Resolution number UH/2023/107 MOVED by Member S Yang, seconded by Member J Mclean: That the Upper Harbour Local Board: a) whai / adopt the draft 2022/2023 Upper Harbour Local Board Annual Report as set out in Attachment A to the agenda report. b) tuhi ā-taipitopito / note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 28 September 2023.

The Local Board Advisor, Robert Marshall, tabled a report - the Upper Harbour Local Board Plan 2023 Feedback Analysis Summary. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. |

Resolution number UH/2023/108 MOVED by Member K Parker, seconded by Member S Yang: That the Upper Harbour Local Board: a) whiwhi / receive submissions and feedback on the draft Upper Harbour Local Board Plan 2023 as outlined in the summary of feedback report tabled at the meeting b) kohuki / consider feedback when finalising the Upper Harbour Local Board Plan 2023 c) tuhi ā-taipitopito / note the final pieces of feedback is 549 to the draft Upper Harbour Local Board Plan 2023 as outlined in the tabled analysis report d) whakamihi / thank local board staff for supporting a new community led engagement methodology. This approach led to 14 consultation events where the local board engaged with the community and received valuable feedback. e) Whakamihi / thank community partners for leading the engagement with their geographic communities and communities of interest.

Resolution number UH/2023/109 MOVED by Deputy Chairperson U Casuri Balouch, seconded by Member J Mclean: That the Upper Harbour Local Board:
a) whakaae / approve the allocation of the remaining $50,000 Locally Driven Initiatives operational budget for 2023/2024 financial year to the following activities in the Upper Harbour Local Board 2023/2024 Customer and Community Services and Governance work programme:

b) whakamihi / acknowledge the community requests and submissions received by the local board to change the legal status of the unformed Waimarie Road from legal road to reserve under the Reserves Act 1977 as residents are seeking the transfer of the management for the area to Auckland Council and wish this land to be protected in perpetuity, allowing for safe public access, increased maintenance, recreational and conservation opportunities.
c) whakamihi / acknowledge the letters of support received from the Whenuapai Ratepayers and Residents Association, the Herald Island Residents and Ratepayers Association, Living Whenuapai, the Albany Ward Councillors and the local Member of Parliament endorsing changing the legal status of the unformed Waimarie Road to a reserve under the Reserves Act 1977.
d) tono / request Auckland Transport to start an initial assessment for road stopping of the unformed Waimarie Road, Whenuapai excluding the area which comprises the gravel accessway to the two adjoining properties on the unformed Waimarie Road.
e) whakaae / approve the allocation of $ 4,000 to this new project for the following activities: i) make a road stopping application to Auckland Transport $ 1000 ii) assessment of the application which includes but is not limited to engagement with Auckland Transport and Auckland Council departments, Walking Access Commission, Land Information New Zealand, utility checks and preparation of the Land Status Report $ 3000 A division was called for, voting on which was as follows:

Resolution number UH/2023/110 MOVED by Member K Parker, seconded by Chairperson A Atkinson: That the Upper Harbour Local Board: a) whakarite / provide the following feedback to the Governing Body on whether Māori seats should be established for Auckland Council for the 2025 local elections: i) acknowledge the views so far on Māori seats from the Independent Māori Statutory Board and early engagement with Māori supports the Royal Commission model ii) request the Governing Body make a decision based on the views of Māori provided through the consultation process iii) request that regardless of the number of future Governing body members that representation is protected for Māori. A division was called for, voting on which was as follows:
