That the Devonport-Takapuna Local Board:

 

a)         consider an extraordinary item regarding an additional September Business Meeting of the Devonport-Takapuna Local Board at item 23:

i)          the reason the matter is not on the agenda is that the requirement for this meeting was unknown prior to this agenda being published, and

ii)         the reason the discussion of this matter cannot be delayed until a subsequent meeting is that there is no other scheduled meeting available in the timeframe required.

Proposed new Commercial Lease at 2A Old Lake Road Narrow Neck

 

Resolution number DT/2023/166

MOVED by Chairperson T van Tonder, seconded by Member G Busch:  

That the Devonport-Takapuna Local Board:

a)      approve a new lease of the land and building occupied by Narrow Neck Café Limited at 2A Old Lake Road, Narrow Neck subject to Eke Panuku completing the required statutory process, and the following terms:

i.          Term – Six (6) years with commencement date 1 April 2023 and final expiry date 31 March 2029. 

ii.         Use – Café/Kiosk

Claystore heritage building - options for building renewal

MOVED by Chairperson T van Tonder, seconded by Member P Allen:  

That the Devonport-Takapuna Local Board:

a)         Whakaae / approve option 1 - full renewal of the Claystore building with external lift provision in principal subject to:

i)          advice from staff on options to fund any budget gap for this option, acknowledging that future full renewals may require tradeoffs with other planned projects.  

ii)         the review, and reporting back by staff, of community assets suitable for optimization if required to meet the cost of this renewal

iii)       heritage signage or storyboards being incorporated in the renewal to highlight the significance of the site to visitors

Devonport-Takapuna Local Board Annual Report 2022/2023

 

Resolution number DT/2023/168

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)         adopt the draft 2022/2023 Devonport-Takapuna Local Board Annual Report as set out in Attachment A to the agenda report.

b)        note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 28 September 2023.

c)         request that future annual reports include infographics that reflect projects delivered by CCO’s at a Local Board level.

d)        tautapa / delegate authority to the Chair to make any final changes to the draft report should there be review comments from the auditors that require amending.

Government Policy Statement on Land Transport 2024

That the Devonport-Takapuna Local Board:

a)         defer feedback on the proposed direction of the draft Government Policy Statement on Land Transport 2024 until after the general election.

Local board feedback on Māori seats for Auckland Council

 

Resolution number DT/2023/171

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)         support the continued representation of māori interests at Council by either the establishment of māori seats in time for the 2025 Local Election, or by the Independent Māori statutory Board as at present.

b)        recommend the Governing Body make a decision based on the views of Māori provided through the consultation process.

Local board feedback on Emergency Management Bill

 

Resolution number DT/2023/172

MOVED by Member M Powell, seconded by Chairperson T van Tonder:  

That the Devonport-Takapuna Local Board:

a)          supports the Emergency Management Bill and the changes and shifts laid out       in the report, in particular:

              i.        supports The Bill making greater recognition of the role of Māori and enhancing Māori participation;

            ii.        supports The Bill including the need for the Emergency Management Committee Plan to engage with disproportionately impacted communities, noting that locally Devonport-Takapuna has an older population and a higher number of isolated older woman than men; noting that these folk will need a greater level of assistance in times of crises.; and

           iii.        supports the clarification of the different roles of Emergency Management Committees and their local authority members

           iv.        supports actions that enhance the resilience of critical infrastructure to reduce harm and improve readiness.

            v.        supports the recognition of New Zealand’s ultra-diversity, ensuring needs of non-english speakers and minority cultures are being considered and responded to through this legislation.
