Resolution number HB/2023/57 MOVED by Deputy Chairperson J Parfitt, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) whakamana / authorise under Section 61(2A) of the Reserves Act 1977, a new community ground lease to The Scout Association of New Zealand - Mairangi Bay Scout Group for 166 square meters (more or less) located at 20 Hastings Road, Mairangi Bay on the land legally described as Part Lot 94 Deposited Plan 18893 (Part Allotment SE194 Parish of Takapuna) (Attachment A to the agenda report), subject to the following terms and conditions: i) term – 10 years, commencing 1 December 2023, with two 10-year rights of renewal ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (Attachment B to the agenda report) b) whakaae / approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977 c) tuhi ā-taipitopito / note that iwi engagement for Auckland Council’s intention to grant a new community lease to The Scout Association of New Zealand- Mairangi Bay Scout Group located at Mairangi Bay Park, 20 Hastings Road, Mairangi Bay has been undertaken between 22 March 2023 till 21 April 2023 d) tuhi ā-taipitopito / note that no objections to the notified proposal of the new community lease to The Scout Association of New Zealand - Mairangi Bay Scout Group at 20 Hastings Road, Mairangi Bay were received e) tuhi ā-taipitopito / note lease charges shall be reviewed by the local board in circumstances where there are changes to the Community Occupancy Guidelines 2012. |

Hibiscus and Bays Local Board Feedback on Integrated Transport Plan |

Resolution number HB/2023/60 MOVED by Deputy Chairperson J Parfitt, seconded by Member L Willis: That the Hibiscus and Bays Local Board: a) whakarite / provide the following Hibiscus and Bays Local Board feedback on the Integrated Auckland Transport Plan: i. whakamihi / thank the Mayor for the opportunity to give local board views on a topic that is a top priority for our area, as evidenced by the high number of responses from Hibiscus and Bays residents ii. tautoko / support the proposal to create greater transparency around the funding and therefore construction sequencing of projects, especially given that a lack of transparency has led to a reversals of funding decisions in the past around both the Penlink route and the Glenvar Road / East Coast Road re-alignment project, reversals which has led to an erosion of trust in government delivery of infrastructure iii. tono / request that more information be provided on how the Integrated Auckland Transport Plan interacts with existing Auckland Transport Alignment Project, especially as this new plan does not explicitly include Waka Kotahi NZ Transport Agency, KiwiRail, the Treasury, Auckland Transport or the State Services Commission, all of whom are key agencies with funding and delivery of transport projects in Auckland. iv. tono / request that the Mayor provide greater transparency on what the outcomes of this Integrated Transport Plan are and note this is important because of the high public interest in responding to this in our area despite the lack of information and short notice given v. tono / request that efforts are made by Auckland Council and Auckland Transport to improve the general public’s understanding of the link between reduction of carbon emissions and a consequent reduction in congestion a. tuhi ā-taipitopito / note that many respondents to the Auckland Integrated Transport Plan were opposed to this priority of reducing carbon emissions, often believing that this was short hand for more cycleways, and were unaware of the benefits of this priority in boosting public transport, all active modes of transport and consequently improving air quality and journey times for all. |
