b)      tono / request an investigation report on the stormwater drainage problems, including culverts in William Bays Park and stormwater infrastructure between William Bays, Walton Street and Pinewoods Campground and request staff to report back to the local board with urgency

c)      tono / request a report from council on how the storm funds (one per cent additional rate), if approved in the annual budget can be used locally to address stormwater infrastructure issues, and seek information on how the community can benefit from the central government stormwater fund.

Endorsing the establishment of the Silverdale Area Business Association Business Improvement District programme and targeted rate 2023/2024

a)      whakaae / approve the establishment of Silverdale Business Improvement District programme

b)      tono / request the Governing Body to set the Silverdale Business Improvement District targeted rate as shown in the Annual Budget 2023/2024 at a flat rate of $400 plus GST per rateable property, equating to a Business Improvement District targeted rate grant of $500,000 for Silverdale Area Business Association Incorporated.

i)          $160,000 for Browns Bay BID

ii)         $ 79,000 for Mairangi Bay BID

iii)        $ 290,681.55 for Orewa BID

iv)        $ 19,283.25 for Torbay BID.

Hibiscus and Bays Local, Multiboard and Facilities Grants Round Two 2022/2023 grant allocations

That the Hibiscus and Bays Local Board:

a)      tuhi ā-taipitopito / note the following corrections have been provided based on errors identified within the report:

i)       tuhi ā-taipitopito / note the Transitional Rates Grants budget for the 2022/2023 financial year should read $57,692 (point five states an incorrect figure of $57,472)

ii)      tuhi ā-taipitopito / note the following information was missed from point six and seven in the report: Eight applications were received for the Multiboard Grants Round One 2022/2023 requesting a total of $47,240 and the local board allocated $13,500 to this round at the September 2022 business meeting (HB/2022/131)

iii)     tuhi ā-taipitopito / note the correct figure of $250,824 remains to be allocated in one local and multiboard round and one facilities grant round (point seven states an incorrect figure of $298,626.81)

iv)     tuhi ā-taipitopito / note there are a total of forty-three local grant applications (point eight records an incorrect application number of forty-two)

b)        whakaae / approve the reallocation of budget underspend from the local boards work programme line 2871: Legacy Rates Grants – Hibiscus and Bays (ABS:Opex) of $8,423 to 177: Local Contestable Grants, Economic Development Fund, and Facilities Grant, bringing the total to allocation within round two of the local, multiboard and facilities grants to $259, 247

That the Hibiscus and Bays Local Board:

a)      whakamana / authorise under Section 61(2A) of the Reserves Act 1977, a new community ground lease to The Scout Association of New Zealand - Mairangi Bay Scout Group for 166 square meters (more or less) located at 20 Hastings Road, Mairangi Bay on the land legally described as Part Lot 94 Deposited Plan 18893 (Part Allotment SE194 Parish of Takapuna) (Attachment A to the agenda report), subject to the following terms and conditions:

i)        term – 10 years, commencing 1 December 2023, with two 10-year rights of renewal

ii)       rent – $1.00 plus GST per annum if demanded

iii)      Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (Attachment B to the agenda report)

b)      whakaae / approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977

c)      tuhi ā-taipitopito / note that iwi engagement for Auckland Council’s intention to grant a new community lease to The Scout Association of New Zealand- Mairangi Bay Scout Group located at Mairangi Bay Park, 20 Hastings Road, Mairangi Bay has been undertaken between 22 March 2023 till 21 April 2023

d)      tuhi ā-taipitopito / note that no objections to the notified proposal of the new community lease to The Scout Association of New Zealand - Mairangi Bay Scout Group at 20 Hastings Road, Mairangi Bay were received

Art Partner Interim Service and Funding Approach for 2023/2024

a)      whakaae / approve an interim payment covering the first quarter of 2023/2024 to Mairangi Arts Centre for $22,661.26

b)      tuhi ā-taipitopito / note Estuary Arts Charitable Trust and Centrestage Theatre Company have received local board budget allocation within the FY2022/2023 of $29,875 and $17,925 respectively, tagged to the operational costs in FY2023/2024, which will sufficiently cover the operational expenditure for services in quarter one.

Hibiscus and Bays Local Board Feedback on Integrated Transport Plan

That the Hibiscus and Bays Local Board:

a)     whakarite / provide the following Hibiscus and Bays Local Board feedback on the Integrated Auckland Transport Plan:

i.       whakamihi / thank the Mayor for the opportunity to give local board views on a topic that is a top priority for our area, as evidenced by the high number of responses from Hibiscus and Bays residents

ii.      tautoko / support the proposal to create greater transparency around the funding and therefore construction sequencing of projects, especially given that a lack of transparency has led to a reversals of funding decisions in the past around both the Penlink route and the Glenvar Road / East Coast Road re-alignment project, reversals which has led to an erosion of trust in government delivery of infrastructure

iii.     tono / request that more information be provided on how the Integrated Auckland Transport Plan interacts with existing Auckland Transport Alignment Project,  especially as this new plan does not explicitly include Waka Kotahi NZ Transport Agency, KiwiRail, the Treasury, Auckland Transport or the State Services Commission, all of whom are key agencies with funding and delivery of transport projects in Auckland.

iv.     tono / request that the Mayor provide greater transparency on what the outcomes of this Integrated Transport Plan are and note this is important because of the high public interest in responding to this in our area despite the lack of information and short notice given

v.      tono / request that efforts are made by Auckland Council and Auckland Transport to improve the general public’s understanding of the link between reduction of carbon emissions and a consequent reduction in congestion

a.         tuhi ā-taipitopito / note that many respondents to the Auckland Integrated Transport Plan were opposed to this priority of reducing carbon emissions, often believing that this was short hand for more cycleways, and were unaware of the benefits of this priority in boosting public transport, all active modes of transport and consequently improving air quality and journey times for all.
