6 Te Mihi | Acknowledgements
Member V Short acknowledged and congratulated local band Rumpus Machine for winning best song for their original song ‘Summer Daze’ at the Smokefree Rockquest North Shore Regional Finals on 9 June 2023.
Member G Walden acknowledged deputy chairperson J Parfitt for receiving the Paul Harris Fellow Award from Browns Bay Rotary Club for her services to the community.

Resolution number HB/2023/76 MOVED by Deputy Chairperson J Parfitt, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) whakamihi / thank Martin Adlington for his presentation and attendance at the meeting b) tono / request a report from staff on the stormwater drainage problems in, and immediately surrounding Glen and Bute Roads, Browns Bay and request staff to report back to the local board with urgency c) tono / request a report from staff to investigate if the contracted frequency of street sweeping along Glen and Bute Roads, Browns Bay will be part of the ‘Making space for water’ initiative labelled ‘Increased Maintenance’ d) tono / request a report from the Arborist about the tree on council land referred to in Mr Adlington’s presentation in Glen Road, Browns Bay, and how this is impacting infrastructure. |

Resolution number HB/2023/79 MOVED by Deputy Chairperson J Parfitt, seconded by Member A Poppelbaum: That the Hibiscus and Bays Local Board: a) whakaae / approve, under Section 54(1)(b) of the Reserves Act 1977 a new community ground lease to the Browns Bay Marine Centre Trust for 438 square meters (more or less) located at 10-12 Beachfront Lane, Browns Bay on the land legally described as Part Lot 10 and Part Lot 11 Deposited Plan 10786 (Attachment A to the agenda report), subject to the following terms and conditions: i) term – 10 years, commencing 30 June 2023, with one 10-year right of renewal ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (Attachment B to the agenda report) b) whakaae / approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977 c) tuhi ā-taipitopito / note lease charges shall be reviewed by the local board in circumstances where there are changes to the Community Occupancy Guidelines 2012. |

Resolution number HB/2023/80 MOVED by Member V Short, seconded by Member S Mills: That the Hibiscus and Bays Local Board: a) whakaae / grant, under Section 54(1)(b) of the Reserves Act 1977, a new community ground lease to The Scout Association of New Zealand – Taiaotea Air Scout Group for an area comprising 177 square meters (more or less) located at 702 Beach Road, Browns Bay on the land legally described as Lot 82 Deposited Plan 16541 (Attachment A to the agenda report), subject to the following terms and conditions: i) term – 10 years, commencing 1 July 2023, with one 10-year right of renewal ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (Attachment B to the agenda report) b) whakaae / approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977 c) tuhi ā-taipitopito / note that any lease charges shall be reviewed by the local board in circumstances where there are changes to the Community Occupancy Guidelines 2012. |

Resolution number HB/2023/81 MOVED by Member G Walden, seconded by Member A Poppelbaum: That the Hibiscus and Bays Local Board: a) whakaae / approve public notification of the local board’s intention to vary the Mairangi Bay Reserves Management Plan (Attachment A to the agenda report) and invite written suggestions on the proposed variation b) whakaae / approve the scope of the Mairangi Bay Reserves Management Plan variation to address the effects of coastal hazards and sea-level rise on the reserve, which would involve updating the concept plan and any relevant polices in the reserve management plan c) tono / request engagement is undertaken with Watercare to ensure that the timeframes for reinstatement of the Mairangi Bay Reserve align with when the outcomes of the variation to the management plan are clear. |
