a) confirm the ordinary minutes of its meeting, held on Wednesday, 5 April 2023, as a true and correct record.

At the close of the agenda no requests to present petitions had been received.

5          Ngā Kōrero a te Marea | Public Input

Standing Order 7.7 provides for Public Input. Applications to speak must be made to the

Governance Advisor, in writing, no later than one (1) clear working day prior to the

meeting and must include the subject matter. The meeting Chairperson has the discretion

to decline any application that does not meet the requirements of Standing Orders. A

maximum of thirty (30) minutes is allocated to the period for public input with five (5)

minutes speaking time for each speaker.

At the close of the agenda no requests for public input had been received.

6          Ngā Kōrero a te Poari ā-Rohe Pātata | Local Board Input

Standing Order 6.2 provides for Local Board Input. The Chairperson (or nominee of that

Chairperson) is entitled to speak for up to five (5) minutes during this time. The

Chairperson of the Local Board (or nominee of that Chairperson) shall wherever practical,

give one (1) day’s notice of their wish to speak. The meeting Chairperson has the

discretion to decline any application that does not meet the requirements of Standing

Orders.

This right is in addition to the right under Standing Order 6.1 to speak to matters on the

agenda.

7          Ngā Pakihi Autaia | Extraordinary Business

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as

amended) states:

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(a) The local authority by resolution so decides; and

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

(i) The reason why the item is not on the agenda; and

(ii)  The reason why the discussion of the item cannot be delayed until a

 subsequent meeting.”

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“Where an item is not on the agenda for a meeting,-

(a) That item may be discussed at that meeting if-

(i)         That item is a minor matter relating to the general business of the local authority; and

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting;but

(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose of the report

1.       To consider amendments to the Pukekiwiriki Paa Joint Management Committee Terms of Reference and Standing Orders.

2.       The Pukekiwiriki Paa Joint Management Committee has asked management to propose amendments to the Terms of Reference and Standing Orders for the committee.  This report provides draft documents of each to be considered by the committee.

3.       The Terms of Reference (Attachment A) and Standing Orders (Attachment B) include various minor amendments to the documents previously adopted.

4.       The Pukekiwiriki Paa Joint Management Committee may approve, with any amendments sought, the Terms of Reference and Standing Orders and then refer them to the Papakura Local Board for adoption.

Recommendation/s

That the Pukekiwiriki Paa Joint Management Committee:

a)      approve the Terms of Reference as set out in Attachment A.

b)      approve the Standing Orders as set out in Attachment B.

c)      delegate authority to the Head of Co-governance to incorporate into the Terms of Reference and Standing Orders any further minor typographical and formatting changes that may be identified.

d)      note the Papakura Local Board will be invited to adopt the Pukekiwiriki Paa Joint Management Committee Terms of Reference and Standing Orders at the earliest opportunity.

Context

5.       The Pukekiwiriki Paa Joint Management Committee was established on 29 January 2014, through a Papakura Local Board decision and with agreement of all parties.  Through that decision the joint management committee was delegated the local board’s Reserves Act powers and responsibilities for Pukekiwiriki Paa Historic Reserve [PPK/2014/9].  The Pukekiwiriki Paa Joint Management Committee held its first hui on 30 April 2014.

6.       The Terms of Reference was adopted by the Papakura Local Board at their hui of 29 January 2014, and this was acknowledged in the first hui of the Pukekiwiriki Paa Joint Management Committee on 30 April 2014.  Later the Terms of Reference was amended at the 11 December 2019 hui of the Pukekiwiriki Paa Joint Management Committee.

7.       The Standing Orders was adopted on 18 November 2014 by the Pukekiwiriki Paa Joint Management Committee.

8.       With the 2022-2025 political term a new Pukekiwiriki Paa Joint Management Committee is now in place. It is appropriate to update the Standing Orders and the Terms of Reference.

Analysis and advice

9.       The Pukekiwiriki Paa Joint Management Committee may consider, and amend, the draft Terms of Reference set out in Attachment A and the draft Standing Orders as set out in Attachment B.

10.     The draft Attachments include various minor amendments to the previously adopted documents of 2014 and 2019. 

11.     The Terms of Reference in Attachment A includes the amendments of 2019 and records the Auckland Council’s administrative and operations support for the committee.

12.     The Standing Orders in Attachment B include a new section, drawn from the Papakura Local Board Standing Orders, that allows for electronic attendance and the previous quorum provisions are confirmed.

Purpose of the report

1.       To provide an update on the Capital Works (Waharoa project).

Background/Context

2.       The Waharoa project stems from the reserve management plan and was part of the concept design.

3.       On 27 March 2019 the committee held a workshop that considered concepts for the entranceway so that the scope of the project could be defined.

4.       At a committee hui on 27 March 2019 and 11 December 2019 resolutions requested management to work with a mana whenua artist to develop designs for an upgraded entrance way to the paa (PUK/2019/4 and PUK/2019/10).

5.       At a committee workshop on 30 September 2019, Ted Ngātaki presented various concept drawings for feedback. The concept proposed:

·    utilising a stone medium for the Amo (carved bargeboard support)

·    a carved wood medium for the Maihi (bargeboards)

·    the waharoa would celebrate the maunga, leaving a gap where traditionally a koruru (carved head) would be, and leaving a clear sightline to the tihi (summit) where the paa site is

·    to carve the Maihi and to work with a specialist stone carver for the Amo.

6.       The resource consent has been approved and the building consent has been given an exemption.

7.       At this stage it is proposed to have all Amo carving designs complete by end of July 2023. Physical works will be carried out by Sept-Oct 2023. The timetable for project delivery is outlined below.

8.       At a hui of 9 December 2020, the committee was updated on the Waharoa Project progress (PUK/2020/5). At that stage a $150,000 budget was proposed for the project and the project team has planned around this budget (see below). Frame group has been assigned to oversee the project. Management will work closely with all groups to progress the project to construction and to procure services for a building supplier to construct the Waharoa.

9.       Management recommend the joint committee approve the budget of $150,000 for expenditure.

Next steps

10.     Management will progress the Waharoa project alongside Ted Ngātaki and Frame group.

11.     Management will procure the services of a contractor for physical works to complete construction phase.

12.     Management will start to plan for the unveiling of the Waharoa.
