That the Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Hearing and Approval Committee:

a)          receive the hearings report and attached summary of written submissions with preliminary staff analysis and comments.

b)          accept the late written submission from Ngāti Pāoa Trust Board.

c)          attach the supporting evidence of the public input portion to the minutes of this meeting.

d)          attach the Council staff presentation to the Officer’s Report to the minutes of this meeting.

RESTATEMENTS

Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan hearings and approval committee - Restatement

 

Purpose: To record matters arising from the Hearing held on 29 August 2023 for which

further information has been sought from staff as of 13 September 2023.

 

a)          During the submissions hearing held at the Waiheke Local Board offices at Ostend on 29 August 2023 a number of matters arose that the Committee sought further information or advice about from Council staff.

b)          We record those matters as follows:

i)           In respect of the matter of appropriate reference wording: Auckland Council is to set up hui (possibly several) at the earliest possible convenience with Ngāti Paoa, Ngāi Tai ki Tāmaki, Te Patukirikiri and Ngāti Maru to input into the final plan.

ii)          In respect of fish passage: Revisit the focus areas within the Watercourses and Wetlands Management Area, in particular actions IX and X, to reprioritise these; and update the watercourses and wetlands map to show accurate locations of fish passage barriers using the Morphum report.

iii)         In respect of the landfill: Review as to whether it is appropriate to include, as a focus for the longer term, removal of the landfill (need to consider all environmental impacts of retention or removal).

iv)         In respect of riparian margin widths: Using GIS, accurately depict on maps a 10m, 15m and a 20m extent from the watercourses and wetlands to understand the impact on existing infrastructure (including current and future golf course) and park values; and

Reconfirm the triggers that will “require” riparian buffer planting (under the district plan) and propose wording to reflect this; and

Review the phrasing of the Watercourses and Wetlands exception statement (see table 3 of the hearings report) for Action II.

v)          In respect of club leases: Investigate what action has been occurring with AC lease team and report back; and advise whether the Council’s Draft Golf Investment Plan has relevance for this plan.

vi)         In respect of Waiheke Island Riding Club’s concern about barriers and infrastructure: Include a specific reference to barrier removal to enable safe use of the existing bridle pathways; and identify whether there is scope for infrastructure improvements through Parks and Community Facilities work programme.

vii)       In respect of the claim that the Golf Club had received substantial investment from the WLB: Provide the hearings committee with context to this claim.

viii)      In respect of language and terms used: Ensure consistency in the plan or add terms to glossary.

ix)         In respect of the cemetery: Update the plan to reflect that the area west of and adjacent to the Waiheke Island Riding Club is intended for future cemetery use.

x)          In respect of the Golf Club lease: Provide the hearings and approval committee with oversight of the 2013 hearings panel role for the Golf Club lease.

c)          Council staff are also to provide the Hearings and Approval Committee with a summary of verbal submissions and a supporting statement explaining why staff consider that further investigation is not needed.

d)          Council staff are to advise an indicative timeline for receipt of the above.
