Local board consultation feedback and input into the Annual Budget 2023/2024

 

Resolution number HM/2023/55

MOVED by Chairperson C Carter, seconded by Deputy Chairperson B Loader:  

That the Henderson-Massey Local Board:

a)          receive consultation feedback on the proposed Henderson-Massey Local Board priorities and activities for 2023/2024 including proposed local activities to discontinue, reduce spending on, or increase fees, to meet the reduction in local board funding proposed by the Governing Body.

b)         receive consultation feedback on regional topics in the Annual Budget 2023/2024 and related policies from people and organisations’ based in the Henderson-Massey local board area.

c)          whakarite / provide the following input on regional topics in the proposed Annual Budget 2023/2024 and related policies to the Governing Body:

i)           the board oppose the proposal to maintain the current reduced number of public transport services (as of December 2022) for 2023/2024 to save $21 million as the Board considers that services should be returned to previous levels

ii)         the board oppose the proposal to reduce funding to Tātaki Auckland Unlimited to save $27.5 million

iii)        the board oppose the proposal to reduce regional services to save $20 million

iv)        the board oppose the proposal to reduce local board funded activities across all boards to save $16 million

v)         the board oppose the proposal to reduce regional contestable grants to save $3 million

vi)        the board support the proposal to no longer directly provide early childhood education services to save $1 million

vii)      the board oppose the proposal to sell Auckland Council’s shares in Auckland International Airport Limited

viii)     the board support a greater than 4.66 per cent rates increase

ix)        the board support a greater debt increase than $75 million

x)         the board oppose the proposal to reduce the Natural Environment and Water Quality Targeted Rates

xi)        the board support increasing rates by an additional 1 per cent to fund a storm response fund, noting that there is little detail on how it will be spent and support it being used to target the worst impacted areas of the city such as Ranui.

d)         whakarite / provide the following advocacy on local initiatives for the Annual Budget 2023/2024 to the Governing Body:

i)           the board support retaining the Henderson Service Centre at the Henderson Civic Centre, noting that it is the only remaining stand-alone council service centre in west Auckland and it services residents who may not have access to consistent online services, may not be computer literate or have English as a second language

ii)         the board support continuing the Auckland Council partnership with Government on progressing Te Whau Path and cycleway

iii)        the board support maintaining funding for Tātaki Auckland Unlimited at a level that enables delivery of local economic development initiatives such as the Henderson Creative Precinct.
