Acknowlegements - Khayden Taoa

MOVED by Chairperson G Murphy, seconded by Member H Andrew:  

That the Manurewa Local Board:

 

a)           acknowledges Weymouth resident Khayden Taoa. In July Khayden won the Muay Thai national title for his age and weight class, qualifying him for the IFMA World Championships in Turkey.

 

Since July, he has been training hard and working hard with his family to gather the funding necessary for he and his mother Kristina to make the trip to Antayla,Turkey, while a portion has been self funded, they have achieved the funding enabling them to get to Turkey and put his talent on the line on the journey to become a world class athlete.

 

Being from Manurewa, it is not lost on us that the biggest hurdle our young athletes face is not from a lack of talent and opportunity. It is being able to afford to get overseas when they receive the qualification to compete abroad.

The local board is thankful to all funding partners involved, his employer for allowing him the time and hours to focus on his dream, and wishes Khayden every success to reach the heights he is training so hard for.

Acknowledgements - Manurewa AIMS Games Results

a)            acknowledge the following successful teams who competed at the AIMS Games held in Tauranga on the 2-8 September 2023:

i)             Clendon Park school for winning first place in Netball

ii)            Reremoana School for securing second place in Rip Rugby

iii)           Manurewa Intermediate Basketball girls five aside team for securing third place

iv)           Manurewa Intermediate Rugby girls sevens for securing second place

v)            Manurewa Intermediate for securing second place in Hip Hop

vi)           St Annes and Randwick park for getting into the top 10 teams competing

Approval of the maintenance budget allocation in the 2023/2024 Manurewa Local Board Customer and Community Services work programme

 

Resolution number MR/2023/148

MOVED by Chairperson G Murphy, seconded by Member H Andrew:  

That the Manurewa Local Board:

a)      whakaae / approve the amendment including budget, to its adopted 2023/2024 Customer and Community Services work programme, specifically:

i)       addition of a new activity line – Full Facilities Contracts Park Bins Top-up, utilising $66,368 from the Locally Driven Initiatives (LDI) operating expenditure during the 2023/2024 financial year. 

b)         reallocate $66,368 from work programme line item 281 ‘Community grants             Manurewa’ to undertake the new work programme activity line item ‘Full             Facilities Contracts Park Bins Top-up’.

Local board feedback on Māori seats for Auckland Council

MOVED by Chairperson G Murphy, seconded by Deputy Chairperson M Winiata:  

That the Manurewa Local Board:

a)         whakarite / provide the following feedback to the Governing Body on whether Māori seats should be established for Auckland Council for the 2025 local elections:

i)          note that, due to the statutory decision deadline for Auckland Council of 23 November 2023 under the Local Electoral Act 2001, and the timing of public consultation, there has been no opportunity for the board to review local community feedback on Māori seats for Auckland Council prior to submitting its views.

However, the views expressed below have been informed by our ongoing relationships with mana whenua, and in particular an Ara Kōtui hui (a roopu comprising representatives from the five southern local boards and south Auckland mana whenua) held on 5 September 2023.

ii)         the board supports in principle Māori representation on Governing Body.

iii)       the board supports in principle including representation on Governing Body for mana whenua as the tangata whenua of Tāmaki Makaurau.

iv)       the board believes that any decisions on how Māori should be represented on Governing Body should be made in accordance with the preferences of mana whenua and requests that Governing Body, in making their decision, gives significant weight to these preferences.

Government Policy Statement on Land Transport 2024

MOVED by Chairperson G Murphy, seconded by Deputy Chairperson M Winiata:  

That the Manurewa Local Board:

a)        whakarite / provide the following feedback on the proposed direction of the draft Government Policy Statement on Land Transport 2024:

Maintaining and operating the system

i)          the board supports having a strong focus on efficient and effective maintenance and operation of transport networks. Greater investment in maintenance and renewals programmes for the roading network is needed, and the percentage of the roading network renewed each year needs to be increased.

ii)         the board believes that road maintenance and renewal programmes should be developed based on a realistic assessment of the amount of wear and tear each road undergoes. Roads with significant levels of usage by heavy vehicles will require more frequent renewal.

Increasing resilience

iii)       the board supports maintenance and renewal programmes that recognise the impacts of climate change, with appropriate drainage upgrades and mitigation measures put in place to manage risks.

iv)       the board agrees that provision of alternate routes in the event of road closures is an important part of increasing resilience in the transport network. For this reason, we believe that it is vital that delivery of the full four lane 21.5km Mill Road corridor between Manukau and Drury South is funded as a priority roading project by the Government. This corridor would reduce congestion, provide an alternative route to State Highway 1, and strengthen connections between future housing areas and existing town centres.

Reducing emissions

v)         the board supports giving priority to activities that improve the reach, frequency, and quality of public transport.

vi)       the board believes that reducing the cost of public transport fares is vital to increasing uptake of these services in low-income areas such as Manurewa.

Safety

vii)      the board believes that better maintained roads, improvements to road intersections, effective enforcement and driver education is key to increasing safety on our roads.

viii)     the board suggests that increased safety for public transport users, whether at train stations and bus stops, or on trains and buses during journeys, should be a key focus area.

and

Sustainable urban and regional development

x)         the board believes that it is important for transport planning and urban planning to be closely matched in order to ensure that the appropriate transport infrastructure is being provided to suit the needs of residents. For example, ensuring there is sufficient provision of public transport in areas that are planned for high density developments with a low provision of off-street parking.

Integrated freight system

xi)       the board supports the concept of an integrated freight system, and hopes that this will include provision of alternative routes to remove heavy vehicles from suburban streets that were not designed for frequent use by such vehicles. A key part of this would be to fund delivery of the full four lane 21.5km Mill Road corridor between Manukau and Drury South.

That the Manurewa Local Board:

 

a)         whakarite / provide the following feedback on the proposed direction of the draft Government Policy Statement on Land Transport 2024:

 

ix)           the board requests that the Land Transport Rule: Setting of Speed Limits 2022 be changed to state that speed limits on arterial roads near schools should only be set at a variable 30 km/h, and not a fixed 30 km/h limit. There is no need for arterial roads to be subject to lower speed limits outside of times when children are likely to be travelling to or from school.

The motion was declared CARRIED by 4 votes to 3.
