TERMS OF REFERENCE

(Excerpt – full terms of reference available as a separate document)

 

The terms of reference set out the purpose, role and protocols of all Auckland Council demographic advisory panels. Panel members abide by the Code of Conduct for members of Auckland Council advisory panels.

 

Purpose

As one of council’s engagement mechanisms with diverse communities, the demographic advisory panels provide advice to the governing body and council staff within the remit of the Auckland Plan on the following areas:

·        Auckland Council’s regional policies, plans and strategies

·        regional and strategic matters including those that Council-Controlled Organisations deal with

·        any matter of particular interest or concern to diverse communities.

 

Outcomes

The panel’s advice will contribute to improving the outcomes of diverse communities and social cohesion as set out in the Auckland Plan. The panels will advise through their agreed strategic agenda and detailed work programme.

 

Strategic agenda and work programme

The panel must develop a work programme and set a strategic agenda for the term. The agendas should be focused and integrated across the panels for collaborative input into shared agendas, particularly in relation to the Auckland Plan, the Long-term Plan and regional policies. The panels should advise on council’s operational and organisational strategies relevant to diverse communities.

The panels may also consider whether they wish to choose, shape and support a project they feel passionate about as part of their work programme.

The governing body and council staff should work with the panels for the development of their strategic agendas and work programme. The Planning, Environment and Parks Committee will approve the panel’s work programme and any subsequent major changes to it.

 

Submissions

The panel cannot make formal submissions to Auckland Council on council strategies, policies and plans, for example, the annual plan. However, the panel may be asked for informal feedback during a consultative process.

In its advisory role to the council, the panels may have input to submissions made by the council to external organisations but do not make independent submissions, except as agreed with the council.

This does not prevent individual members being party to submissions outside their role as panel members.

 

Review

The form and functioning of the panels may be reviewed prior to or after, the end of the panel’s term in September 2025.

Purpose of the report

1.      To note the Youth Advisory Panel meeting dates for the remainder of the 2022–2025 term.

Executive summary

2.      For the remainder of the term, the demographic advisory panels are expected to meet approximately every eight weeks excluding for two months during the summer break. This equates to 10 meetings during 2024 and 2025.

3.      The panels are also expected to meet on topics of interest to all panels such as the Long-Term Plan, and in subject-related working groups such as storm recovery and climate adaptation. These strategic engagements will be added to the calendar once agreed and confirmed.

Purpose of the report

1.      To outline the process for electing co-chairs for the Youth Advisory Panel for the 2022 – 2025 term.

Executive summary

2.      The Youth Advisory Panel members are required to elect co-chairs for the remainder of the term. Attachment A provides a description of the role of the co-chairs.

3.      The Mayor appointed an interim chair at the start of the term. Panel interim chairs were selected to provide leadership and guidance to the new panel. The interim co-chair is eligible for election if they wish to continue in the role.

4.      Panel members have been asked by email for nominations and a brief summary of their interest in the role.

5.      Nominations including a brief summary of interest in the role will be circulated to panel members prior to the meeting.

6.      Panel members can nominate and vote for themselves.

7.      Voting for the panel co-chairs will take place at the formal meeting following the panel workshop.

8.      The co-lead officer will ask for confirmation of any nominations already received and any further nominations.

9.      There will be a two-minute opportunity for nominees to speak to their nomination at the meeting and prior to voting.

10.    Members will be asked to write the names of their two preferred co-chairs on two pieces of paper. There will be one round of voting and the two highest polling candidates are elected. If the first and second are tied, they are both elected. If the second and third are tied, their names will both be placed in a box and one drawn out.

11.    Co-chairs are expected to be in place until the current term of Auckland Council ends.

Voting system

12.    There will be one round of voting and the two highest polling candidates are elected. If the first and second are tied, they are both elected. If the second and third are tied, the tie will be resolved by lot – drawing a name from a box.

13.    The voting is conducted by closed ballot and the scrutineer will be a co-lead officer. 

Voting procedure at the meeting

14.    The meeting will proceed as follows:

15.    The interim chair will call the meeting to order and deal with apologies, initial procedural items, and the first item on the agenda.

16.    The second item on the agenda will be election of the co-chairs, and the interim chair will hand over the chairing role to the co-lead officer.

17.    The co-lead officer will outline the process followed for the election of co-chairs, conduct the election, and announce the results.

18.    Once the co-chairs have been confirmed, the meeting will conclude.
