Approval of the 2023/2024 Waiheke Local Board Infrastructure and Environmental Services Work Programme

That the Waiheke Local Board:

a)      whakaae/approve its 2023/2024 Infrastructure and Environmental Services work programme and associated budgets, as summarised in the table below (Attachment A to the agenda report):

Approval of the 2023/2024 Waiheke Local Board Customer and Community Services work programme

Resolution number WHK/2023/93

MOVED by Member R Tucker, seconded by Deputy Chairperson B Ranson:  

That the Waiheke Local Board:

a)      approve the 2023/2024 Customer and Community Services work programme and its associated budget (Attachment A to the agenda report) subject to Community Facilities providing a forward work programme discussion paper coming to a business meeting on a regular basis.

b)      approve in principle the 2024/2025 and 2025/2026 Customer and Community Services – Parks and Community Facilities only work programme (Attachment A to the agenda report).

c)      approve the Risk Adjusted Programme projects identified in the 2023/2024 Customer and Community Services work programme (Attachment A to the agenda report).

d)      note the projects funded from the Slips Prevention, Local Parks and Sports Field Development budgets (Attachment C to the agenda report).

e)      note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development budgets is subject to approval by the Planning, Environment and Parks Committee.

f)       seek a report on previous community citizen awards or community volunteer days with a view to possible reallocation of budget to introduce.

Approval of the Waiheke Local Parks Management Plan

 

Jessica Morris - Service and Asset Planning Specialist and Kiri Le Heron - Service & Asset Planning Team Leader were in attendance in respect to this item.

 

Note: changes to the original recommendation with inclusion of new clause a), f), g), h) and i).

 

MOVED by Chairperson C Handley, seconded by Member R Tucker:

That the Waiheke Local Board:

a)      accept one late submission on the draft Waiheke Local Parks Management Plan.

b)      approve the hearings panel’s recommendations about the draft Waiheke Local Parks Management Plan submissions (Attachment A of the agenda report)

c)       approve the final Waiheke Local Parks Management Plan 2023 (Attachments B and C of the agenda report) with the amendments as outlined within these resolutions.

d)      delegate to the local board chairperson and deputy chairperson the power to approve any minor amendments to the Waiheke Local Parks Management Plan 2023 prior to publication.

Chairperson C Handley moved an amendment to the original recommendation as follows:

a)         request Access and Park Policy section 11.1 be updated to incorporate reference that horses can be legally ridden in any park as long as they do not damage the park or present a safety risk to other users.

b)         add to Key Management Issues Te Huruhi Bay Reserve: Acknowledge the pony club’s aspirations and development plans in the longer term.

c)          update to Key Management Issue 3 Te Huruhi Bay Reserve: Acknowledge the marae’s aspirations to expand its footprint and redevelop their activities.

That the Waiheke Local Board:

a)          thank officers for their extraordinary efforts in the development of the Waiheke Local Parks Management Plan to this point and the quality of their advice.

b)         accept one late submission on the draft Waiheke Local Parks Management Plan.

c)          approve the hearings panel’s recommendations about the draft Waiheke Local Parks Management Plan submissions (Attachment A of the agenda report).

d)         approve the final Waiheke Local Parks Management Plan 2023 (Attachments B and C of the agenda report) with the amendments as outlined within these resolutions.

Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan - hearing and approval committee establishment

Resolution number WHK/2023/95

MOVED by Member R Tucker, seconded by Deputy Chairperson B Ranson:  

That the Waiheke Local Board:

a)      establish the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Hearing and Approval Committee, consisting of two independent commissioners, three Waiheke Local Board members and Chairperson I Fordham of the Aotea / Great Barrier Local Board to:

i)       consider written and oral submissions on the draft Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan

ii)      make any changes to the draft Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan, following the hearings process and consideration of submissions

iii)     approve the final Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan.

b)      appoint to the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Hearing and Approval Committee:

i)       three Waiheke Local Board members namely: Deputy Chairperson B Ranson, Member R Tucker and Member K Matthews

ii)      Chairperson I Fordham of the Aotea / Great Barrier Local Board.

c)          delegate to Deputy Chairperson B Ranson, Member R Tucker and Member K Matthews the power to appoint, to the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Hearing and Approval Committee, two independent hearing commissioners, one of whom will act as chairperson.

d)         note that Chair Handley has recused herself from the committee and has challenged a related code of conduct allegation on the grounds that it has no merit at all which can be proven.

a)      whakarite / provide feedback to the Governing Body that the preference of the Waiheke Local Board is for to Single Transferable Voting for the 2025 elections on the grounds that it promotes diversity.
