Approval of the 2023/2024 Maungakiekie-Tāmaki Local Board Customer and Community Services work programme

MOVED by Member T Woodcock, seconded by Member N Henry:  

That the Maungakiekie-Tāmaki Local Board:

a)          approve the 2023/2024 Customer and Community Services work programme and its associated budget (Attachment A to the agenda report),with the following additions:

i)           Onehunga Christmas in the park -  $20,000

ii)          Local Community Grants – $16,000

b)         note the board’s intention to support the development of a masterplan for Fergusson Domain as soon as possible.

c)      approve in principle the 2024/2025 and 2025/2026 Customer and Community Services – Parks and Community Facilities only work programme (Attachment A to the agenda report).

d)      approve the Risk Adjusted Programme projects identified in the 2023/2024 Customer and Community Services work programme (Attachment A to the agenda report).

e)      provide feedback for consideration by the Planning, Environment and Parks Committee on projects funded from the Slips Prevention, Local Parks and Sports Field Development budgets (Attachment C to the agenda report).

i)               request the Governing Body consider to retain and bring forward part of the growth-funding for Maybury Reserve, to enable the proposed playground to progress ahead of the other upgrades intended in the reserve, following through from the locally funded Maybury Reserve Concept Plan.

ii)             recommend that investigation is undertaken for local boards to have greater decision making in how growth funding is allocated within an area of growth and intensification, based on the priorities and needs of our growing community, in line with increased decision-making responsibilities.

f)       note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development budgets is subject to approval by the Planning, Environment and Parks Committee.

Maungakiekie-Tāmaki Local Board Grants Programme 2023/2024

That the Maungakiekie-Tāmaki Local Board:

a)          adopt the Maungakiekie-Tāmaki Grants Programme 2023/2024 in Attachment A.

b)           note changes made to the grants programme this round to cater for events and other community activities taking into consideration our diverse communities and being inclusive, noting some funding has been reduced in other work programme activities from previous years.

c)           Note that given the tight fiscal environment, we encourage community groups and organisations that may not be funded through other work programme activities to apply for funding through our local community grants programme.

2025 Auckland Council elections - electoral system

MOVED by Member D Allan, seconded by Member T Woodcock:  

That the Maungakiekie-Tāmaki Local Board:

a)          whakarite /provide feedback to the Governing Body as follows:

i)           support the continued use of the First Past the Post voting system, noting our priority of building engagement with our communities and that the voting experience should be as simple as possible for the voter.

ii)          request that in the future local boards are provided with opportunities to better understand the advice surrounding the Single Transferrable Voting System and be part of the discussion to understand whether and how this could be made effective and accessible for our communities.

Waiheke Local Board resolutions - Caulerpa brachypus

 

Resolution number MT/2023/92

MOVED by Member N Henry, seconded by Member P McGlashan:  

That the Maungakiekie-Tāmaki Local Board:

a)          alongside the Manukau Harbour Forum and other local boards, support the Notice of Motion and resolutions from the Waiheke Local Board dated 26 July 2023 regarding Caulerpa:

i)           note extreme concern regarding the current status of Caulerpa and its threat to the biodiversity and health of our ocean and supports the decision of the Hauraki Gulf Forum on this matter (resolution number HGF/2023/8)

ii)           back the calls from the Ngāti Paoa Iwi Trust and other iwi and hapū, the Hauraki Gulf Forum, and community organisations, for a step change in New Zealand’s approach from containment to containment and eradication, with whole system engagement, and trials of hydraulic removal methods.

iii)         urge the provision of Crown funding to mana whenua and community organisations for proactive underwater surveillance.

iv)         support an urgent and thorough assessment of the likely economic, social, cultural and ecological impacts of the spread of Caulerpa.

v)           call for reconsideration of the current prohibition on impacted communities engaging in the active removal of Caulerpa

vi)         request publicly available mapping of known Caulerpa sites which is accurate and updated in a timely fashion.

vii)        delegate to the Chair and Deputy Chair oversight of the follow-up on this issue to ensure that this is effectively taken up with the parties concerned.  

 

b)         note that according to international evidence, it’s clear that Caulerpa brachypus can destroy biodiversity and health of our awa and marine plants, affect source of food for fish and marine life. This requires further investigation and to monitor and control spread of this plant from Hauraki Gulf and to other parts of New Zealand waters.

 

c)          endorse all efforts to urgently eliminate Caulerpa from the Hauraki Gulf and anywhere that it occurs in New Zealand waters.
