His Worship the Mayor asked the meeting to observe a moment’s silence to recognise the families and loved ones affected by last Thursday’s shooting in the Auckland CBD.

He also acknowledged our Police and first responders, who run towards the danger, to keep the rest of us safe.

Today was also six months since the January floods and he acknowledged the work that’s gone on since.

 

In happier news, Councillor Baker was congratulated on his recent engagement.

 

 

Cr Mike Lee acknowledged the recent passing of Judge Arnold Turner.

Greg Presland, Chair and Liz Manley from Waitākere Ranges Local Board addressed the Governing Body regarding storm recovery matters, in particular:

i)      need to provide certainty to affected landowners by concluding negotiations with the Government as soon as possible

ii)     extension of rates relief

iii)      provision of dedicated support person for Titirangi residents similar to that provided for Piha and Karekare

Update of Fees Framework and Expenses Policy for Appointed Members

MOVED by Cr A Dalton, seconded by Cr J Bartley:  

That the Governing Body:

a)      whakaae / approve an increase to the independent hearings commissioner fees to take effect from 1 January 2024 from $187 an hour for a chair to $235 an hour, and from $165 an hour for a panel member to $208 an hour to be met within existing operational budgets

b)      whai / adopt the updated Fees Framework and Expenses Policy for Appointed Members noting the minor amendments to job titles and department names in Attachment A of the agenda report.

Rates relief for properties uninhabitable as a result of storm events

That the Governing Body:

a)      whakaae / agree that officers use the Miscellaneous Remissions Policy to remit the waste management targeted rates (minimum base service, standard recycling, refuse, and food scraps) for the 2023/2024 and 2024/2025 rating years for all properties that are uninhabitable as a result of recent severe weather events in the first half of 2023 (including red-stickered, yellow-stickered and white-stickered properties) as this is a service-based charge for services which these ratepayers cannot use.

b)      whakaae / agree that officers use the Miscellaneous Remissions Policy to remit 50 per cent of rates assessed in 2023/2024 for all properties that are uninhabitable as a result of recent severe weather events in the first half of 2023 (including red-stickered, yellow-stickered and white-stickered properties).

c)       whakaae / agree that officers use the Miscellaneous Remissions Policy on a case-by-case basis to remit above 50 per cent of rates assessed for the 2023/2024 for properties that are uninhabitable as a result of recent severe weather events in the first half of 2023  (including red-stickered, yellow-stickered and white-stickered properties) where it is fair and equitable to do so.

d)      whakaae / agree that officers use the Miscellaneous Remissions Policy to remit rates assessed in 2024/2025 for properties that remain uninhabitable as a result of recent severe weather events in the first half of 2023  (including red-stickered, yellow-stickered and white-stickered properties) at the same proportion as remitted in 2023/2024.

e)      tuhi ā-taipitopito / note that properties that are uninhabitable as a result of recent severe weather events in the first half of 2023  (including red-stickered, yellow-stickered and white-stickered properties) will have their property’s rating valuation reassessed as part of the next triennial revaluation which will apply to rates for the 2025/2026 rating year.
