Local Board feedback on distribution method of the Local Crime Fund

That the Maungakiekie-Tāmaki Local Board:

a)           Recommend Option 1 where funds are allocated by local boards through their local work programmes noting that:

i.          The BIDs areas do not cover all businesses in our local area and therefore would not be able to equitably distribute funds

ii.       An additional regional grants process would add an unnecessary administrative burden for the Governing Body

b)         Recommend considering the number of businesses in a local board area when distributing funds across the region.

Watercare - Wastewater Network Strategy

MOVED by Member C Makoare, seconded by Member N Henry:  

That the Maungakiekie-Tāmaki Local Board:

a)           support in principle Watercare’s Wastewater Network Strategy.

b)          strongly support upholding te mana o te wai and recognise the importance of mana whenua views in the process of reviewing this strategy.

c)          recommend that adequate resourcing is allocated to strategic communication and education campaigns to help our communities understand:

a.     the big picture of infrastructure works in our local areas, including how infrastructure upgrades will benefit our people in the long-term and how they might relate to short-term disruptions to traffic.

b.    the significant impact that improper disposal of fats and wipes can have on our wastewater system, noting improper disposal is largely due to lack of awareness.

d)         recommend a focus on businesses that package and promote products that claim to be flushable to ensure that messaging is clear and accurate for the community.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

Local board consultation feedback and input into the Annual Budget 2023/2024 (Covering report)

 

A supporting document has been circulated prior to the meeting. A copy has been placed on the official minutes and will be available on the Auckland Council website as a minutes attachment.

 

Resolution number MT/2023/41

MOVED by Chairperson M Meredith, seconded by Deputy Chairperson D Burrows:  

That the Maungakiekie-Tāmaki Local Board:

 

a)          receive consultation feedback on the proposed Maungakiekie-Tāmaki Local Board priorities and activities for 2023/2024 including proposed local activities to discontinue, reduce spending on, or increase fees, to meet the reduction in local board funding proposed by the Governing Body. 

b)         receive consultation feedback on regional topics in the Annual Budget 2023/2024 and related policies from people and organisations based in the Maungakiekie-Tāmaki local board area. 

c)          provide the input on regional topics in the proposed Annual Budget 2023/2024 and related policies to the Governing Body as attached (Attachment A). 

d)         recommend retaining local board funding at current levels this year, with the intention of making more strategic changes to budgets with the upcoming development of the 10-year Budget, taking into consideration local boards' increased decision-making powers and the timeline for those changes to come into effect. 

e)          Recommend that allowances are made in the regional budget to incentivise local boards to "deliver differently" into the future, for example

1.          access to funding for demolishing degrading buildings,  

2.          ensuring funds from the optimisation of assets are readily accessible for local boards to redeploy for other uses in the local community. 

3.          ensuring staff capacity is retained for the provision of quality advice to local boards on alternative models of delivery, including greater resource towards leasing advice to ensure that our leasing portfolios are up-to-date and able to best benefit our communities.  

4.          prioritising roles with brokering functions to support leveraging external funding, including brokering public-private partnerships 

5.          Ensuring that mechanisms for optimising revenue opportunities are made available for local decision making, for example, ensuring that community leasing fee revenue can be reviewed promptly through the upcoming 10-year Budget.

f)           Request that Governing Body champion the health and status of the Manukau Harbour, equitable to the level of resource and investment received by the Hauraki Gulf The responsibility for the Manukau Harbour cannot be shouldered by the eight local boards of the Manukau Harbour Forum alone. Our local consultation feedback showed that our community highly prioritises environmental protection and water quality initiatives, but only so much can be done from a local level with local investment.  

g)         Recommend continued advocacy to central government to shoulder the costs of activities that fall within their responsibility. Creative methods could be explored, for example, any GST recovered from rates payments could be returned to council.  

h)         Recommend seriously considering the long-term implications of reducing investment into economic and urban development through Tātaki Auckland Unlimited and Eke Panuku Development Auckland respectively.
