Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
9 Te Matapaki Tūmatanui | Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.
10 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Manukau Harbour Forum 2022-23 work programme budget reallocation.

Purpose of the report
1. The purpose of this report is for the Manukau Harbour Forum to approve the reallocation of $11,200 balance currently allocated in the 2022-23 Manukau Harbour Forum work programme to fund the part time Manukau Harbour Forum Coordinator resource, to be used to purchase native seedlings to be grown on and utilised at Manukau Harbour catchment restoration events.

Executive summary
2. In August 2022 the Manukau Harbour Forum approved the allocation of $40,000 to continue to fund the existing Manukau Harbour Forum Coordinator role to assist with the delivery of the forum’s goals.
3. Due to other commitments arising the current coordinator has tendered her resignation in late March. There now remains a balance of $11,200 which was allocated to the role.
4. The nine local boards who make up the Manukau Harbour Forum membership collectively fund the work programme have yet to make decisions on any allocations to support the Forum having a 2023/24 work programme.
5. Given the uncertainty of funding, it is not feasible to appoint a new coordinator to take up the remaining of this year’s duties and continue through next year.
6. There is now an opportunity to reallocate the remaining role funding balance to assist local boards ensuring that all financial allocations have impact.
7. Any matter that the funding could be allocated to would need to be expended in this current 22/23 financial year.
8. Staff have identified that a practical opportunity to utilise the available funding would be to support restoration efforts in the catchment through the pre-purchase of native plants from Council supplier nurseries.
9. The Manukau Harbour Forum Communications Plan also identifies the opportunity of the Forum and members to raise their presence through association with events, and restoration planting activities would be a positive and active way in which it can connect with community.
Recommendation/s
That the Manukau Harbour Forum:
a) approve the reallocation of the balance of $11,200 from the 2022/23 Manukau Harbour Forum Coordinator project line to be used to purchase native plants to be grown on and made available for restoration projects in the Manukau Harbour catchment.
