a)         whakaae / approve the name Hanga Place for the new private road created by way of subdivision at 159 and 161 Gray Avenue, Papatoetoe, in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90107693, resource consent references BUN60333914 and SUB60333917).

2025 Auckland Council elections - electoral system

That the Ōtara-Papatoetoe Local Board:

a)          whakarite / recommend to the Governing Body that the First Past the Post electoral system is continued for the 2025 elections and not changed to Single Transferable Voting

b)         tuhi ā-taipitopito / note the voter turnout in Ōtara-Papatoetoe Local Board area was the lowest in the recent elections and introducing a change to a more complex voting system such as the Single Transferable Voting will be a barrier for voters with the risk of reducing voter participation

c)          tuhi ā-taipitopito / note if STV voting system is selected anytime in the future that it should be accompanied by a strong public education campaign with a key focus on diverse communities with low voter participation

d)         tautokongia / support work to urgently progress online voting for future local elections.

Approval of the 2023/2024 Ōtara-Papatoetoe Local Board Customer and Community Services work programme

 

The local board budget allocation Attachment A – did not align with the totals in ‘Table 7: Page no.165 which is incorrect.

 

The updated table was tabled at the meeting and a copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

That the Ōtara-Papatoetoe Local Board:

a)      whakaae/ approve the 2023/2024 Customer and Community Services work programme and its associated budget (Attachment A to the agenda report)

b)      tono/ request officers provide a summary of the trends in local community grants applications (workline #340) twice a year that details the top 10 applications for the period by amount granted, the proportion of grants that meet local board plan priorities, number of applications by status (approved and withdrawn) and any other data that would be helpful in informing the local board of trends in community grants

c)      whakaae/ approve in principle the 2024/2025 and 2025/2026 Customer and Community Services – Parks and Community Facilities only work programme (Attachment A to the agenda report)

d)      does not agree to the reduction in rubbish bins across the Otara-Papatoetoe area as that has not been consulted on in detail and due to the anticipated impact on the look and feel of public places, the likely increase in loose litter, illegal dumping and pests

e)      tono/ request that Parks and Community Facilities closely monitor and report the impact of any reduction of the bins (including financial, public complaints and any increased requests for service) if they are implemented

f)       tuhi ā-taipitopito / note that an updated Attachment A has been provided and was tabled at the meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

b)      tuhi ā-taipitopito / note that council staff remain available to respond to any local board queries

c)       tuhi ā-taipitopito / note that the decision to not fund ECE services was made by the   Governing Body and that the local board is unable to use its already reduced budget to fund this service, especially when the decision to exit delivery was not made by the Ōtara-Papatoetoe Local Board

d)      whakaae/ agree not fund the direct delivery of ECE services in the Ōtara-Papatoetoe Local Board area

e)       tono/ request further information from the staff on options for activating facilities vacated by ECE services

f)       whakaae / agree to express concern at the tight timeframe provided for the local board to make a decision on the provision of the ECE service

g)      whakaae / agree to express concern at the lack of discussion with communities on the provision of the ECE service by local boards as per the Governing Body’s resolution GB/2023/100, due to the confidential nature of the topic

h)      tono / request that staff consider the impact of discontinuing this service on low-income families and implement a transition approach that supports their needs

i)        whakaae / agree that the decisions be released in the open minutes, but the report and its attachments remain confidential
