Vector - update on Tāmaki Makaurau Auckland's electricity resilience

Purpose of the report
1. To whiwhi / receive an update from Vector regarding its Tāmaki Makaurau Auckland Programme with specific reference to electricity resilience, as New Zealand increases its reliance on electricity – including for transport.

2. The Transport and Infrastructure Committee has responsibility for the oversight of major transport and infrastructure matters that affect the Auckland region.
3. Vector is New Zealand's largest distributor of electricity and gas, owning and operating networks which span the Auckland region. This presentation will be focused on the electricity, rather than the gas network.
4. The Chief Executive and Chief Operating Officer – Electricity, Gas, Fibre – from Vector will provide an overview and update of its approach with specific reference to electricity resilience and supply.

Purpose of the report
1. To whiwhi / receive an update from Waka Kotahi regarding projects in southern Tāmaki Makaurau Auckland.

2. The Transport and Infrastructure Committee has responsibility for the oversight of major transport and infrastructure matters that affect the region.
3. Waka Kotahi NZ Transport Agency is the Crown entity tasked with promoting and funding safe and functional transport by land, including the responsibility for driver and vehicle licensing, and administering the New Zealand state highway network.
4. Waka Kotahi’s Auckland Programme is an important part of the regional transport delivery programme and staff from Waka Kotahi will provide an overview of transport and partnerships in Auckland and matters raised in previous meetings of the committee.

1. To whiwhi / receive an update from Ports of Auckland Limited.

2. The Transport and Infrastructure Committee has responsibility for the oversight of major transport and infrastructure matters that affect the Auckland region.
3. Ports of Auckland Limited (POAL) provides container terminal handling, bulk cargo handling, freight hubs, cruise industry facilities, and other services. Although Auckland Council owns 100 per cent of POAL, it is governed under the Port Companies Act 1988 and is not a council-controlled organisation (CCO).
4. Senior Staff from POAL will attend to provide an update on work done with Sea Bulk on their proposal to the Transport and Infrastructure Committee (received 18 May 2023, resolution number TICCC/2023/55) regarding electric ferry cargo shuttle between Ports of Auckland and Highbrook.

Update on the Auckland Large-Scale Project area programme

Purpose of the report
1. To provide an update on Auckland’s large-scale project areas.

Executive summary
2. The Transport and Infrastructure Committee has responsibility for the oversight of infrastructure funding mechanisms and agreements, including agreements with the Crown.
3. Kāinga Ora is partnering with Auckland Council, alongside developers, iwi, and government agencies to deliver urban development projects in Auckland. The large-scale project (LSP) areas within Auckland include the precincts of Tāmaki, Māngere, Mount Roskill along with the smaller areas of Oranga and Northcote.
4. In September 2022 Auckland Council and the Crown signed a Memorandum of Understanding (MoU) relating to the Auckland large-scale project areas. The purpose of this MoU is to facilitate aligned strategic planning, investment and delivery of the bulk and local infrastructure required to enable housing growth in these areas.
5. The Crown announced the allocation of $1.7 billion of the Housing Acceleration Fund (HAF) in March 2021 to increase the supply of houses and improve affordability for homeowners and renters within Kāinga Ora’s LSP areas for Auckland.
6. Staff from Kāinga Ora and the council will provide an update on progress of the large-scale projects at the Transport and Infrastructure Committee’s 20 July meeting.

Transport Officers and experiences on the Public Transport Network

1. To whiwhi / receive an update from Auckland Transport’s Officers on their experiences on the public transport network.

2. The Transport and Infrastructure Committee has responsibility for the oversight of major transport and infrastructure matters that affect the Auckland region.
3. Auckland Transport is a Council Controlled Organisation (CCO) of Auckland Council. Auckland Transport designs, build and maintains Auckland’s roads, ferry wharves, cycleways and walkways, coordinates road safety and community transport initiatives such as school travel, and plans and funds bus, train, and ferry services across Auckland.
4. To support the delivery of its services Auckland Transport has a team of transport officers who are responsible for improving passenger safety, security, addressing antisocial behaviour and assisting with incidents and emergencies on the public transport network. Staff from Auckland Transport will share some of their experiences of working on the public transport (PT) network to help inform decision making and understanding of their role by the committee.
