Acknowledgement of the Passing of Annette Gunson

That the Papakura Local Board:

a)          extend sincere sympathies to the Gunson family on the passing of loved friend, Patron, and fellow Historical Society member Annette Gunson. She spent many years keeping in touch with elderly members and helping people. Her knowledge of local history and where to find information in the research room in the Museum, that she ran for many years, was legendary. She will be sadly missed.

Approval for a new public road name at 3 Te Napi Drive, Conifer Grove (Waiata Shores Development)

 

Resolution number PPK/2023/80

MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson:  

That the Papakura Local Board:

a)      approves the name Noel Hayden Street (applicant’s preferred name) for the new public road created by way of subdivision at 3 Te Napi Drive, Conifer Grove in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90107039, resource consent references BUN60395518 and SUB60395580).

Adoption of the Papakura Local Board Agreement 2023/2024

 

The Papakura Local Board Agreement 2023 was tabled at the meeting. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number PPK/2023/81

MOVED by Chairperson B Catchpole, seconded by Member G Hawkins:  

That the Papakura Local Board:

a)      adopt the local content for the Annual Budget, which includes the Papakura Local Board Agreement 2023/2024, the message from the chair, and approved local board advocacy (Attachment A – as attached to the minutes)

b)      adopt a local fees and charges schedule for 2023/2024 (Attachment B)

c)      approve work programme activities relating to local board agreement performance measures and to community groups who rely on funding in July 2023

d)      delegate authority to the Chair to make any final changes to the local content for the Annual Budget 2023/2024 (the Papakura Local Board Agreement 2023/2024, message from the chair, and local board advocacy)

e)      note that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the Annual Budget 2023/2024, including each Local Board Agreement, on 29 June 2023.

Draft Papakura Local Board Plan 2023

 

An updated version of the Draft Papakura Local Board Plan 2023 was tabled at the meeting. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number PPK/2023/82

MOVED by Chairperson B Catchpole, seconded by Member A Webster:  

That the Papakura Local Board:

a)      approve the draft Papakura Local Board Plan 2023 for inclusion in the statement of proposal. (Attachment A)

b)      delegate authority to the Chairperson to approve final changes to the draft Papakura Local Board Plan 2023.

c)      adopt the summary of the draft Papakura Local Board Plan 2023 (Attachment B)

d)      adopt the statement of proposal for public consultation using the special consultative procedure (Attachment C)

e)      approve the following Have Your Say events during the consultation period:

·                Have Your Say – Wednesday, 2 August 2023, 10.30am -12 noon – Sir Edmund Hillary Library, Papakura.

·                Have Your Say – Wednesday, 9 August 2023, 10.30am -12 noon –Te Paataka Koorero o Takaanini - Takaanini Library and Community Hub, Takaanini.

f)       request that the local engagement staff produce a video that can be shared through local channels, to enable Papakura communities to access and understand the draft 2023-2026 Local Board plan and objectives.

g)      delegate to the following elected members and staff the power and responsibility to hear from the public through ‘spoken’ (or New Zealand sign language) interaction, at the council’s public engagement events, during the consultation period for the local board plan:

·                local board members and chairperson

·                General Manager Local Board Services, Local Board Services Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

·                any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.
