided to local boards in order to provide more detailed future feedback v) view that the Local Board should have the opportunity to consult with their local community regarding Approach One – Five before providing further feedback. |

Resolution number WTK/2023/44 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whiwhi / receive Chair Greg Presland’s April 2023 report as written. b) whakakahore / opposes the closure of the Henderson Service Centre on the basis that: i) the closure will lead to reduced accessibility for citizens to Council services, especially for those who are unable to engage with Council electronically ii) the closure will result in a further loss of services to the West iii) the closure will pose an inconvenience to locals, as it will require them to travel to service centres located outside the West. c) rāhiri / welcome the recent Piha and Karekare Newsletters from the Auckland Council Recovery Office. d) tono / request similar publications for Titirangi and the Wider Waitākere Ranges. |
