Basque park is the best place to walk a dog in the city because it isn't used for sports. It's a great meeting place/recreation place in the inner city and a good shortcut to places like Coffee Pen and Gailbraiths. |

I work on 24 Fleet Street so don't live in the area but use it a lot during workdays. I like that it provides a great open space but it's just a piece of grass at the moment so during the winter you can't use it at all. It's also not an interesting area as it has no trees, walkways or things to really enjoy and break up the space like a proper park has. |

It is a green haven amongst the urban mass of buildings - my apartment looks out onto Basque Park so I see it most of my day especially given I work from home. I like how it is reasonably large with different areas to it - and even seeing people enjoy it and walk their dogs is fun. It's nice that it is hilly and has slopes too. |

could have a few more trees to provide a bit more shade in the lower areas,
but the mix of sunshine and shade is important to retain. It is well-loved

I really enjoy the simplicity of
Basque Park and the way the Ted Smythe landscape design (2002) creates a
sculpted and concentric landscape with basalt boulders, references the
vulcanology of Tāmaki Makaurau and Māori maunga terracing. This shaping
makes the most of the Northern aspect for sunshine and there is lots of sun
available in the park as it sets in the West. This upper area of the park
toward Exmouth Street, is especially good for sitting, socialising and
picnicing with views to the North-West and the sculpted/terraced bowl
offers great people watching opportunities. My observation is that this is a
park that people walk to from the medium-density housing surrounds and they
come here in droves on foot(!) from the surrounding grid of streets through
spring/summer to 'hang out'. This was especially obvious during pandemic
lock-downs! - with on some days there being dozens of small groups of people
and families picnicing and socialising around the terraces. |

A concern for adding permanent infrastructure to encourage activity may seem logical for the day but not at night. We overlook the park to hear and see all especially at the benches that are already at the top of the park. Loud gatherings often took place at night especially during the lockdown with disruptive and sometime aggressive behaviour . Locals are left cleaning up the waste the morning after. Also note the graffiti tags on the benches. The greatest asset of the park is its open space that allows for special pop up events with temporary structures and equipment. This allows for the Nature and open space to be preserved but also the well-being of the local community that surround the park. |

Truly all of the above!! I’ve thought about how this park could be improved each time I go- it gets so swampy whenever it rains (and floods in winter) so better drainage would be great! It’s nice that the park is bordered by trees but this means the only shade is on the treacherous slopes and not on the safe flat fields. A community garden would be fab at the Fleet Street end. There are plenty of apartments (and new ones in progress) which means this location would be excellent for a playground + improvements to make it a place the community can treasure rather than tolerate |

Drainage is a basic necessity in a public green space, surely this is a priority before anything else! And pleeeeease fix the beautiful water feature. It's so unsustainable to constantly ungrade things by biffing what exists and starting from scratch. |

Whilst Basque Park doesn't have
all-weather concrete paths crossing it to adjoin local streets, it doesn't
feel like a typical 'commute through' city park, like the Domain, Myers Park
and Albert Park. If there was a commute path across Basque Park, it would
probably be most effective to join Couldry Street/Rendall Place with Fleet
Street/Macaulay Street and I think this woul get plenty of foot traffic
avoiding congested roads and short-cutting back/forth from Eden Terrace,Upper
Queen Street area, Ponsonby and Karangahape Road areas. To build more all
weather/all access type paths within the park, perhaps a reasonable
comparison is Western Park - as both of these parks have really steep
gradients in places. |

This housing area has very few children and is hard to get to unless you walk. There's no parking. The very few parks (about 6-8) are always used by residents. Unless you walk / run or cycle you dont use this park |

through the most common thoroughfares would be great. The temporary
picnic tables that have been put in place during the enabling works for the
City Rail Link has been exceptionally well utilised so some more permanent
seating in a range of configurations would be superb. |

For many people this is the only place in this area where dogs can play off-leash so it would be very disappointing to see the off-leash space limited to such a small area/on a hill. Many of the people who walk their dogs here are elderly so that would be unfair to them. |

Agree. There is a large regular dog friendly community that visit the park daily. There are two Private Facebook Pages. In 2019, Basque Park Off Leash Group gathered 407 petitioning to have an off leash area at the park. Also during this time, we engaged in dialogue with Local Board Member Sarah Trotman who expressed her support on this initiative. |

I live in the apartment building that borders Basque park.The landscaping of this park was done at significant expense and is great. The park is a sanctuary for bird life and this must be maintained. Any developments must be sympathetic to the existing landscaping . Only pedestrians use the park..there are ample cycleways that are also unused so there is no need to allow for this in the park. It is disappointing that the existing trees are not well maintained at times. The water feature is a huge bonus but seldom works. There is no pathway access from Fleet St despite the large number of residents living in this street. I have fallen twice going down the bank due to rubble being dumped on the grass bank. It is near impossible for disabled people to access from Fleet St. Parking in the Fleet st culde sac must be controlled to prevent the footpath being blocked as it is now, as it is only a matter of time before a child or adult gets run over by a reversing car! Any pathways should go around the perimeter of the park..not disect the park as this would totally destroy the entire aesthetics of the park. |

With regards to making the park an official are for off leash dog area, while most people off leash their dogs in the park, many dog owners (including myself and some dog owners I spoke to) don’t want it to be an off leash park. It is because Most of the dogs come to the park are locals within walking distance and dog owners are generally responsible. Many dog owners know most of the dogs and can assess the risks accordingly. If made offical, it will invite many other dogs come to the park (considering there is no other off leash park close by) which would increase the risks and cause issues such as dog owners don’t pick up the waste, parkings , dogs that are not under control etc. |
There is a lot of dogs in the park and I have seen no problems. There is more off-leash dog activity in the early morning, which I think is good. With the medium-density (plenty of apartments) surrounding, the park is well used and needed for dog exercising. |

The fact that its a open space without much infrastructure makes it special - people find places to sit, play, connect and let their dogs play each evening. There are great areas to spend time with friends and people watch from every angle. |

Just generally, this is a brilliant
park for uptown residents and it very much deserves this renewal attention.
One thing missing from your options is improved lighting/security - the park
is very dark and intimidating at night, and even dusk in winter (especially
at the higher/Exmouth Road end with the bushes and trees). |

would like to see the need for play equipment for this age group specified
and especially with our area being part of the test census, what the
percentage of teenagers in our area (13-17 year old's) are in our area. |

I really strongly support making Basque Park an off-least dog exercise area. Dogs and their owners are probably the largest users of the park currently despite it not being off-leash. |
Any future development needs to accommodate for dogs and children as the park services many apartment dwellers in the area. For us, this is the only place we can take our dog for exercise and we use the park twice a day. |

Basque park is great, don't change anything except adding paths, improving drainage, planting better trees for shade and making the whole park an off-leash dog area. There aren't a lot of kids in this area, but there are a lot of child-free people with dogs. It would be nice to see the fountain working. Perhaps a public toilet would be good at the Exmouth end (someone keeps defecating in the park, though I suspect this is a proclivity rather than an act of desperation) |

Basque Park is a wonderful oasis for city dwelling residence. Historically it has had a shady past especially in the thick bush areas where people would sleep at night or use these areas as a toilet. There was also a drug dealing issue with needles thrown around there and on the streets. The neighbours however did not tolerate this and have made it know that it is not acceptable. The Basque Park & Road area have come a long way in terms of improving the safety and undesirable activities taking place at night. Please strongly consider the predictable undesirable effects of permanent toilet access and any other infrastructure with our local community’s safety, well-being, efforts, observations and intentions in mind. |
As above, please preserve the architect designed park rhat people enjoy to visit and picnic. Please understand, respect and preserve its history. Please don’t cram a playground and paths and picnic seating into the special and unique space. |

The park is used in the evening by many city fringe dog owners. I do not want to see grand ideas that destroy things for the current users. |

There were once allotments in the park and I wonder whether the community garden that is currently on upper Symonds St/New North Road corner could be given some planters to take responsibility for. They have now closed off their community garden to walkers and locals, making it hard to wander through. Ask them to meet the community half way by contributing to the park plans. |
It would be great if perimeter street lighting was improved. The council wants us to use public transport. However after sunset the streets are much too dark to walk along despite being 5 minutes from Mt Eden station. I do not feel safe and this will stop me from using the train which is a shame. I certainly will never walk through the park in the dark and i dont know anyone who is comfortable walking in this area after dark. |
Would be nice to not over-develop the area - maintaining a nice green park in the middle of the city is great too. Would be great to have more signage or education at the park around any Maori heritage or links |

Speed calming measures are
required urgently at the newton rd and New north rd ends of Exmouth st as
well as at the entrance to the park on Exmouth st. The speed of vehicles
using Exmouth st as a rat run between New North and Newton roads is (as a
parent) horrifying. Parking alongside the park entrances prevents drivers or
children from seeing each other. |
Don’t do too much to it. Whatever you do must be well and regularly maintained or it becomes more unusable. |

The simplicity of the current
Ted Smythe design and basalt elements by established stone sculptor Stephen
Woodward make Basque Park a really special place. As mentioned the design
hints at: Tāmaki Makaurau vulcanology, Māori maunga terracing and
the water feature emulates a puna (spring). |
How can we improve the process of submitting feedback to Auckland Council? |
It has become very difficult to contact relevant people on Council staff to discuss local issues such as tree maintenance, planting in parks, and parking. The pleasant-sounding people who answer your phones (sometimes after a long wait!) seem to be instructed to prevent the public from talking to anyone in a position to help! |
The first question about frequency of use didn't have realistic timeframes. It went for 1-2 times a week t less than monthly. Poor choices |

Apologies, this isn’t related to this survey specifically but when I signed up for my account and it asked me for my gender identity, the options were unsatisfactory. Gender diverse isn’t a gender identity- it tends to describe people who aren’t cisgender and thus doesn’t work as an option here because someone could be a gender diverse woman or man. You should instead have an option that says “non-binary” instead of “gender diverse” AND have an option for write-in. Thank you |

The park is very wet, getting muddy quite quickly. Better drainage and a path would be useful for walking through the park. This is a very popular place to walk pets from around the area, so removing available space wouldn’t be ideal. But better access such as paths would be helpful and even a few more seats. |

The park needs more trees planted in a more environmentally friendly way. The Nikau planted on the slope of Macauley street look like they've been planted by the military! It would be great to have a mix of trees, include fruit trees and a community vege garden to connect apartment dwellers. A garden similar to the KIngsland one would be great. Small and easy to manage. |

Kiki there are bins and most of the owners do clean up after there doggies. Do you go and see them all when they are down there to say Hi? |

Thank you for the opportunity to provide feedback on Basque Park.
I live next to Basque Park. I like its peace and quiet in a noisy city.
· How you use the park currently - I walk through the park as a shortcut. I see dogs and their owners daily. This is a great social hub for dog owners and dog lovers like me. I have met many locals here via my love for their dogs. I see little kids from the creche nearby enjoying a play in the park without a playground as they don't need one. I often go sit and read my book in the park as do others. People fly kites. Ppl use it for tai chi, walking, yoga and exercise.
· what you would like to see in terms of play options and park development - a playground would be noisy. Maybe a small playground but it is fine as it is. I would like a community garden with fruit trees. I would like a shell path through the park. No scooters or scateboards as they are dangerous for pedestrians.
· how this park could be improved for informal recreation and play - leave as is apart from above suggestions. Off lead area for dogs. Sculptures. Community garden. Pest control to get rid of rats.
· how this park could be improved for whānau and rangatahi (young people). - community garden, leave as is as it is a quiet reprieve from the city noise.

Urgent decision of the Waitematā Local Board
This decision has been made under delegated authority by: Chairperson Genevieve Sage and Deputy Chairperson Greg Moyle, on 26/April/2022.
That the Waitematā Local Board:
a) delegate authority to the chairperson and deputy chairperson, or any person acting in these roles, to make urgent decisions on behalf of the local board, if the local board is unable to meet
b) confirm that the Local Area Manager, chairperson, and deputy chairperson (or any person/s acting in these roles) will authorise the use of the local board’s urgent decision mechanism by approving the request for an urgent decision in writing.
c) note that all urgent decisions made, including written advice which supported these decisions, will be included on the agenda of the next ordinary meeting of the local board.
d) ensure the whole board is informed with regard urgent decisions and given 24 hours to input before the decision is made.
The use of the Urgent Decisions delegation was authorised by the Chairperson, Deputy Chairperson and Glenn Boyd, Local Area Manager. The authorisers are satisfied that the decision is required urgently, and it is not practicable in the circumstances to call an extraordinary or emergency meeting of the local board.

Feedback on the draft submission on the Land Transport Management Amendment Bill.
· The board broadly supports the Auckland Council draft submission.
· endorse a support for those key elements of the Bill that would apply in Auckland.
· Note that a good outcome of the new Bill is that it is underpinned by new objectives prioritising mode-shift, fair and equitable treatment of employees, and improved environment and health outcomes.
· The board supports enabling regional councils to operate public transport services and enabling different asset ownership arrangements.
· Support benchmarking of different service delivery models.
· The board particularly supports the following aspects of the Auckland Council Draft:
- The Council’s request to add and emphasise the relationship between transport and land use.
- The need to ensure that there is coverage and inclusion for Rapid Transit, Ferry, Community- operated, marae-operated (including shuttles) and inter-regional services.
