Local board consultation feedback and input into the Annual Budget 2023/2024

 

The motion was put and voted on in parts.

MOVED by Chairperson K Thomas, seconded by Member R Clow:  

That the Whau Local Board:

a)           whiwhi / receive consultation feedback on the proposed Whau Local Board priorities and activities for 2023/2024 including proposed local activities to discontinue, reduce spending on, or increase fees, to meet the reduction in local board funding proposed by the Governing Body.

b)          whiwhi / receive consultation feedback on regional topics in the Annual Budget 2023/2024 and related policies from people and organisations based in the Whau local board area.

That the Whau Local Board:

c)           whakarite / provide input on regional topics in the proposed Annual Budget 2023/2024 and related policies to the Governing Body, specifically that the Whau Local Board:

                           i.          tuhi ā-taipitopito / note its concerns with the difficulty Auckland Transport has with maintaining services at its current promised levels (as of December 2022) so do not have a clear sense as to whether the proposed service level to save $21 million can meet community need

                        iv.          oppose the proposal to reduce local board funded activities across all local boards to save $16 million and note that other areas of savings in Whau may be available that have not yet been considered, such as the renegotiation of the Avondale Racecourse sports field lease

                         v.          oppose the proposal to reduce regional contestable grants to save $3 million and note its concerns that community groups who provide arts and cultural activites will be disproportionately affected while funding increases have been given to larger entities, (e.g. Auckland Museum, ARAFA organisations)

                      vii.          tautoko / support a partial sale of Auckland’s Council shares in Auckland International Airport Limited and request that funding from the sale is used to complete the Te Hono project without staging

                    viii.          tautoko / support the proposal to increase rates but request that a greater rates increase be used as a lever to offset funding to areas where reductions are opposed by the Whau Local Board

                         x.          oppose the proposal to reduce the Natural Environment and Water Quality Targeted Rates as reinstatement at a later time will have a significant impact on future rates

                        xi.          tautoko / support the proposal to increase rates by an additional 1 per cent to fund a storm response fund.

That the Whau Local Board:

d)          tuhi ā-taipitopito / note that with respect to the Avondale racecourse sports field lease mentioned in resolution c) (iv):

                          I.          tono / request that the $335,00 per annum lease funded by the Whau Local Board be renegotiated so the savings can be returned to the local board to reduce the impact of funding cuts in the annual budget

 

                        II.          tuhi ā-taipitopito / note that Whau Local Board has been unaware of its financial contribution to this lease for at least a term, (if not longer) and request that greater transparency and clarity around such financial items be provided to assist in the discussion around potential budget reductions.

e)           whiwhi  / request adequate funding is secured in the 2023/2024 budgets to ensure the bylaw and consent compliance teams are able to respond to all requests and complaints.

Resolution number WH/2023/51

MOVED by Chairperson K Thomas, seconded by Member W Piper:   

That the Whau Local Board:

f)            whakarite / provide advocacy on any local initiatives for the Annual Budget 2023/2024 to the Governing Body, namely that the Whau Local Board:

                           i.          tono / request that the required additional funding be provided to deliver a complete Te Hono, (the Avondale Community Centre and Library) project without staging

                         ii.          tono / request that the Whau Pool and Recreation Centre be retained in the long-term plan

                        iii.          tautoko / support the continuing Auckland Council partnership with Government on progressing Te Whau Pathway.
