Acknowledgement of the passing of Bruce Robertson

That the Papakura Local Board:

 

a)             extend sincere sympathies to the Robertson family on the passing of the local rugby legend, Bruce Robertson. Bruce was an avid Ardmore rugby player (now Ardmore-Marist).  He was a former All Black and Counties (now Counties Manukau) rugby player. He made his Counties debut in 1971 at age 19 and went to play 135 games until retiring in 1982.  He helped lead the side to their sole National Provincial Championship triumph in 1979. He played 34 tests for the All Blacks between 1972 and 1981, 102 matches in total. He will be sadly missed.

a)             acknowledge Susan Lee Moxon (nee Hancock), who passed away suddenly on 1 May 2023. Susan was an active leader of Special Olympics Papakura, and she will be missed with love by the young athletes and families. Loved wife, mother, sister, daughter and friend to so many.

Auckland Transport Update for the Papakura Local Board - May 2023

 

Resolution number PPK/2023/65

MOVED by Chairperson B Catchpole, seconded by Member F Auva'a:  

That the Papakura Local Board:

a)      receive the May 2023 report from Auckland Transport.

b)         agree that as there are no funding sources available for the preferred option for the Waiata Shores bridge (being a low bridge at a cost of $2.7 million with the location nearest to Great South Road) that the project is deferred until funds become available. 

c)          express disappointment that the Bike Hub Papakura is not proceeding with support from Auckland Transport and would encourage Auckland Transport to further engage with mana whenua iwi around this project when budget allows.

d)         request a response and action from Auckland Transport regarding relocating the Ōpaheke Road and Chapel Street bus layovers to Marne Road.

e)          request an update and timeframe for the completion of the previously agreed number of “at grade” parking spaces at the park and ride at Papakura train station extension.

f)           request that Auckland Transport consider issues raised by Helena Fairhurst in the board’s public forum on Settlement Road traffic noise, volumes and speed, and trucks parking near Settlement Road shops, for Auckland Transport investigation and report back.

Waka Kotahi NZ Transport Agency - New Zealand Upgrade Programme South Auckland Package: Manukau to Takaanini Safety and Access report

That the Papakura Local Board:

a)          note the attached report from Waka Kotahi NZ Transport Agency on the New Zealand Upgrade Programme (NZUP) South Auckland Package

 

b)      provide Waka Kotahi New Zealand Transport Agency its views regarding the preferred option and New Zealand Upgrade Programme (NZUP) Manukau to Takaanini access and safety project as follows:

i)           If funding or costs change, which sections would you like prioritised? Noting the project corridor runs along Manukau Station Rd-Redoubt Rd-Mill Rd-Cosgrave Rd (between intersections of Manukau Station Rd/Osterley Way and Cosgrave Rd/Clevedon Rd) the priority is:

1)    Mill Road – Cosgrave Road

2)    Redoubt Road / Murphys Road intersection – with Murphys Road to Alfriston Road is the priority for safety

3)    Manukau Station Road and Redoubt Road

 

ii)         What are the 5 most valued and 5 least valued design features across the project?

 

·       The designation for the Mill Road corridor from Cosgrave Road through to Drury (i.e:  through or around Papakura) is urgently required to provide certainty for future developments.  Development is occurring at a significant pace.  Purchasing properties recently built will add to the cost of the project if the Mill Road corridor designation is not secured.

 

·       The board is concerned about the impact of improved connectivity on the local road network and how that will be managed and funded, for example:  impacts of other local intersections such as Cosgrave Road and Clevedon Road, Settlement Road and Kelvin Road, Kelvin Road and Clevedon Road and other unintended consequences of traffic movement.

 

·       There is a need to address the sequencing in relation to the grade separation of the main trunk line and these projects.

 

·       The board has safety concerns about traffic from side roads off the Mill Road corridor, in particular Murphys Road and Redoubt Road extension, being able to safely merge into Mill Road traffic. 

 

·       There is significant congestion experienced on the corridor currently and even more so if there is an issue closing the motorway.

 

·       The board is of the view that the Mill Road corridor is urgently required as an alternative to the motorway.  The recent fire that closed the motorway caused gridlock and major delays.

 

·       Public transport options need to be investigated for people coming from the east.

 

·       The board supports the provision of eventual four-laning of the Mill Road corridor.

 

·       Roads that intersect the Mill Road corridor need, at a minimum, temporary signalised intersections to improve safety of traffic merging into the corridor.


c)      note that the NZUP Waihoehoe Road Upgrade Project and NZUP State Highway           22 Drury Upgrade Project are progressing through pre-implementation.

d)      provide the following feedback regarding the Waihoehoe Road upgrade project:

 

i)           request Waka Kotahi organise further community discussions to hear the messages firsthand and help the community understand the situation. The local board would be happy to attend and hear the communities’ views being shared with Waka Kotahi.

ii)      request Waka Kotahi investigate options to transition and support Drury Village businesses impacted by the Waihoehoe Road upgrade project.

iii)        the board is concerned about the safety of traffic that will turn right out of Tui Street to travel north on Great South Road or coming from the south turning right into Tui Street which is very close to the proposed four lane signalised intersection.  Tui Street provides access to the Drury Community Hall, cenotaph, Drury Library and the Drury Domain sports fields.

 

iv)        traffic lights will be required at Young Crescent once the Waihoehoe intersection is signalised to allow Drury School traffic to travel north. 

 

v)         the board requests Waka Kotahi confirm that the recent comments from the Minister and budget announcements will not impact on the funding and delivery of these projects as the community require certainty.

Endorsing Business Improvement District (BID) targeted rate grants for 2023/2024

a)      recommends to the Governing Body the setting of the targeted rates for inclusion in the Annual Budget 2023/2024 for the following Business Improvement District (BID) programmes:

i)       $275,000 for Papakura BID.

Urgent Decision: Papakura Local Board Feedback on Land Transport Management (Regulation of Public Transport) Amendment Bill

a)      receive the urgent decision made on 19 April 2023 as set out below, providing local board feedback on the Land Transport Management (Regulation of Public Transport) Amendment Bill:

“The Papakura Local Board:

a)         provide the following feedback on the Land Transport Management (Regulation of Public Transport) Amendment Bill:

i)          Support the proposed legislative intent.

ii)         In particular, the board is supportive of the clarification of on-demand public transport services.  The board has piloted an on-demand service which encompasses the Waiata Shores, Conifer Grove, Takanini and Papakura Town Centre areas.  The service has exceeded patronage expectations.”

Urgent Decision - Papakura Local Board Input into the Integrated Auckland Transport Plan

a)      note the urgent decision dated 12 May 2023 on the Integrated Auckland Transport Plan as follows:

“That the Papakura Local Board:

a)      provide the following feedback on the Integrated Auckland Transport Plan:

i)          Question One – The plan proposes four guiding principles that will underpin work on the integrated transport plan. How important are each of these guiding principles?

Choose one: Extremely important, very important, important, somewhat important, not important.

·       Reduce carbon emissions from the transport sector – extremely important

·       Target investments to the most significant challenges - important

·       Prioritise investments to achieve best value for money - extremely important

·       Make better use of our existing road and public transport networks - important.

 

ii)         Question Two – Development of this plan will require us to prioritise different objectives and have different types of projects proceeding at different times.  How important are each of these priorities to you?

Choose one: Extremely important, very important, important, somewhat important, not important.

·               Improving transport access for Aucklanders that have poor access to jobs, education and services – very important

·               Auckland’s transport network allows efficient movement of people and goods around our city – very important

·               Auckland’s transport system can cope with disruption from extreme weather events – extremely important

·               Upgrades to roads in industrial areas to support the efficient movement of freight around Auckland – support

·               Sealing unsealed (gravel) roads in rural areas of Auckland – neutral

·               Removal of railway level crossings to separate trains and cars to allow more trains and reduce traffic congestion – strongly support

·               Accelerating electrification of our bus and ferry fleets – strongly support

·               Improvements to ferry services and terminals, so ferries can run more reliably and frequently – support

·       Upgrades to our rail network to allow trains to run more often – strongly support

 

iv)        Question Four - Are there any transport projects you would like to see prioritised that are not in the list just mentioned?

 

·               Create a T2 bus lane on the Takanini straight, Great South Road from Selwyn Oaks Residential home to the Takanini interchange by removing the on-road cycleway and parking.

·               Create a separated shared pathway along Great South Road from the Takanini Interchange to Papakura town centre.

·       Signalising significant intersections that should have been signalised years ago, such as:

·       Murphys Road and Mill Road

·       Mill Road and Redoubt Road extension.

 

v)      Question Five - Do you have any comments about the specific projects just mentioned or in general about transport in Auckland?

vi)     Question Six – Is there any other feedback you would like to give about transport in Auckland?

 

The AT Local on-demand ride share pilot in Papakura that replaced bus route 371 has been a great success. Patronage figures are much higher than for the standard bus service and are continuing to grow. 

 

The board is therefore a strong advocate for bus services with lower rates of patronage to be replaced with more on-demand ride share services.

 

vii)    Question Seven – Is there any other feedback you would like to give on something else?

 

The Local Government (Auckland Council) Act 2009 requires local board views to be taken into consideration when developing strategies, policies, plans and bylaws. The board is concerned that it appears local board views on the Integrated Transport Plan are being sought at such a late stage in the process.
