a) extend sincere sympathies to the van Wijk family on the passing of local community leader Jan van Wijk. Jan was the long-serving Chair of the Conifer Grove Residents Association, and achieved a great deal for the Papakura community. He will be sadly missed. |
Secretariat note: a one-minute silence was taken at this point to remember Jan van Wijk and those who passed away due to the shooting event that occurred in Auckland on Thursday 20 July 2023.

b) request that the Community Lease Advisor contact Papakura Support and Counselling Services and Papakura Citizens Advice Bureau located at 57R Wood Street, with a view to these groups being placed on an expressions of interest list for a larger premises.
c) approve in principle the 2024/2025 and 2025/2026 Customer and Community Services – Parks and Community Facilities only work programme (Attachment A to the agenda report).
d) approve the Risk Adjusted Programme projects identified in the 2023/2024 Customer and Community Services work programme (Attachment A to the agenda report).

Resolution number PPK/2023/109 MOVED by Chairperson B Catchpole, seconded by Member K Hieatt: That the Papakura Local Board: a) whiwhi / receive the council-controlled organisation update on the work programme (Apr-Jun 2023) and anticipated milestones and engagement approaches for Quarter One (Jul-Sep 2023), noting the following feedback: Auckland Transport
i) provide the following feedback to Auckland Transport on the first and last rail journey project:
1) The location of the gates to access the Papakura train station platforms needs reassessment as the current location creates confusion, congestion and impedes the flow of passengers embarking and disembarking. This will be exacerbated by the Te Huia train stopping at Papakura train station for the foreseeable future.
2) People want secure bike racks within the train station hop card zone. This is viewed as a more secure environment as potential thieves would have to use a hop card to access the area.
3) The ramp at the rear of the Cash converters and Liquorland businesses on Railway Street needs to loop back to the train station. The current orientation is not safe after dark.
ii) advocate to Auckland Transport for projects relating to Papakura in the Auckland rail programme business case requiring funding through the Regional Land Transport Plan process.
iii) advocate to Auckland Transport for the progression of the upgrade of Hingaia Road and the Hingaia Road / Oakland Road intersection as part of the Regional Land Transport Plan process.
iv) request an update from Kiwirail on the continual rail service outages.

v) thank Watercare for their excellent communication and engagement on projects and issues in the Papakura Local Board area. Eke Panuku
vi) thank Eke Panuku for their communication and engagement on projects in the Papakura Local Board area. Tātaki Auckland Unlimited
vii) request that engagement on the Southern Auckland Economic Masterplan change from consult to collaborate noting the high level of impact and opportunity this will provide to local communities.
viii) note with disappointment the Tataki Auckland Unlimited proposed decision to exit from supporting local economic development programmes through local board work programmes and the lack of discussion with local boards on alternative opportunities. |

Resolution number PPK/2023/113 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) classify, under Section 16(2A) of the Reserves Act 1977, the land described as Lot 1 Deposited Plan 345666, comprising 1,323 square meters (more or less), CFR 187075, as a Local Purpose (community buildings) Reserve. b) grant, under Section 61 (2) (a) of the Reserves Act 1977, the renewal of the community lease to Counties Manukau Free Kindergarten Association Incorporated (on behalf of Papakura North Kindergarten) for an area comprising 1,323 square metres (more or less) located at 1R Artillery Drive Papakura on land legally described as Lot 1 Deposited Plan 345666 (Attachment A), subject to the following terms and conditions: i) renewal term – 15 years from 1 April 2022 and reaching final expiry on 31 March 2037 ii) annual rent – $10.00 plus GST if demanded. c) approve all other terms and conditions in accordance with the existing lease and the Reserves Act 1977. d) note that iwi engagement for classification of the land was carried out in October 2022 and no submissions or objections were received. e) note that public notification for classification of the land was carried out in April 2023 and no submissions or objections were received. |

Resolution number PPK/2023/114 MOVED by Chairperson B Catchpole, seconded by Member K Hieatt: That the Papakura Local Board: a) whakarite /provide the following feedback to the Governing Body on whether the electoral system should be changed from First Past the Post to Single Transferable Voting for the 2025 elections. i. The board supports the retention of the First Past the Post electoral system for the 2025 elections as the board believe this is the easiest method to use. |

Resolution number PPK/2023/115 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) support in part the Notice of Motion and resolutions from the Waiheke Local Board dated 26 July 2023 regarding Caulerpa Brachypus as follows. i) note extreme concern regarding the current status of Caulerpa and its threat to the biodiversity and health of our ocean and supports the decision of the Hauraki Gulf Forum on this matter (resolution number HGF/2023/8). ii) back the calls from the Ngāti Paoa Iwi Trust and other iwi and hapū, the Hauraki Gulf Forum, and community organisations, for a step change in New Zealand’s approach from containment to containment and eradication, with whole system engagement, and trials of hydraulic removal methods. iii) urge the provision of Crown funding to mana whenua and community organisations for proactive underwater surveillance. iv) support an urgent and thorough assessment of the likely economic, social, cultural and ecological impacts of the spread of Caulerpa.
vi) request publicly available mapping of known Caulerpa sites which is accurate and updated in a timely fashion. vii) write to the Minister of Biosecurity, Biosecurity NZ and other relevant Ministers on the above.
b) express concern about the risk of spreading Caulerpa by having impacted communities engaging in the active removal. c) support an accreditation process to ensure people are appropriately trained from the impacted communities so they can be engaged in the active removal of Caulerpa to ensure there is no risk of spread. |
