Resolution number FR/2023/83 MOVED by Chairperson A Fulljames, seconded by Member A Hopkins: That the Franklin Local Board: a) acknowledge Dr Joyce Cowan of Clevedon for the 2023 Kings Birthday Honours, as an Officer of the New Zealand Order of Merit, for services to midwifery. Dr Cowan has provided community and hospital-based care to pregnant women and babies throughout South Auckland since 1970. CARRIED |

Resolution number FR/2023/84 MOVED by Chairperson A Fulljames, seconded by Deputy Chairperson A Cole: That the Franklin Local Board:
a) acknowledge Carol McKenzie-Rex, Franklin resident and Local Board Area Manager for Franklin, Papakura and Manurewa, for her 20 year public service to Manukau City Council and Auckland Council.
Carol began at Manukau City Council in 2004 as a community advisor and then Auckland Council upon amalgamation as part of the newly formed Local Board Services department.
Carol is highly respected by both elected members and council staff and has made an immense contribution to Franklin in her advisory capacity, including supporting boards to improve working relationships with Mana whenua and understanding of te ao Māori. She has championed the Ara Kōtui programme, the Tuia (Rangatahi mentorship) programme and the use of te reo and tikanga at inauguration ceremonies and business meetings. As a board we could trust that Carol would respect and support board members to champion local outcomes and equity of service from the organisation for our communities with integrity, patience, empathy and professionalism.
The board wishes Carol the very best on her retirement from council and have greatly valued her advice and guidance, and thanks her for her service to communities in the Franklin Local Board area. |

A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. |

Resolution number FR/2023/87 MOVED by Chairperson A Fulljames, seconded by Deputy Chairperson A Cole: That the Franklin Local Board: a) approve the draft Franklin Local Board Plan 2023 for inclusion in the statement of proposal (tabled at the meeting). b) delegate authority to the Chairperson to approve final changes to the draft Franklin Local Board Plan 2023. c) adopt the summary of the draft Franklin Local Board Plan 2023 (tabled at the meeting). d) adopt the statement of proposal for public consultation using the special consultative procedure (Attachment A). e) approve a Have Your Say event for Saturday 29th July 2023, 11am-1pm at Franklin: The Centre, 12 Massey Ave, Pukekohe, noting the board may add other additional events at other locations across the local board area at their discretion. f) delegate to the following elected members and staff the power and responsibility to hear from the public through ‘spoken’ (or New Zealand sign language) interaction, at the council’s public engagement events, during the consultation period for the local board plan: · local board members and chairperson · General Manager Local Board Services, Local Board Services Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor · any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer. |

Resolution number FR/2023/88 MOVED by Chairperson A Fulljames, seconded by Member A Kinzett: That the Franklin Local Board: a) adopt the local content for the Annual Budget, which includes the Franklin Local Board Agreement 2023/2024, the message from the chair, and approved local board advocacy (Attachment A) b) adopt a local fees and charges schedule for 2023/2024 (Attachment B) c) approve work programme activities relating to local board agreement performance measures and to community groups who rely on funding in July 2023 (Attachment C) with the following addition: i) ID 3936 Franklin Hub Services – Programming and Outreach, $69,906. d) delegate authority to the Chair to make any final changes to the local content for the Annual Budget 2023/2024 (the Franklin Local Board Agreement 2023/2024, message from the chair, and local board advocacy) e) note that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the Annual Budget 2023/2024, including each Local Board Agreement, on 29 June 2023. |
