Resolution number WTK/2023/77 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whakamihi / acknowledge the passing of Councillor Ken Turner’s whānau, Arnold Turner, a prominent figure in the legal field as a barrister, solicitor, and judge. His pivotal contributions to the establishment and growth of the regional parks network, particularly as the first chair of the ARA Centennial Park and Regional Reserves Committee, were of great significance. Alongside Jim Holdaway, Arnold played a crucial role in advocating for the designation and acquisition of regional parks while serving on the Auckland Regional Planning Authority. Until his passing, he remained a dedicated supporter of parks, leaving behind a notable legacy in the field he passionately served. |

Resolution number WTK/2023/78 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whakamihi / acknowledge the passing of Mary (Bobbie) Woodward, daughter of William Harold Woodward and Alice Dorothy (Bethell) Woodward. Her life was characterised by significant achievements and diverse interests. Having been crowned Miss New Zealand in 1949/1950, Mary travelled abroad to promote New Zealand goods. She later won a scholarship to study modern languages at Auckland University. In the 1970s, Mary became actively involved in Family Planning, advocating for access to contraception for single women and promoting sex education in schools and women's groups, including women's prisons. Her contributions extended to the environmental movement, and she was associated with the early days of the Waitākere Ranges Protection Society. Mary's passion for writing led her to author several books about Te Henga and the West Coast, as well as a memoir titled “Shimmersea: What Happened to Miss New Zealand 1949?”, which provided insights into her personal experiences and interests. We recognize Mary (Bobbie) Woodward's achievements and the impact she made in various fields throughout her life. Her work and contributions will be remembered and appreciated. |

Resolution number WTK/2023/82 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whakaae / approve the 2023/2024 Customer and Community Services work programme and its associated budget (Attachment A). b) whakaae / approve in principle the 2024/2025 and 2025/2026 Customer and Community Services – Parks and Community Facilities only work programme (Attachment A). c) whakaae / approve the Risk Adjusted Programme projects identified in the 2023/2024 Customer and Community Services work programme (Attachment A). d) whakarite / provide the following feedback for consideration by the Planning, Environment and Parks Committee on projects funded from the Slips Prevention, Local Parks and Sports Field Development budgets (Attachment C): i) strongly support the development of the neighbourhood park, Koroī / Clayburn Reserve, Glen Eden (work programme ID 27877). As the park lacks amenities, and is located in an intensifying part of Glen Eden where there is poor access to park and play facilities. There are a number of local parks like this in Glen Eden that are patches of lawn with poor drainage which have lacked investment to provide basic amenities ii) strongly support the upgrade of the skatepark in Parrs Park (work programme ID 40055). This is a destination park serving a wide catchment including Glen Eden, Oratia, Sunnyvale and beyond. It is accessible by train, bike and micro-mobility modes, including for those who wish to skateboard, as there is an off-road cycleway nearby. The skatepark upgrade will complement the mix of facilities in the park that provide for a range of interests and age groups. The school Te Kura Kaupapa Māori o Hoani Waititi Marae is located in the park. e) tuhi ā-taipitopito / note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development budgets is subject to approval by the Planning, Environment and Parks Committee. f) tohatoha / allocate $3,500 locally driven initiatives funding for mana whenua Engagement Governance Hui as part of the 2023/2024 Governance Work Programme.
g) tuhi ā-taipitopito / note it supports continuing Te Kete Rukuruku Tranche 3 programme in 2023/2024 with the expectation that funding will be carried forward to continue the work. h) tuhi ā-taipitopito / note the following duplication in the Customer and Community Services work programme (Attachment A): i) work programme ID 3602 and work programme ID 40219 ‘Move the relocatable pump track’, $3,000. |

Resolution number WTK/2023/83 MOVED by Chairperson G Presland, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) whai / adopt the Waitākere Ranges Local Board Grants Programme 2023/2024 subject to the following changes: i) add an upper limit of “$12.000 approximately” to Local Grants and Multi-Board Grants under the Investment Approach section ii) add “National Organisations” to the list of lower priorities for funding. b) request staff to ensure that all grant applications are presented to the local board for consideration. |

Resolution number WTK/2023/84 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) karāti / grant, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to Titirangi Potters Incorporated for approximately 30m2 located in the lower level of Titirangi Community House, 500 South Titirangi Road, Titirangi War Memorial Park on the land legally described as Section 2 SO 544887 (as per Figure 1 – Site Plan), subject to the following terms and conditions: i) term – 5 years with one 5-year right of renewal commencing 27 March 2023 ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment A – Community Outcomes Plan). iv) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977. b) tuhi ā-taipitopito / note that public notification and iwi engagement for Auckland Council’s intention to grant a new community lease to Titirangi Potters Incorporated is not required as the group’s activities are contemplated in the Titirangi Reserve Management Plan 2016. c) tuhi ā-taipitopito / note that leasing charges will be reviewed in circumstances where there are changes to the community occupancy guidelines. |

Resolution number WTK/2023/85 MOVED by Member L Potauaine, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) karāti / grant, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to Camp Fire Club Glen Eden for approximately 412m2 located at 112-122 Glendale Road, Ō-kauri-rahi/Ceramco Park, Glen Eden on the land legally described as Lot 4 DP 84651 (as per Figure 1 – Site Plan), subject to the following terms and conditions: i) term – 10 years, commencing 12 October 2022 ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment A – Community Outcomes Plan). iv) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977. b) tuhi ā-taipitopito / note that public notification and iwi engagement for Auckland Council’s intention to grant a new community lease to Camp Fire Club Glen Eden is not required as the club’s activities are contemplated in the Ceramco Park and Kaurilands Domain Reserve Management Plan of July 2000. c) tuhi ā-taipitopito / note, that leasing charges will be reviewed in circumstances where there are changes to the community occupancy guidelines. |

Resolution number WTK/2023/87 MOVED by Chairperson G Presland, seconded by Member L Potauaine: That the Waitākere Ranges Local Board: a) strongly recommend a greater level of communication and engagement by Auckland Transport with storm-affected communities in the Waitākere Ranges around the many road slips and related issues. b) whakamihi / acknowledge that repairing the road slips and other damage is a challenging, costly and ongoing programme of work that is forecast to take many months and in some cases years. c) in recognition of the above, request that Auckland Transport presents a communications plan to the local board, noting that the communication needs to: i) be tailored to local communities ii) show Auckland Transport is listening to local concerns iii) commit to a frequency of communication, such as a monthly update for each area impacted by significant slips iv) be public facing, with regular community meetings and drop-in sessions to enable face-to-face communication. d) tuhi ā-taipitopito / note that while information on road slips is available on the Auckland Transport website, there needs to be a more active range of communication tools used with a dependable frequency. e) tuhi ā-taipitopito / note that the perception of residents and resident groups in the storm-affected areas is that they are not being heard, do not know what is happening, and that the lack of communication and engagement from Auckland Transport is adding to the already high level of stress and uncertainty. |

Resolution number WTK/2023/89 MOVED by Chairperson G Presland, seconded by Deputy Chairperson M Clayton: That the Waitākere Ranges Local Board: a) whiwhi / receive Chair Greg Presland’s July 2023 report. b) akiaki / urge Auckland Transport not to proceed with cuts to the Local Board Transport Capital Fund. c) pōwhiri / invite Auckland Transport to engage in discussions with the local board regarding ways to complete its Greenways Plan within the timeframe anticipated by the Transport Emissions Reduction Pathway. d) akiaki / urge the Mayor and Councillors to expedite negotiations with the Government regarding the funding of the buyout of category three residences, ensuring prompt resolution to offer certainty to all affected parties. e) tono / request that these resolutions be circulated to the Mayor, all Councillors, the Chief Executive, the Board of Auckland Transport and Local Members of Parliament. |
