a)      whakaae / approve the Local Board Transport Capital Fund 2022-2025 in part as follows:

i)       whakaae / approve the allocation of $375,000 to install a new raised zebra crossing at 81 Saddleback Rise, Murrays Bay

ii)      whakaae / approve the allocation of $150,661 for the installation of safety improvements such as ‘slow’ and ‘school’ road markings and red carpet treatments in the vicinity of schools and pre-schools in East Coast Bays

iii)     whakaae / approve the allocation of $30,000 for installation of planter boxes or bollards at 1040 Beach Road, Torbay

iv)     whakaae / approve the allocation of $375,000 for the installation of a raised table crossing at 141 Deep Creek Road, Torbay

v)      whakaae / approve the allocation of $1,300,000 for the installation of pedestrian safety improvements at the intersection of Whangaparāoa Road and Hibiscus Coast Highway including extending footpath connections and creating a safe crossing

That the Hibiscus and Bays Local Board:

a)      whiwhi / receive the updated financial information on the provision of early childhood education services

b)      tuhi ā-taipitopito / note that council staff remain available to respond to any local board queries

c)      tuhi ā-taipitopito / note the decision of the Governing Body on 8 June 2023 (GB/2023/100) to withdraw from the direct provision of Kauri Kids early childhood services as a regional service

d)      whakahē / confirm that the local board will not take over the direct delivery of early childhood education services at Stanmore Bay and East Coast Bays Kauri Kids centres

e)      whakahē / express disappointment with the Governing Body’s decision to exit the delivery of Kauri Kids early childhood education centres within three months, noting the difficulties for:

i.          families to find alternative early childhood education providers that have space available for their children;

ii.         families to settle their children into the early childhood education centre before officially starting; and

iii.        kaiako / teachers of the centres to explore other employment opportunities.

f)       tuhi ā-taipitopito / note that the proposed three month exit from Kauri Kids early childhood education services is an insufficient period of time for families to find, and get children accepted on waitlists for another early childhood education centre (bearing in mind that many centres only accept one new child at a time and there is a standard period of two weeks required for families to settle the child into the new centre before they start)

g)      whakaae / approve the continuation of the early childhood education services for the remainder of the calendar year (until 22 December 2023) using Locally Driven Initiative opex funding; and allocate the required additional Local Driven Initiative funds in the 2023/2024 financial year work programme, based on a pro-rata calculation and other local board decisions on early childhood education services, to be confirmed by staff

h)      tono / request that this currently confidential report become publicly available information as soon as possible when the withholding reasons s7(2)(b)(ii) and s7(2)(h) are no longer relevant under the Local Government Official Information and Meetings Act (1987)

i)       tono / request that these resolutions be circulated to the following local boards that have Kauri Kids early childhood education centres:

i.          Devonport-Takapuna Local Board

l)       tuhi ā-taipitopito / note that the Governing Body decision requires investment from existing, limited, local board funding, to continue the delivery of the services at Stanmore Bay and East Coast Bays Kauri Kids centres.

m)     tuhi ā-taipitopito / note that the six local boards who currently directly provide early childhood education services have had an extremely limited period of time (six weeks) to consider the options, with necessary financial information only being made available one week prior to this business meeting, despite it being requested in 2022

n)      tuhi ā-taipitopito / note the local board’s disappointment that it has been placed in an untenable position by the Governing Body in this regional issue and decision, compounded by a lack of information or proper, fair consultation conducted with parents and staff

o)      tuhi ā-taipitopito / note that in its decision making, the local board considered it did not have a strong enough mandate to fund these services under the guidance of Hibiscus and Bays Local Board Plan 2020 or draft Hibiscus and Bays Local Board Plan 2023

p)      tuhi ā-taipitopito / note that 4.9 per cent of Hibiscus and Bays Local Board area respondents to the Annual Budget 2023/2024 made reference to the proposal to end the direct provision of early childhood education services, with the majority of those who referred to the service wanted to retain the service

q)      whakamihi / acknowledge the amount of correspondence the local board has received from both families of children and staff at Kauri Kids centres who have sought the local board to provide certainty in exiting the service

r)       tuhi ā-taipitopito / note that upon investigation of five comparable early childhood education services in the vicinity of East Coast Bays Kauri Kids as one example (providing at least six month old – five year old childcare services) there is a mean waitlist time of 7.5 months for under two year olds and 4.5 months for over two year olds (noting that this waitlist data is just a crude measure and not indicative of the time it takes in reality for families to find a centre that is right for their child)

s)      tuhi ā-taipitopito / note that both Stanmore Bay and East Coast Bays Kauri Kids centres currently have children who are neurodiverse who benefit considerably from smaller early childhood education centres, and for whom a change of centre and teachers will be a significant change that will likely require longer transition periods before officially starting

t)       whakamihi / acknowledge the excellent and long-term provision of early childhood education that the kaiako / teachers in both the Stanmore Bay and East Coast Bays Kauri Kids centres have provided to children, creating a safe and caring environment as acknowledged in their Education Review Office reports over the years

u)      whakamihi / acknowledge that early childhood education is an important community service that plays a vital role in the education, safety and well-being of tamariki and as such the Hibiscus and Bays Local Board currently supports the provision of affordable early childhood education by:

i.          providing subsidised community leases to seven early childhood education facilities in the local board area

ii.         Ko te wai he taonga: Water is a treasure

iii.        Zero Waste Early Childhood Education programmes.

Community Provision Investigation for Wainui and Silverdale - Report back

That the Hibiscus and Bays Local Board:

a)         whiwhi / receive the Auckland Council’s Wainui and Silverdale community provision investigation report

b)        whakahē / do not support the community provision investigation findings for Wainui and Silverdale, as follows:

i)       tono / request that the Planning, Environment and Parks Committee be very cautions in adopting the findings of this report due to fundamental errors, in the Auckland Unitary Plan zoning of Milldale, is erroneously classified as future urban in both the 2023 report and the previous report in 2022, yet has been zoned residential following a private plan change hearing in 2016, which means that the majority of the residents in the Wainui sub-area are more than 10km from Ōrewa Library, most venue hire locations, Stanmore Bay Leisure and Pool, and other indoor courts, 10km being a distance that is prescribed as necessary when considering what is a service catchment

 ii)     tono / request that the Planning, Environment and Parks Committee be advised the current catchment of Ōrewa Library, is already exceeding the 41m2/1000 population which is the standard in the Community Facilities Network Plan without accounting for future growth

A)        tuhi ā-taipitopito / note the Statistical Areas of Ōrewa North, Hatfields Beach, Ōrewa Central, Ōrewa South, Millwater North and South, Kingsway, Silverdale Central and South, and Red Beach East and West is estimated by Statistics New Zealand to have a population of 36,310 in 2022 by Statistics New Zealand

B)        tuhi ā-taipitopito / note that the floor area of Ōrewa Library is 914m2, which according to the standard in the Community Facility Network Plan should be suitable for a population of up to 22,292, a figure already exceeded by 14,000 not including the (as at 2022) 2,000+ people currently in the new and fast-growing suburb of Milldale.

c)         tono / request that the Planning, Environment and Parks Committee accepts there is a gap in the provision for aquatic facilities, as the existing facilities in Stanmore Bay already have a catchment of over 60,000 people within a 10km radius, and the Northern Arena pool facility, listed as being an alternative option, should be not considered part of the provision for aquatic facilities, as it is a private high performance swim training facility and it is not fit for purpose as a recreational aquatic facility, nor is it intended to be by the owners

d)        tono / request that school indoor courts are not an acceptable part of indoor court provision without any investigation or assessment of whether school facilities would be available for and open for public use. In addition, information on if school indoor courts are available at times that the public need access, and at cost that is reasonable and affordable for the users is unknown

i)       advise that Harbour Sport has presented to the Hibiscus and Bays Local Board earlier in 2023, indicating that there is a significant shortfall of sport facilities within schools in the catchment, and many children cannot play sport as the distances to nearby facilities on the North Shore are too great and a huge cost barrier for families

ii)      tuhi ā-taipitopito / note that the report incorrectly identified the Bonair Crescent Park, with the half court as Milldale, however this is located in Millwater.

e)         tono / request  that the Planning, Environment and Parks Committee seek further opinions on the interpretation of projected population figures as the Research, Investigation and Monitoring Unit, has urged caution in interpreting data on current population from the i11v6 figures, due to dramatic changes post COVID-19 in internal and external migration flows, but the correspondence has indicated that the Statistical Areas of Red Beach and Millwater South are two of the highest growing areas in Auckland with growth estimates of over 1,000 people – comparable to Hobsonville, Flat Bush and other green field areas in Auckland

f)          tono / request the Parks, Environment and Planning Committee be cautious with the methodology of using Auckland Council Land Use Scenario i11v6 growth figures in paragraph six of the report without greater interpretation and analysis. For example, the report lacks any reference to the Crown Infrastructure Agreement in place for the development of Milldale and the growth that has happened since 2018 has allowed for 4,500 dwellings by 2030, and over 1,000 have already been built

g)        tono / request that the Planning, Environment and Parks Committee consider the importance of the revising this provision study, as any need found for provision does not require extra funding from the community, rather it spreads the existing development contributions that are levied in the area of Wainui/Silverdale across a broader range of community infrastructure

h)        tono / request that the Hibiscus and Bays Local Board presents to the Planning, Environment and Parks Committee to speak to the feedback.
